Re: Blatant violation of the Comprehensive Peace Agreement in Sudan
Your Excellencies:
In light of the recent political development in the Sudan in which the SPLM is forced to withdraw its participation in the Government of National Unity, we are forced to write this letter. The SPLM office in Canada condemns the blatant violation of the Comprehensive Peace Agreement (CPA) between the North and the South of Sudan by the ruling National Congress Party (NCP). The NCP has been dragging its feet in the implementation of the agreement since its signing in 2005. The peace agreement was signed to be implemented and not to play hide and seek with or to be renegotiated. In its quest to violate the agreement and to make the country return to war, NCP has violated major peace protocols. The non-compliance with these protocols is a declaration of war in and of themselves:
1. Non-implementation of the Abyei Protocol
2. Lack of transparency in the oil revenue distribution
3. Non-withdrawal of Sudan Armed Forces from Southern Sudan by 9 July 2007
4. Non-demarcation of the North-South Borders to 1 January 1956 lines
5. NCP’s interference with the powers of the First Vice President
I am urging the secretary General of the United Nations to call an immediate meeting of the UN Security Council to accelerate the implementation of the CPA and to monitor it closely. I also call upon the IGAD Executive Secretary to call an emergency meeting to respond to the crisis of the non-implementation of the CPA as well as call upon the former IGAD Partners Forum to rescue the peace process in Sudan. I also call upon the Foreign Minister of Canada to spearhead the evaluation of the implementation of the CPA. You were the guarantees that force President Beshir and the NCP to sign the Comprehensive Peace Agreement with the SPLM. If your focus is somewhere else, President Beshir will use that opportunity to turn the country to war.

Re: Our support for the resolution taken by the SPLM Political Bureau in Juba.
The SPLM Diaspora in Canada condemns in no uncertain terms the violation of the CPA by the National Congress Party (NCP) in Khartoum. The CPA was signed to be implemented and not to re-negotiate. However, since the signing of the agreement, the NCP has been engaged in re-negotiating the CPA. CPA is not a give from National Congress Party. It was a product of civil war that has claimed millions of innocent lives. We SPLM members in Diaspora volunteer to defend the CPA if NCP fails to change their war agenda. We condemn the NCP for violating the following protocols:
Non-implementation of the Abyei Protocol
Non-demarcation of the North-South border as they stood on 1 January 1956
Failure of the NCP to redeploy their armed forces from South to North
Lack of transparency in the oil distribution in the Sudan
NCP’s interference with the powers of the First Vice President, Salva Kiir Mayardit.
SPLM can only return to participate in the Government of National Unity if all these protocols are fully implemented. If President Beshir and his NCP party agree to implement the agreement, then SPLM should from now on assess the progress made in the implementation of the agreement every six months.
We urge the international community to act urgently to rescue Sudan from dipping into civil war once again between the North and the South. Since the signing of the CPA, the international community has relaxed their support to the CPA and that has given room for the ruling NCP to violate the agreement without accountability. When CPA was signed, the international community was mandated to monitor the implementation of the CPA, but now the world has turned a blind eye to this tragedy.
Moreover, we are gravely concerned by the interference of certain Arab Parties in Middle East which are working to destroy the CPA by releasing information which are contrary to the realities as stipulated in the CPA.
The CPA was signed to end the war in Sudan. But NCP seems to believe that the formation of the Government of National Unity with SPLM participation was the implementation of the CPA. But that is only one aspect and all protocols must be implemented in order for southern Sudan and the North to live in peace.
On behalf of the SPLM Diaspora in Canada and Sudanese community, we would like to declare our support for the action taken by the SPLM Interim Political Bureau in ensuring that CPA is implemented in full before the SPLM should rejoin the Government of National Unity in Khartoum. Because SPLM is a champion of peace in Sudan, NCP should not misinterpret that as a weakness on our part. We fought for the CPA and we will ensure that it is implemented to the letter.
