North Sudanese army warns against breach of recent deal on Abyei

May 18, 2008 (KHARTOUM) — The Sudan Armed Forces (SAF) warned the Sudan People’s Liberation Army (SPLA) against the non-implementation of an agreement signed this week in Abyei stipulating the withdrawal of SPLA south to the river.

SPLA_soldiers_gather.jpgIn a statement issued today the northern Sudanese army accused the SPLM representative in Abyei of saying he would not implement a deal reached this week where it is agreed to redeploy SPLA force from Abyei.

UN Secretary-General’s Special Representative in Sudan, Ashraf Qazi, last Thursday welcomed a UNMIS sponsored agreement on halting clashes in Abyei. He urged the parties to implement an immediate ceasefire and the removal of other armed groups from Abyei, which lies on the border between northern and southern Sudan.

“The armed forces will not stand idle over this deteriorating situation and that it will come out with a decisive action if Edward Lino and those who supporting him will not heed to the recent decisions of Abyei meeting.” SAF statement said.

According to the signed deal the SPLA troops should be pulled out to their previous position south of the river, while the SAF troops have to remain confined to their barracks inside Abyei and they should not be deployed outside the camps of the infantry Brigade 31.

The join integrated units should take over and secure all the points north of Abyei, the accord provided.

The oil-rich area of Abyei, which is near the border between north and south Sudan, has been one of the main stumbling blocks to the implementation of the Comprehensive Peace Agreement (CPA).

In accordance with the CPA, a SAF-SPLA battalion has to be formed in the town of Abyei assigned to protect the area. But the SPLA redeployed 3000 force withdrawn from the Eastern Sudan in Akec and Majock around Abyei, this move pushed SAF to maintain the Infantry Brigade 31 in the area.

Administratively, the area is considered as part of south Kordofan State, the SAF statement. It also stated that till the demarcation of north south border the SPLA has not to deploy as police forces, only the south Kordofan police has the authority in the disputed area.

Although, the northern Sudan army blamed Edward Lino for deploying the SPLA police in the area, “a matter that caused the recent events” it said. The SAF also said that Lino deployed an infantry battalion of the SPLA for his security.

Further the SAF denied SPLM representative accusations that it has shelled Abyei town for six hours and burnt its market. In addition it accused the SPLA of besieging the infantry brigade located in the centre town near the market, saying it is the SPLA which attacked the town.

SAF also warned of the SPLA military build-up in the area saying it withdrawn its troops for the JIU’s. Further the statement added that the SPLM is now strengthening its forces in the
area of the bridge and south of the river with heavy weapons and tanks.

The armed forces say SPLA has moved, all the southern tribal groups southwards in the direction of Bahar al Arab.

The Abyei protocol is part of the Naivasha agreement that ended two decades of the civil war between the North and the South.

Under the protocol a commission known as the Abyei Boundaries Commission (ABC) was to “define and demarcate the area of the nine Ngok Dinka Chiefdoms transferred to Kordofan in 1905, referred to herein as Abyei Area”.

However the president Omar Hassan Al-Bashir said that the NCP is committed to the Abyei Protocol only with the border of 1905. He further said the government is not concerned with the ABC report and that the latter is of no value to them.

The SPLM chairman Salva Kiir on his end insisted that the Abyei Protocol is binding to the NCP.

    Oh God! I wonder even more when I look at this mess on the internet. I am really afraid how Mr. Kiir could respond to SAF warming? could he really tergiversate his notion of helping northern regime with mens’ power support again?

    Yes, jalaba is killing our people in Abyei again and burned down all our huts more again!People are homeless and hopeless somemore again!Oh God make us stand firmly in fighting enemies here in our Land Abyei! we will never fall back and never turn back in the fight.
    Abyei sons and daughters should all come back home and fight enemies strongly and die in need on the soil.

    Yes! I have not seen reasons on Abiei to be claimed by the North administration as part of the north with accordant to the 1905 border democartion. Therefor, if we deal with that border democation that mean that Sudan has not gained independent till this time.

    In 1905 there was no government, Sudan was under colonial powers. I don’t really understand what Bashir says. Is he still thinking that Sudan is in old days or what to claim rice land of Abiei? Are you looking after people or Land? If people, There are no people without land.if land there is no land without people.
    Bashir, the paper that you say is of no value will be of value for only two conditions.

    1.Dinkas are not part of the north. Therefore, if you claim Dinka Ngok to be part of the north. Claim Dinka Bor And Dinka Barh-el ghaze because they are brothers. Otherwise, your statement of valueless will become valueable if this condition is not fulfilled.

    2.Tell Sudanese that Sudan has not got independent in 1956 from our coloniel masters, Such that we remove 1956 from African countries independency list and tell Africa that Sudan was not colonied like two Africa countries (Ethiopia and Liberia). If not possible please don’t waste time in Abiei protocol is very cleared that Abiei to the South Sudan. You annext to north when you power 1989 through coup.

    Back to the SPLA, I am by blood and birth sudan citizen and at the same time I support your decissions, Why are you scares and be warned by nonsences?
    If it means millitary build up to make wall in the border using altlaries please make it.We shall not and never give brothers to unknown persons. Keep up building your millitary baracks till no more trees or leaving things are not more seen from the other side of the north and tourch heaven as well if possible. We are tied of Bashir with NIF brutal government of telling statement that are of no sense to citizens. He will not be everything. He will even one time going to claim traders money in Sudan because he is greedy indeed.

    Dear GOSS president, Vice president, Ministers and SPLM/A top ranking officals don’t change your minds from Abiei Border democation of 1956 what ever the case may be.
    If it means war, no one will run for both sides will shade blood and we are ready.

    This is not true, and the NCP must send their boys back and leave our Abyei alone. we must act according to the ongoing assult commited by the NCP govt at all time.
    what ever the ARABS say is not that we the GOSS are not obligate to persaude them but we follow their foot step to the failure of implemenatation of the CPA prominent doument of the NORTH SOUTH agreemnet.

    HE.first vise president of Sudan and president of South Sudan you are now watching and listening to the wards speaken by Beshir warning SPLA/M representative in Abyei of saying he would not implement a deal reached this week where it is agreed to redeploy SPLA force from Abyei. then what exactly is your position as a president of South sudan do you not have decisions or presidental degrees in South then the (NIF)please take care am sure your tracking to HELL i wish a hero Dr.De-Mabior shouldn’t dead. if you don’t know how to leddership is better leave to wise men like malik Agar, Isaac Obuto Mamur,Pagan Amom and other strongest ledders in SPLA/M.
