Lakes state lawmakers back to square one

November 4, 2008 (RUMBEK) — The members of the Lakes state legislative assembly on Monday again failed to come to terms with each other on the appointment of chairmen to the specialized assembly committees, which were about to be set up in accordance with a presidential order dated from October.

Southern Sudan President Salva Kiir Mayardit last visited Rumbek on October 6 to reinstate Speaker Isaiah Alier Machinkok and his deputy Marik Nanga Marik to their positions in the Lakes state parliament after an impeachment carried out against them on September 24 by a coalition of executive officials and some legislators.

President Kiir described the impeachment procedure as “incorrect” and dissolved all assembly specialized committees. He ordered new committees to be set up and ordered eight committee chairs to be allotted to SPLM members according to county representation within the SPLM caucus, while three chairs must be allotted to other political parties.

The assembly business committees are thus going to be voted again according to Lakes states’ eight counties represented in parliament. The other political parties are guaranteed positions in accordance with the interim constitution established by the Comprehensive Peace Agreement (CPA) of 2005.

Monday afternoon Speaker Isaiah Alier Machinkok asked the honorable members to submit nominations for the specialized chairpersons, according to county representation. Each county has four SPLM members in the state assembly.

In this exercise, the speaker was asking that all eight county delegations decide to nominate one person to lead the one chair given to their respective county—but SPLM Caucus Chairman Gordon Maper Manyiel opposed the speaker, saying that all specialized committee chairs must be elected through the SPLM office in Lakes state, and appointed by county.

Maper said, “it is up to electoral committee to decide the nominations, and not the speaker.”

As recently as the last month of August, before the assembly was dissolved by President Kiir, nine of eleven chairs of the assembly committees were held by SPLM members, as well as the positions for speaker, deputy speaker and leader of government business.

During the debate this week, Machinkok criticized Maper’s decision, saying that this is your own thinking and it is not a way forward to democracy in New Sudan; we need each county to elect their own man of choice instead of dictating their rights.

A groups of MPs immediately started an uproar when Maper’s decision was ignored by the speaker, and began shouting him down. Machinkok as well as the majority of MPs who are his supporters, exited the August House.

The sitting session was so disturbed that speaker Machinkok decided to adjourn. Even so, the Lakes state authority deployed a squad of riot policemen into the assembly premises, restricting the honorable members’ movement within assembly.

The minister of local government and law enforcement agency, Awan Guol Riak, did not respond to inquiries about the events in the assembly, but an SPLM official issued a statement on Tuesday that there will be a SPLM caucus meeting that will again address the upset situation.

“We will be sitting anywhere in our houses or under the trees if Lakes state assembly is closed down officially,” said Maper.

    Those arrogants might have gone with huge amonut of pouds, bringing them back is just like bringing corruption back, why did kiir remove the Juba commissioner who was doing a right job for keeping our identity and leaving his dinka to keep looting more while doing nothing, this lack of self management will one day get your neck into a big fire. If the killing is happening in dinka land by then kiir will respond quickly and always having active ear like angola rabbit, but when it is in Greater Equatoria, he will pretend like a lion witing for some animals to kill. I warn that this spirit must not be tolerated until tomorrow otherwise i heard of Kokora which is an Equatorian word for self determination, and if the Equatorians are to take this option, definitely the dinka will suffer with this CPA of them, be wise and genuine before we approach our safety from current devastaion by those uncivialised dinka. Eventaully I think some people might have gone mad with cultural practice, like once i heard that a boy of 12 years has gona crazy for being cut on the face as cultural identity, which is a very moron practice in 21 century and modern World in particular. This practice make some people looks like toys not a real creatures. Be wise don’t pull yourselves back with such plan, a corruptor must be removed in power for good and no one cares who you are where you come from. You better call for help from the civialised Equatorians to give you a wise move.

Ladies & gentlement let me bring into your attantion that lake state is still accessing an evil option of ruling mentelate while people have swift to mordern admistration ruling system called democrocy! it’s useless for an MP’s to pull themselves and have no ideas to reach to the solution which means your are there only to warm the chair’s by saying for my mauth & family not for Nation.How can communities have an interest in you meanwhile you are not doing right thing for them.

    Dear Mr president please can you get peaceful solution for that such issue or can you allow me to connect those people to mordern Bitsat connection than using old fashions of connection???????????????????????
