July 11, 2007 — Lou Nuer Student Union is condemning the daily killing and raiding of innocent civilians in Akobo, Nyirol and Uror Counties by armed Murle and Dinka Bor people who were not disarmed by the GOSS during disarmament last year. The suffering of Lou Nuer civilian in hands of armed civilian can not be just describe in term of human and material lost, because the daily raiding is order of the day since October last year in Lou Counties.

We in the Lou Nuer Student Union believe that the State government and South Sudan Government should protect all communities regardless of their ethnic background, but the current administration is doing the opposite by disarming others and arming other. It can be recalled last year hundreds of armed civilian were kill by the order of the current Jonglei State governor in the name of security and development in the State. But the governor fails to create event a single project in Lou areas.

Lou Nuer Student Union has learned that the plans was to depopulated Lou areas and make it insecure so; they can migrate to Duk and Khorfulus counties so during census Dinka can say we are majority. We are urging all Lou in Duk and Khorfulus to go back home to be counted in their respective counties in upcoming census, instead staying over enemy territory where the genocide is hanging over them.

Lou Nuer Student Union is urging the Jonglei State governor Philip Thon Leek to refrain from this double standing toward Lou Community. If the state government is failing to disarm all civilian, we are urging all Lou Nuer youths to rearm- themselves before next dry season so they can protect themselves from these armed communities.

We believe Mr. Kiir should be smart enough not to underestimate the threat post by the armed civilian. If Mr. Kiir fail to disarm Murle and Bor this year, let forget about the CPA because the enemy will exploit the situation and used it to create tribal war. The goal is to create chaos between ethnic groups so population census and referendum will not take place.
