Sudan president orders paramilitary forces mobilization, rejects Abyei report

November 17, 2007 (MEDANI, Sudan) — Sudanese president Omar Hassan Al-Bashir today ordered the mobilization of the paramilitary forces created to fight the former southern rebels.

Addressing a mass rally this morning at the Wad-Medani Stadium (capital of Al-Jazeera State), some 200 miles south of Khartoum, celebrating the 18th anniversary of the Popular Defence Forces (PDF), President al-Bashir ordered to the PDF to open its camps and mobilize troops and get prepared for any eventuality.

“Now we order the PDF, the legitimate son of the people, to open their camps and gather the Mujahideen [Holy warriors] not to wage war but it is obvious that we should be ready.”

The Sudanese president reiterated his commitment to the Comprehensive Peace Agreement (CPA) that ended the war between the North and the South. He reminded the crowd that the last report by the CPA Assessment and Evaluation Commission (AEC) showed that his party respected and implemented better the dispositions of the CPA.

The AEC report referred to by Al-Bashir has not been released last week but sources familiar with the matter told Sudan Tribune it appeared favoring the ruling National Congress Party(NCP) except on the issue of Abyei.

Al-Bashir said that the NCP is committed to the Abyei Protocol only with the border of 1905. He further said the government is not concerned with Abyei Boundaries Commission (ABC) report and that the latter is of no value to them.

“They [ABC writers] should dilute and drink it” Al-Bashir added.

In a rare and implicit threat to his partners in the government, Sudan People Liberation Movement (SPLM), Al-Bashir issued a warning to and said that they should not think that “We are weakened because we signed the peace and there is a war in Darfur.”

The Sudanese leader said that throughout the civil war years they were able to circumvent attempts by local and foreign forces to topple them.

“Our response has been stronger than their missiles and their slyness. As a result we became victorious in the Nuba Mountains, Blue Nile and the stunning victory that shook all the monsters and tyrants in Torit” he added.

Al-Bashir criticized the travel by the SPLM leader and his Vice President Salva Kiir to Washington saying it is better for the southern ex-rebels to work with its partner and find a solution to the pending issues instead of rallying foreign countries to pressurize his government.

“We tell our brothers in the SPLM that America, Britain and Europe are not more interested in peace than us,” he said.

“Is it conceivable that aircraft should carry thousands of children from Darfur and Chad to France without the knowledge of the government, the EU or the UN? All these are lies. They are all accomplices in this conspiracy. They want to bring back slave trade as they transported in the past millions to US and South America” he added, referring to the failed attempt by a French charity’s to fly children out of Chad.

The SPLM signed a peace deal in January 2005 with the government of the National Congress Party in January 2005 ending two decades of civil war in Southern Sudan. The peace deal made the SPLM, the ruling party in the south and the NCP the ruling party in the north.

But last October the SPLM suspended its participation in the national unity government to protest against the ill implementation of the CPA. The SPLM objections focused mainly on the Abyei issue, north-South border and troop redeployment.

Last week the US Administration had proposed, during a visit to Washington, a set of “confidence-building measures” to Salva Kiir, who is also the First Vice President of the republic. Abyei was at the top of these measures. However, the southern Sudan leader rejected the proposal.

The spokesman for the US State department Sean McCormack said last week that based on Kiir’s assessment of the CPA implementation, the new proposals are “no longer relevant, because they’ve [SPLM & NCP] actually moved beyond it”.

    Your evil intentions are now clear and so the SPLM decision to quit your ruthless government is justified. You must learn from history to know one thing that those who are always willing to cause suffering and death will someday look death in the eye.And you will.

    Mobilizing the forces of evil and destruction will not stop us from taking what is rightfully ours. Abyei is a part of South Sudan and no popular defend gangs will take it from us. We will not be intimidated nor shall we be cheated again.

    Hey El-bashir, stop. Do not attempt to deceive those poor people again at this time because, their Jana (heaven) doors are closed at this time. We all know that SPLA is not thinking about taking Sudanese people back to war like you. So, please stop intimidation. War is not somthing new to the SPLA forces. They know how to fight, win the war and bring the peace. SPLM will never give up in their decision untill you respond positively. Also, SPLM will not give any orders or command to the SPLA forces to fight Sudan Army Forces because SPLM is not against the CPA but if you started to do so, SPLA will defence it self. If you choose to implement the CPA, that is what SPLM and the international community including USA and other countries want. You are threatnibg peace and Sudanese people.

    Mr.Bashir You should learn to keep quiet in matters related to provoking civil war in Sudan. Your Mujahideen (Holy warriors) are baseless and unjustifiable in Sudanese people. Please remember that Bright Star Campaign (BSC) which disciplined your so called Mujahideen is still alive. But, Mr. Bashir, be aware otherwise you awake up BSC from CPA sleep.
    We do not want your action of devil.
    Remember that this time around is your turn to die or fly away from Sudan.
    You are not a genuine leader for people of Sudan and so you deserve punishment for this criminal act.
    During the war SPLM/A handed over more than 3564 prisoners of war to your Government but in turn there was no any war prisoner from your NCP/SAF side. This reminds the whole world of your inhuman and diabolic act in the Sudan.
    Mr. Bashir remain where you are but SPLM is still committed to peace deal implementation.

    Dear President Bashir, there is no way you can dishonoured the Abyei protocol of which your Party took part During the CPA endorsement. to me that is clear sign of being arrogant, try to intimidate the SPLM to laylow and follow you step of brutally. sorry for that, this time will never be like yesterday, there fore for you to conquer about at the hand of SPLM and Abyie Community will be at your Zero expectation. southern Sudan will never spared you with your PDF, which you are using to defence what you so call Nation. i don’t see North Sudan being the Nation without South, West and East. you are wasting your word at public rally. go home and keep quite if you are defeat of implementing CPA. rather then fueling tribal wars, which will not gain you anything, but to topple you and ran to Saudia Arabic. shame on you.

    Omer El Beshir threats to the people of southern sudan is not a surprise if you know Omer history in how he came to power,in his first speech he promise to jalaba that he will finished the SPLA or so called rebelion in south of the country but guess how long it took him to believed that gun will never solves the formula so his call for mujadeen is just his old threat.

    Let him and his so called true sons/daughters of south put in mind his victorious he still have in minds will be chances of his disappearance in sudan political parties history if he attempt to wage war against people of the south and marginalised areas.

    We believe in truth and SPLM/A decision to pull out from GoNUs is a right decision and we support you Salva Kiir with your cabinet, let betrayers and their godfathers know that their days are number too.

    Dear fellow SPLM and Marginalized people,you have just heard Al Bashir yesterday threatening war again.This should be a wakeup call to all of us that are thinking the peace has come. We must also get ready for him .I know two facts:
    (1) That Al bashir is serious and we must not think otherwise.
    (2) that if we are ready,what ever he says now will be a lie as he previously did. We all know that Bashir used to say in similar rallies during the war that he would end the SPLM/A the following year and what would happen was that the SPLA would capture more grounds.Al bashir talks about victories in the previous war and one wonders what victories is he really talking about.Did the SPLA liberate almost 90 percent of the south
    ,Nuba Mountains and South Blue nile including the strategic town of kurmuk?
    didn’t the SPLA just withdrew from Hamushkuereb in the eastern Sudan?.What about the more than 2000 of Bahsir’s soldiers that were released by the SPLA?.Mr. Albashir ,you must be reminded that none of those in the leadership of the SPLM/A
    were fighting the war in the presidential palace. You must also know that South Sudan,blue Nile,Abei and Nuba mountains have people and they will moblize and meet your Mujhadeen.You must know that when people are silent it does not mean that they are afraid or not ready for you and you already know that fact Mr.Albashir. Mr Albashir you must also know that you are not that strong as you may think.You use all the country’s wealth to fight the citizens of the Sudan but yet you still lost.Do not try again please because this time you will be the losser big time. Mr.Al bashir if you insist go for it.

    This evil man is about to make another mess. Omer Al-Bashir we and the world have heard how you are staging and beating the drums of war in the broad daylight toward south Sudan. Unfortunately no one is willing to join you. We only need our share of CPA and this mean we need at least 21 years of peace in Sudan before going back to war. By that time you will be crawling on your knees if you are not dead. If you really wanted to fight, then go to other part of Sudan where there is war. I am assuring you that the heroes in Darfur are ready and will give you good and effective dose of military mighty. I am sorry we need no more war in south Sudan, but we will fight whoever wanted to trash our share of CPA in all areas including Abyei.

    Omer mean business and now Southerners are caught in a dillema. Time has for the Sudanese people from Wad Alfa to Nimule to reject Omer manipulation. This could be the last time for Omer hagemony and he will end up in the Hague. Sudanese are tired of war and he must honor the CPA because it is not a simple document. Sudanese should protect the CPA otherwise this could be the mother of wars if allows because the entire Sudan will explode from Southern Sudan, Western Darfur, Eastern Blue Nile, Port Sudan and Wad Alfa and this could the most turbulent and complex situation in Sudan history since 1800s.

    Omer el Beshir should not think he can still manipulate university students for his dream. Time has ripe for the Sudanese people to walk tall and developed their nation be it Northern or Southern Sudan. I would like to tell Omer el Beshir that there is no way CPA could be modified, hence, he should respect the finding of the Abyei Boundary Commission based on January 1st, 1956 and NOT 1905 as he claimed.

    However, the SPLA should start putting it house in order to protect every Sudanese masses from Omer El Beshir egos and this include; reorganizing SPLA all over the Sudan for eventualities to stop Omer el Beshir dirty tricts. Lately, majority of Southerners are complaining of certain tribe dominance among the SPLA which is very bad precedence incase Omer mean real business. Comrade Kiir should also immediately release Comrade Obuto Mete Mamur, the SPLA war machine and war pact archolite. I would suggest that all Sudanese should not accept Omer El Beshir propanda because he want to divert problem which he is facing in Darfur.

    It was manifested by many South and Northern Sudanese alike that there was going to be another war since the inception of the GoNU because of the luck of trust and faithfullness of CPA implementation by National Congress party!.
    However, nobody knew when was it going to resume. But it is evident now that we aren’t far away from resorting to square one once more …

    Barren, he has no children to die in the war and so he wants to bring abducted children from Darfur and send them to war.He knows very well that he cannot survive if democratic elections are held.So war is the only option for political survival. Alas, it is too late for you, Sir,and the consequences of declaring war on the innocent people of South Sudan this time around are going to be very grave indeed. We will fight until the last inch of South Sudan land is liberated.And if you are lucky, you will spend the rest of your life in the ICC jail for war crimes.

We are behind the CPA as the citizen of South Sudan following deciving information on the media that you are commited to peace but that was arab policy to blind fool Southernrers as it happen during Adis Ababa agreement which was dishonoured the same way.
    president Salva Kiir MAyardit is in dependent in GOSS as the president without you becuse the have thier own Goverment with all the Government system fully operating. Your position had been know due to withdrawal of South Sudan Cabinate from Government of National Unity 11TH/OCT/2007 .Thearting Southerners with War is not A solution for Arab to Unite with southerners but implementation CPA can resolve the out standing issues for Suadn to stay in harmony and peace. But threating should be the final separation of South and North, not even to show us your powers during the war.SPLM Is not strong as you think but a man who sleep in the bush can not bother himself of war.

    I was not suprised by alBashir statement because the SPLA/M lost everything in the beginning: first the federal goverment should supposed to composing of ministers that have equal to both parties the SPLM and NCP.
    intead of that they took all the powers of federal Gov’t the ministery of energy, the ministery of finance, ministry of interior and the ministery of Defence. so what left there is a vaccumm for the SPLM to be in the federal administration. and all these position are the powers of GoNU.
    CPA was collapse in the beginning of the federal administration set up if some of us are aware of it.

    The statement released By sudan-Omer el bashier that: the NCP is committed to the Abyei Protocol only with the border of 1905. to tell the Truth,1905 was not a geopraphical border but a merely Administrative border.

    since Bhar-el-ghazal head quarters ” Wau ” was little more away from Abyiei then people come up with issue that Abyiei will be annexed to Kordofan. so that they will summit ther taxes to the near by northern sudan [ kordofan]it was not abig deal if citizens of Abyiei decided at any
    zero hours to go back to bahr-el-ghazal no body will prevent them.

    from this junture, let inform Bashier and international community that Abyiei by Geopraphical term and race is not part of the north.

    Dear South Sudanese

    I am not with what Mr President Omer El Bashier said when he was addressing El Dipa El Shabi in Wed Madeni but shall I express my disapproval by insulting or swearing at him just like a small kid? Of course no! Why? Because doing that will not let him think critically about my argument given to his statement! and thus will only make me look simple or cheap in his eyes!

    Above all these, I am deeply concerned by annoyance as well as the emotional overreaction and despicable responses were being exhibited or displayed on this web site by some of the SPLM supporters because of the statement made by the Sudanese President Omer El Bashier in Wad Madeni this week! My advice to those who seem to be passionate of the current crisis between SPLM party and NCP is that one can still put his/her messages across even if she/he is not swearing at somebody (in this case Mr President El Bashier) as reactions of some although they don’t necessarily reflect the genuine behaviour of all south Sudanese are still disgraceful enough to the vast majority of us including GoSS and SPLM!

    Although you are not acting on behalf of anyone including SPLA/M that you are claiming to support, your naïve and reckless behaviour reflected by the manner you are addressing those issues raised by President El –Bashier can dangerously be deleterious to the relationship between your party (SPLM) and its partner or counterpart the NCP than you can imagine!

    Moreover, I would like to advice you to try to behave like politicians although some of you are too far from politics because words like Jalalaba are too ugly and inflammatory to those Jalaba who are either neutral or who are members of your of SPLM and thus occupying major or key positions in the government of national unity (GoNU)I mean those of Dr Monsour Kalid, Mr Yasir Harman, among others of the people with northern origins! I don’t know what comes to your minds when you speak those divisive or disruptive words! Is it from ignorance or madness angle or simply from naivety? your words can indirectly rally all the Northerners behind the NCP even though they don’t normally like NCP in the actual fact!

    lastly but not the least, as I am neither a supporter of your SPLM party nor that of NCP, my advice ONLY focusing on the fact that politic is a personal issue as some of you are trying to make it look like!

    Thus, please try tirelessly to avoid using some words that can adversely affect the legitimacy and integrity of moral conduct of southern Sudanese in front of the whole world including Sudanese people! I believe it is the duty of your party leaders to teach you how to behave ethically! unfortunately, they themselves need people to counsel them!

    Confusion of religion and politics, a blind power with shortsighted ideas!

    It is better for people like omar beshir to know what is the different between ” Jus Ad Bellum and Jus In Jello” The world is watching, and it is very good this time that omar himself made this comments openly. Opening up camps and train militias to fight Southerners will not be a solution to the problems!

    omar behir is a dictator who doesn’t know what is humanity and the right of other! arabs government in khartuom had been looting resources in the South since the independent day from British! Keeping on with looting of resources will not prevent omar and his colleagues to stand trial in the Hague!

    This war omar is waging will be considered as a neglingence war and will be treated as “just a war”. All the wars arabs have fought in the South for last decade have no justication! South Sudan have a right to govern itself, form international relations with other nations without a pressure from whoever who elected himself and called himself president of the republic of the Sudanese!

    People like me are not interested in politics without better roots “theories”. People like omar beshir can’t govern the country proper without good advise from professionals! It doesn’t mean that if you finished your degree in Malaysia, then you become a president! Leadership is not sometime simple!

    omar should have to put it in mind, he will be trial for “war crime and crime against humanity” this time! Millions of South Sudanese have be killed by omar administration and he is still insisting to declare another unjust war against South Sudan!

    As we all know “roaring lion can’t kill” it will be up to South Sudan government to be prepared as omar mentioned it in his speech that he doesn’t want war but will open training camps and be ready when anything struck!

    It is GOSS responsibility to stop any reckless spend, and use money wisely to defend our land from “serpents”.

    To wrap it up ” if you want peace prepare for war”. War is always a last resort to be used to solve the problem but is not the main tool for success!

    Grave warning to Arabs ,the the third war in sudan will not be like one of before it wil reach up to Khartoum which may lead killing of your children, grandmother and grandfathers and your women which where not been killed in those wars and this will be time to retaliate our grandmother killed by you Arabs . thank you mr Bashir for your barbaric decision you made by istructing your idiot forces so this time you are not going to be wounded but your to be shot died. if you are not stupit president you would have not make that decision of six months child old meanwhile leaving behind the ICC charges against you for the genocide aginst humanity in Darfur.

    Mr Bashir ofArabs iwanted to tell you that this world is not belong to one person and is not ours , our grandfather stayed and the were gone yet we shall also be going, so please don’t assumed to be the owner of sudan.
