South Sudan president reshuffles cabinet ministers

July 2, 2007 (JUBA) — The President of the Government of Southern Sudan (GOSS), Salva Kiir Mayardit, today evening, has issued the long awaited Presidential decrees for cabinet reshuffles and naming new Ministers, advisors, President of the Supreme Court of Southern and the Deputy as follows:
– Decree No. 68 of 2007 relieved Mrs. Awut Deng Acuil from position of Presidential Advisor in the office of the President of the Government of Southern Sudan effective from July 2nd 2007.
– Decree No.69 of 2007 relieved Ministers of Government of Southern Sudan with effect from today as follows: Dr. Riek Machar Teny, Minister of Housing, Public Land and Public Utility, Dr. Justin Yac Arop Minister of Cabinet Affairs, Mr. Arthur Akuien Chol, Minister of Finance and Economic Planning, Dr. Theophilus Ochang Lotti, Minister of Health, Mr. David Deng Athorbei, Minister of Labour, Public Service and Human Resource Development and Madam Rebecca De Mabior, Minister of Transport and Rods.
– Meanwhile Decree No.70 of 2007 appointed Ministers of the Government of Southern Sudan effect from July 2, 2007 and they are:- Dr. Luka Tombe Monoja, Minister of Cabinet Affairs, Mr. Dominic Dim Deng, Minister of SPLA Affairs, Mr. Kuol Athian Mawein, Minister of Finance and Economic Planning, Dr. Joseph Monytuiel Wiejang, Minister of Health, Mrs. Awut Deng Acuil, Minister of Labour, Public Service and Human Resource Development, Mr. David Deng Athorbei, Minister of Transport and Roads, and Mr. Martin Ohuro Okerruk, Minister of Housing, Land and Public Utility.
– Decree No. 71 of 2007 appointed Presidential Advisors in the office of the President of the Government of Southern Sudan as follows: Mr. John Kong Nyoun, for Security Affairs, Dr. Theophilus Ochang Lotti for Social Services, Dr. Justin Yac Arop for Decentralization, Madam Rebecca de Mabior for Gender and Human Rights and Mr. Ismail Kony for Peace and Reconciliation.
– Presidential Decree No. 72/2007 relieved Justice Ambrose Riny Thiik as President of the Supreme Court of Southern Sudan with effect from July 2nd 2007 replaced by Justice John Wol Makec as President of the Supreme Court of Southern and Justice Chan Reec Madut as Deputy ,all appointed under decree No.73 of 2007.

Reshuffle or not to reshuffle is the question
The President of GOSS has just issued couple of decrees that may or may not change the nature of his administration. For those of us who are well-wishers for the government of the South, we hope he had scored this time in appointing the right cabinet. The people of the South have been anxiously and eagerly waiting to see the government go to work for the people and bring the development that has been paid for with the precious blood of sons and daughters of Southern Sudan and their allies.
On a personal level, there is nothing that excite me about the reshuffling of the cabinet that have just taken place due to two reasons: First and foremost, the cabinet has not change at all, the same faces will still be the cabinet with a little bit of change in what they do i.e former minister of health will now become minister for social services.
Second and most probably the main reason of my comment, is the phenomenon of reshuffling itself. The idea is great but it fails to provide solution over the intended agenda. It fail for two reasons: economic and political reasons. Reshuffling creates unnecessary inefficiency in the government because the newly reshuffled ministers must take time to study their ministry before moving foreward with development agenda. The new minister must learn his/her new staff and possibly re-train himself/herself on ministrial projects; all this and many more cost thousands of dollars for the already “out of hand” government spending.
Politically, those who have been dismissed from what I will call “high ministry to low ministry” for lack of better term, will feel marginalized and the end result is impedement of government functions and services to the people who mostly need them.
In conclusion, this new phenomenon in South Sudanese polictics which have been referred to as “reshuffling” is hurting rather delivering utility. In other parts of civilized world, this is not necessary unless the minister is being removed completely due to her or his incompetencies and being replaced with a highly qualified candidate, which in that case is beneficial to the people. why do the government keeps transfering ministers?
Hypothetically speaking, if the health minister was a great candidate and I certainly hope he was, then keep him on the job in order to advance services in that ministry. If he was a failure and I certainly think he was not, then remove him completely and do not let his failures crawl to the next ministry. Again, I do not support reshuffling of the cabinet just for the sake of reshuffling, I support the removal of incompetent candidates and appointment of highly qualified candidates in the cabinet. It is both economically and politically beneficial for the entire country and trust me we all need a politically and economically stable Southern Sudan

What is this. it doesn’t show us anything like democratic because these are from Bar el gazel. does it mean the southern sudan government belong to Bar el gaze lonly? kiir we were thinking that you can do something but your are useless to us,you only empolye stomach political than the great leaders of southern sudan. where is Nhial Deng Nhial if you need to suceed if your governmet don’t you think of anything that can help you. it anfair for you to do that because we all know we are the most corrupt in the world we Bar el gazel,for eg Athur Akuin, Bol Madut, all bar el gazel kitchen ministers.
Please if you want to be like John Garang used your mind and seek advices from your closed friends but not from Bar el gazel. If you lost this leadership then we will also in future please work for us and we will work for you

I think and strongly believe that, now the peace loving people of southern Sudan had deeply recognized an extraordinary work of the president of southern Sudan, his execellency president and comrade Mr Salva Kiir Mayardiit as not only just a suvior but a God choosen mytr to save the lives of the people of Southern Sudan.
Through my entire body,I feel completely very contended and fully satisfied with reshuffling of the ministries, because that is the type of government we have been deadly waiting for, where minsters are picked across the nation.
I heartly want to pray for Mr Kiir that God give him more wisdom and add his nights to continue saving his lovely people.
Again God bless him and entire mass of southern sudan.

South Sudan president reshuffles cabinet ministers
I congratulate Hon. Kiir on his break through of his reshuffling of cabinet and I hope the new appointed ministers would do what was not accomplished by out going ministers. In this regard the former ministers would also continue serving the people of Southern Sudan as they were in their former position, which mean that this burden can be carry by all Southern Sudanese. So the president is right to change from direction to another.
I wish the new ministers would deliver the services as we expect them to do. Otherwise change is healthy and can enable the government to realize people ability which we cannot see if change is not part of us.

This mean that who ever has been more from his or her position will not remain bitter if he or she was doing the right things.
I am Optimistic that our people are not for the power but for the reconstruction of Southern Sudan, so whichever position you can serve the people.

my name is cholok, i was born in sudan and lived there for eight years and when i went to school, it was a muslims school and because i spoke abric, they told me, i had to be muslim, it made me very mad and my parents were mad too. the muslims have ruined our lives and made us move from our country to Egypt and now the USA. what are doing is a good thing but you should have made the people you changed stay because they will still ruin stuff for you like they can go tell the ememny your plans.
