France denies agreeing to Chinese proposal on Darfur war crimes

October 28, 2008 (PARIS) – The French government today denied reports that it has given its approval to a Chinese proposal to resolve the crisis between Sudan and the International Criminal Court (ICC).

Yesterday Sudanese media quoted Sudanese official sources as saying that Beijing suggested national proceedings for Darfur suspects under Arab and African supervision.

The officials said that China’s special envoy to Africa Liu Guijin who is visiting Khartoum told them that London and Paris signaled their approval of the plan.

But a French official dismissed the report saying that it is up to the ICC to determine the way forward on Darfur war crimes trials.

“We told a Sudanese delegation that visited two weeks ago that we will not play a negotiating role on the matter and we will not mediate” Eric Chevallier spokesperson of the French foreign ministry told reporters.

Chevallier said that they have persistently called on Sudan to respect the jurisdiction of the ICC and execute two pending arrest warrant for Ahmed Haroun, state minister for humanitarian affairs, and militia commander Ali Mohamed Ali Abdel-Rahman, also know as Ali Kushayb.

France has appeared to be the most lenient member on the UN Security Council (UNSC) on the issue of deferring the indictment of Sudan president Omer Hassan Al-Bashir who faces a possible arrest warrant for genocide, crimes against humanity and war crimes.

African Union, Arab League, Non-Aligned Movement (NAM) and Organization of Islamic Conference (OIC) called for invoking Article 16 which allows the UNSC to suspend the ICC prosecutions in any case for a period of 12 months that can be renewed indefinitely.

But the UNSC has been divided on the issue particularly the Western countries on the council hesitant to support such a move.

The French government however said that they may consider a deferral if Sudan takes certain steps in improving security in Darfur and relations with Chad.

Sudan has not ratified the Rome Statute, but the UNSC triggered the provisions under the Statute that enables it to refer situations in non-State parties to the world court if it deems that it is a threat to international peace and security.

    Great Frence i appreciate this effort, this business must be for ICC and their monster, those chinese idiots who are fueling the genocide in Sudan so that they keep looting the oil from South and Durfur will find their own source. Criminal bashir was last time dancing with joy from Fence to veto his indication what a shame, does he think even without the resource which he offered to China, does china even cares about his indication, to refresh his mind let him understand that those chinese are just customers for him in their fake relation of looting South and Durfur resource, but without Durfur or South none of chinese would have utter any thing. Keep your eyes away from Kenyan weapons don’t panic early, just wait for your ears to be smashed when Ocampo arrives.

    Once i heard someone saying that, if those weapons are for GOss they must be approved by monks, the group of “Notorous Crimianl Party” NCP in north, actually i just go ha ha makes me to laugh when anything from Goss has to be approve by terrorists. If so then,where is the self determination of Southerner within the 6 years ???? bashir wil suffer like a chicken been approved by the whole family to be slaugter for a visitor, otherwise i recommand that he better take some drugs so that he will not procedd to feel the Ocampo’s rope on his neck so tghtttttttttt.

    we as darfurians, Albashir must Go to ICC cort , chinese must stop suporting Albashir by guns , plains , and killing technical suport
    china must stop obestrecting the justics. without justics no any solution for Darfur criss which caused by Albashir and his Dogs. means NCP guys
