Attack on Nadia, Kineen and Tmtm Villages in Darfur

On 16th October 2005, the Sudanese government forces and their allied Janjaweed militias attacked the civilians on the villages of Nadia, Kineen and Tmtm at 03:00am. These villages are located about 6 Kilometres East Kutum. The Sudanese government forces and the Janjaweed militias started their move from a military base in Kutum using five vehicles; the Janjaweed were riding horses and camels. The Janjaweed leader of this incursion was Elgadal.

During the attack, five civilians were killed and four were wounded. The villages were partially incinerated.

Those killed during the attack are:

– 5. Abdelnasir Mohamed Adam

Those wounded are:

– 1. Khadija Haroon Mukhtar
– 2. Zainab Ibrahim Yahya
– 3. Mariam Abdella Ishag
– 4. Mubark Adam Abaker

Darfur Centre for Human Rights and Development condemns these attacks on innocent civilians. Over recent months the ongoing violence in Darfur has escalated considerably, leading to a tangible decline in security in the region. Government forces have been pivotal in this escalating violence – notably disguising their vehicles as U.N. carriers and assisting the Janjaweed in their operations. These behaviours stand in bad faith when, in Abuja, peace talks were being held. All parties involved in this violence must stop immediately and take their ceasefire responsibilities seriously.

Darfur Centre for Human Rights and Development calls on the government of Sudan to:

? Guarantee the respect of human rights and fundamental freedoms, including the freedom of association throughout Sudan in accordance with international human rights standards;
? Honour its agreement to the UN General Secretary and the rebels; to immediately cease all further attacks and stop aiding and abetting Janjaweed militias.
? Immediately cease its program of arbitrary detention, harassment, sexual violence and targeting of Dafurians in accordance with UN resolutions

We call on the rebels to:

– Immediately cease any further military incursions within Darfur;
– Honour all existing cease fire agreements

We also urge the United Nations, African Union and the international community to:

– Take seriously the deteriorating security situation in Darfur and take decisive action to end the harassment of civilians;
– Urgently pursue the possibility of sending substantial additional peacekeepers to the area;
– Investigate allegations of continued attacks on civilians including allegations of torture;
– Continue to exert pressure on the Government of Sudan to comply with international resolutions and to come to a peaceful settlement;
– Guarantee respect for human rights and fundamental freedoms throughout the country in accordance with international human rights standards;
– Take action immediately to gather documentary evidence such that the perpetrators may be prosecuted by the International Criminal Court;
– Ensure that the Government of Sudan co-operates fully with the International Criminal Court. Impose sanctions on the Government of Sudan if it fails to do this
– Ensure that such perpetrators are prosecuted in accordance with international norms and standards of accountability in the International Criminal Court;
– Produce a realistic and workable plan to allow refugees to return to their homes. Ensure that safe areas are established that are effective and well patrolled.
