October 5, 2012 (JUBA) – South Sudan’s parliament on Friday summoned the minister of finance and economic planning, Kosti Manibe, his deputy Marial Awuou and the minister in the Office of the President, Emmanuel Lowilla, over the salary cut which was part of the austerity measures introduced by the government after it lost oil revenues in the wake of the oil shut down in February this year.

The Business Committee of the parliament sought explanation from the ministers over what was said to be “wrong” implementation of the housing allowances cuts which did not tally with the resolution passed by the parliament in August.

A number of allowances have been cut from the overall salary of civil servants, army and police as well as constitutional post holders, amounting to about 50% of the overall salary.

A senior official in the parliament who asked to remain anonymous told the Sudan Tribune on Saturday that the executive was asked by the Business Committee to correct the implementation of the cuts.

He said while 50 per cent of the housing allowances should be cut in accordance with the resolution, there are some other categories of allowances and low income employees who should have been exempted from the cuts.

He also added that some institutions and personnel such as nurses who are not supposed to be affected by the cuts.

The cuts have had negative impact on the affected institutions with some personnel’s reactions ranging from peaceful protests to shooting and beating of police and wildlife commanders in Lakes state, for instance.

Elements in the police and wildlife forces in Rumbek accused their commanders of cutting their salaries.

The salary cuts targeted 50% of the housing allowances which is part of the salary while house rent in South Sudan is very high.

The official said the executive was asked to review the implementation of the cuts with the aim to exempting some of the institutions and categories of allowances as the government transits to full salary as the oil production is expected to resume soon.

    the parliament sometimes has good plan 4 this country,however realistically the guyz there just don’t do practical things to the citizen,like they are advisers nt law-enforcing authority.

    What is called 75 Government corrupt officials has been left aside and keep rashing to cut salaries of poorer civil services.
    The small service not we get from Government as monthly net due, could not afford children Education and this hard life in the town.

    Dear Parliament Members,
    Before asking government to review salary cut, please ask Mr. Kiir to disclose the 75 thieves identities and bring them to justice, as you know the oil production will soon resume and unless you do that the amount of the stolen money will jump up to $8bn next year because you will have 150 thieves!

      It is unfair and crazy decisions from the gov’t to cut 50% from poor South Sudanese who have not involved in looting 4billions$!75 thieves should not be hidden and preserved by cutting salaries of innocent people like this!Kiir should resign if he doesn’t want to arrest those thieves otherwise 2015 will be terrible for him.I won’t see Mangoor aka Dinka Dominated SPLA/dinka defend general here

        These MPs are not doing anything than filling their stomach and become very fat with little minds!Fat peeople are regarded as people who have knowledges and skills,but with little mind or no or little educational background.They are Laws makers,but complaining today of austerity which they signed by themselves.50% is too huge!If my monthly salary is 300SSP,it reduces to 150SSP

        Let us see who is really driving this car, I use to get 480 SSP monthly and the person who is driving turn about and cut my 50% HA. while I. had fought this war tirelessly while the one who planed cut my salary is getting payment of 12,000SSP monthly.
        now what can I do? My children will not go to school. I one time pay a visit to market, but uncontrollable, prices are skyrocket

    People keep saying 4 billions.It is not 4 only.4 billions is in 2 years according to the audtor general reports.In 2005-2006 it was $ 1.3 in 2006-2007 $ 3,7 billions, that make it 4 Billions in 2 years only.The parliment questioned the MoF about $ 10 billions.The repressive appartus of the thieves started to silence everyone who opens his mouth! SS recieved in 6 years about 17 billions.

    My question is, was the austerities measures affected nurses, Doctors, Primaries and Secondaries teachers who are earning nothing but just to struggled between live n death, as they have no house allowances? Was that so called 50% deducted from their salaries? if it is true,very big shame.....!!!

    The parliament that come from Top Former SPLA/M and those from Khartuom is not working. Because of them are thiefs against ordinary citizens of the country. They are not realy elected or dictate thing for their own interest,than the interest of them country first.Doctrs,Nurses,Army,police & wildlife need no cut. Top Govrt official should cut only. Juba Admin has lost a trust of people& vision
