Sudan seeks to gain ACP’s support against ICC indictment

September 27, 2008 (KHARTOUM) — Sudan will urge the African, Caribbean and Pacific Group of States (ACP Group) to issue a resolution supporting the suspension of the International Criminal Court jurisdiction on Darfur crimes.

The Sudanese President Omer Hassan Al-Bashir will lead a high level delegation to Accra where the Summit is scheduled to take-place in the Ghanaian capital Accra from September 30 to October 3rd, 2008.

Al-Bashir, the outgoing chairman of the 79 state members group is expected to drum up support for the deferral of the ICC prosecution and investigation after his indictment by the Chief Prosecutor last July, Nagib Al-Khair Sudanese Ambassador to the EU told the official SUNA on Saturday.

Al-Khair said the Sudanese president would make this request during a speech to the summit he also said Al-Bashir would meet with officials of the EU presidency, France, and the EU commission.

On July 25, the ACP had issued a statement in which the 79 state members slammed the ICC move calling it a threat to regional peace and stability.

In mid-July the ICC prosecutor Luis Moreno-Ocampo announced that he is seeking an arrest warrant for Al-Bashir.

The ICC’s prosecutor Luis Moreno-Ocampo filed 10 charges: three counts of genocide, five of crimes against humanity and two of murder. It was only last week that judges have started reviewing the case in a process that could possibly drag on to next year.

Sudan and a number of regional organizations including the African Union (AU), Arab League, Non-Aligned Movement (NAM) and Organization of Islamic Conference (OIC) condemned Ocampo’s request and called on the UN Security Council (UNSC) resolution deferring Al-Bashir’s indictment.

However, the Security Council declined a request filed by Libya and South Africa on July 31, invoked the article 16 of Rome Statue to defer the jurisdiction of the world criminal court for one year.

Sudan’s Vice-President Ali Osman Taha told the U.N. Assembly General on Thursday that the no peace could be reached if the international community didn’t stop the application of arrest warrant filed by the ICC prosecutor to the pre-trial chamber.

During a Turkey-African summit last August Al-Bashir warned African leaders that they should support him against the ICC charges because this plot orchestrated by colonial powers will “hit undoubtedly the African and other third world countries only,” He said.

A Ghanaian official said this week that his country, a state party to the Rome Statute, would not detain the Sudanese President even if the ICC issues an arrest warrant against him.

Sudan has not ratified the Rome Statute, but the UNSC triggered the provisions under the Statute that enables it to refer situations in non-State parties to the world court if it deems that it is a threat to international peace and security.

    the strong leader is always resist every noncent allegation, be brave don,t allow any foregner to come and makes noise to your nation. who is Occampo even to see the wrong doing in our country, while it,s known to every nation in the world that no system which has already been set to be detorate by other, that detoration should be consider as rebellion against the central government,those rebell of darfur they are responsible for the death of their people because they are aginst government and hide themselves in the civilean area.
