UN envoy invites Sudanese army and RSF to indirect talks in Geneva
July 4, 2024 (NEW YORK)—The UN Secretary-General’s personal envoy, Ramtane Lamamra, has invited the Sudanese army and the Rapid Support Forces (RSF) to participate in indirect talks aimed at addressing the humanitarian crisis and protecting civilians in Sudan.
The invitation follows Security Council Resolution 2736 (2024), adopted on June 13th, which called for further recommendations on civilian protection and encouraged the coordinated engagement of Mr. Lamamra with regional actors to advance peace in Sudan.
In letters dated June 26 seen by Sudan Tribune, Mr. Lamamra invited the Chairman of the Sovereign Council and Commander-in-Chief of the Sudanese army, as well as the RSF commander, to discuss measures to ensure the distribution of humanitarian aid and protect civilians across Sudan.
“The aim of these discussions will be to identify avenues for (the) advancement of the identified humanitarian and protection of civilian measures through possible local ceasefires, as required by the Security Council,” he emphasised.
The senior-level delegations are set to convene in Geneva, Switzerland, starting July 10th, 2024, for discussions in a “proximity format” facilitated by the United Nations.
“Confirmation of attendance and delegation composition is requested by July 2nd, 2024,” the letter added.
In February 2024, Martin Griffiths, the UN undersecretary for humanitarian affairs told reporters that the two commanders of the warring parties in Sudan assured him that they would attend a meeting in Switzerland to discuss humanitarian issues and civilians’ protection.
The invitation comes amidst continued conflict and a recent rejection by the Sudanese army of a ceasefire offer in El Fasher. The army commander, General al-Burhan, has stated that negotiations with the RSF will only be considered once they vacate civilian homes and properties.
Lieutenant General Yasir al-Atta, Assistant Commander-in-Chief of the Army, has outlined four conditions for negotiation, including the surrender of RSF forces, their relocation to designated camps, and the evacuation of seized buildings.
