UN official urges opening of civic, political space in South Sudan
November 27, 2024 (JUBA) – The head of the UN mission in South Sudan, Nicholas Haysom has urged state Governors to take concrete action to create an open civic and political space so that people can freely participate in preparations for the country’s first democratic elections.
Speaking at the annual Governors’ Forum in Juba, Haysom appealed to the state leaders to prioritize delivering basic services to their people within an effective and accountable public financial management system.
The country was due to hold elections next month, but it was postponed until December 2026.
The Special Representative of the Secretary General also called for urgent action in the deployment of the Necessary Unified Forces as a critical step in advancing the peace process.
“The deployment of the Necessary Unified Forces is not just a military exercise; it is a cornerstone of peace and stability,” noted Haysom, adding “It is essential that all stakeholders, especially governors, work together to ensure that this initiative progresses without delay.”
According to Haysom, the extension of the transitional period be accompanied by a clear and actionable work plan for the next phase of implementation, stressing that slow progress in the implementation of the peace deal prompted the extension of the transitional period by two years.
He expressed concern that unresolved conflicts, climate change and regional instability due to the conflict in Sudan, could continue to destabilize the country unless these issues are addressed.
Haysom lauded the government and state governors or taking steps to address the root causes of conflict.
“Governors play a pivotal role in creating an environment where these crucial conversations can take place,” Haysom explained.
“Their leadership in issuing decrees to support more open civic and political spaces is commendable. The international community is eager to work with you as you fulfill these commitments,” he added.
The top UN official urged the leadership in South Sudan to tackle the root causes of conflict at the local level, focusing on delivering basic services and strengthening governance systems.
This will provide a solid foundation for peacebuilding and resilience in the country, he stressed.
The world body, Haysom said, remains committed towards supporting the South Sudanese government and governors in their efforts to achieve peace and reconciliation.
“We all share the same goal: a united, prosperous, and democratic South Sudan,” he stated.
The Governors’ Forum is being held under the theme “Forging Sustainable Peace: Committed Action in the Extended R-ARCSS Transition”.
