South Sudan army’s drive for professionalism

August 15,2012 (JUBA) – South Sudan’s former rebel movement turned national army, the Sudan People’s Liberation Army (SPLA) is undergoing training to improve its professionalism, according to one of its high-ranking members.

The military officer in charge of SPLA’s fifth division, Andrea Dominic on Tuesday told Sudan Tribune that training has been ongoing since the signing of the Comprehensive Peace Agreement (CPA) which ended the Sudanese civil war in 2005 and paved the way for South Sudanese independence in 2011.

He explained that the training of officers and non-commissioned officers has taken place domestically and overseas but that the process “requires a lot of resources” and “will need time and money”.

The CPA was signed after decades war between the SPLA and Khartoum’s forces. The political wing of the SPLA, the Sudan People’s Liberation Movement (SPLM) is now South Sudan’s ruling party.

Dominic warned against “emotive and generalised” condemnation of the SPLA based upon “mistakes made by individuals” insisting that it is “an institution guided by principles and code of conduct which can be used to rectify areas where weaknesses have been identified”. There have been numerous allegations of misconduct by SPLA troops, including extra-judiciary killings.

The bloody conflict with Khartoum left South Sudan as a highly militarised state with a proliferation of arms. Appeasing potentially rebellious former rebel commanders and finding alternative work for troops in the fractious nation, while downsizing the SPLA, is a precarious balancing act, hence the establishment of the South Sudan Disarmament Demobilization and Reintegration Commission.

Dominic explained that training is focusing on leadership skills; defence and tactics; information technology; operating and handling heavy weapons; piloting and airspace; waterways; and civil related courses such as human rights and rule of law. He also said that the army has a significant role in development as it cannot take place “without adequate security”.

“The president has done his level best to create a conducive learning environment for us to benefit and it is the duty and responsibility of everyone of us to take advantage of it, and the Sudan People’s Liberation Army is not an exception,” said Dominic.

The national austerity measures which were implemented after South Sudan halted oil production in January in a row with Khartoum over the cost of using its infrastructure for exports.

A repercussion of these measures, according to Dominic, has been an interruption in the SPLA training programme.

    Your failures to discipline SPLA soldiers is causing a lot of damages in the eyes of the world such as a killing of South Sudanese American citizens is a big load to our country. It’s unlawful to kill your own people, look everybody is scary to come back home. You need to do some thing than talking with little work. Shame on you!

      I quite agree with you warrior. The lame excuses SPLA soldiers keep giving that they have just emerged from a war situation and therefore their brutality should be forgiven do not hold water. The current SPLA is just made up of frustrated lot out there to veny their frustration on inocent people in South Sudan, citizens inclusive.

      Many S.sudanese overseas who came back home for a visit or to stay ended up being killed or imprisoned,when you ask an important question or you claiming your property like your old plot,even if you have documents,the first question they will ask is ,where have you been when we were fighting the arabs?     Why defeated in Heglig then?
    90% of SPLA soldiers are illiterate, the army consists of tribal division, mainly Dinka & Nuer and very few Chulluk, Equatorians have no availability, each leader has his own militia/troop inside the same tribal division, for instance, Nuer are not in one man heart inside SPLA but each Nuer leader has his own militia!
    Professionalism is far away!

      I think you are just joking about defeating in Panthou/Heglig. Please ask your Khartoums and they will tell you more detials. The 3000 SPLA fighters were able to overran 25000 SAF and Khartoum tried to bring more yet, they couldn’t make it until they were told to wait and Omar al Bashir will contact AU. 3500 left on the ground in Panthou, did I miss something here? Please this is true

      To be professionalism: You must behaviors like a realy person with good judgment. Not to be grasper or killer of civilians as some of them did in the field there.       1- what defeat to SAF you are talking about!
      2- I have been in Tindilo, Rukon, and the surroundings areas in 1998 and you can not imagine the number of soldiers we the SAF and Mujahideen have killed, many Tanks crews we captured were tide with strong ropes so that they can not escape! many soldiers we found in their pocket drugs "psychotropics"..

SAF was completely distroyed they even run and collected children from the Market in Khartoum to bring to SouthSudan to fight SPLA without trainging. we captured 24 SAF garission in one day it was such disaster to SAF.Just shut up 16000 pow from SAF were captured by SPLA in YEI, KAYA, BOTH LANYA,and much more Town.miles 38 ahahah

      3- have you asked ur self what are the areas that SPLA is controlling! SPLA was cornered in the boarders with Uganda and Kenya and others
      4- after the US and other western countries realized that SPLA is defeated and about to be destroyed during the late 90th and early 2000s, then they step-up their pressure on Sudan to reach a deal
      5- Yes we can not claim that SAF has won all the battles

      10 the major reforms include what the commander mentioned here, but the major issues he has not addressed and these include (downsize the army by more that 2/3, relief most of the war time commanders, move away from tribalism, install clear rule of ethics and code of conduct and enforce these on all, change the fighting principles and the top of that is the current name "SPLA"!! we will..
