February 28, 2009 (JUBA) — The Vice President of the semi-autonomous Government of Southern Sudan, Dr. Riek Machar Teny, described the execution to arrest Major General Gabriel Tang Ginye as a “complicated matter.”
Government of Southern Sudan’s President, Salva Kiir Mayardit, who also serves as First Vice President of Sudan, issued an order to arrest the General who resides in Khartoum since that year.
Tang surprisingly re-appeared in Malakal on Monday, resulting to another deadly clash the following day which left 57 people dead.
Speaking to journalists on Saturday in Juba, Machar explained that General Tang, who is said to be an officer in the Sudan Armed Forces would only be arrested by the very command of the Sudan Armed Forces, not by anybody else.
“There is no body that would arrest a Major General in the Sudan Armed Forces (SAF), except the command of SAF, of which I don’t belong to,” he responded to a question posed on the next move on the fate of the General.
Machar said he thought the matter was going to be discussed to its conclusion during the recent meeting of the Presidency in Juba which involved the President of the Republic and his two deputies.
“I had hoped that in the last meeting of the Presidency here in Juba the three big people would have discussed it. Unfortunately there was no conclusive discussion over the matter,” he explained.
He said some other avenues would be initiated to tackle the matter. “So, I am hoping that I may initiate a discussion of how do we handle the matter… I am going to try on my best, if it can be discussed, can we find a solution?” he inquired.
The Malakal incidence fitted the two JIU’s forces of SPLA and SAF, despite being a supposedly example of a future integrated national army for the country should the South vote to confirm unity in 2011 referendum.
Machar said there was need to handle the situation if the JIU force (SAF & SPLA) could fight themselves. “If they (JIUs) fought themselves and because of one incidence, I think the state needs to talk about how to handle the situation,” he said.
GOSS Vice-President left Juba for Khartoum through Malakal on Saturday where he would briefly stay in Malakal town before proceeding to Khartoum on same day. He will receive final reports on implementation of security measures taken in the last few days’ security meetings in the Upper Nile state’s capital.
Among the measures taken, he said, included the process of reformulating the forces that fought each other in the town and putting arms into the stores.
While in Khartoum he said he might also brief President Omer Al-Bashir on the measures taken in the Malakal incidence.
Machar added that he would also resume the pending discussions on implementation of the CPA’s outstanding bills on a number of laws in the Joint Political Executive Committee meeting with the National Congress Party in the national capital.

Teach those illiterates how the system works. It looks like they have just concentrated on stealing our oil money and careless about studying the system in Sudan or the in the whole world. Issuing emotional order of arrest without studying its complications is tantamount to incompetence and ignorance on the part of Salva Kiir. Since General Tang Ginye is a Major General in the SAF of Bashir, it is the Commander-in-Chief of SAF or its highest command including the Chief of Staff to arrest General Tang Ginye.
Salva Kiir would have asked himself a simple question: Would he have accepted Al-Bashir’s order to arrest Major General Isaac Obote Mamur last year? No, it was Salva Kiir who oredered for the arrest of Obote Mamur because he is the Commander-in-Chief of SPLA of which Gen. Mamur belongs to. So, ordering to arrest a General from a different army would never work or be accepted by the SAF, and that was why they defied the order in Malakal and fought against those who attempted it. Please, please, those guys near Salva Kiir, can you teach him how systems work!!!
He never wanted to talk seriously to his boss, Bashir to handover Tang Ginye to him since his defunct order to arrest since 2006. The only way the SPLA can get Gen. Tang Ginye is to capture him in action, and this needs the SPLA to prepare for more war than just capturing him because the fighting might spread between SAF and SPLA throughout the country. But the coward JIU SPLA tried to capture Tang Ginye in action, but failed in Malakal which resulted to killing of 57 people. So, the SPLA has no any better option than to use legal means in Khartoum and IGAD countries to put pressure on Bashir to handover the General.
The JIU SPLA has also proved to be a coward force dominated by one tribe. In 2005, late John Garang rushed his Dinka tribesmen, especially Bor to JIU thinking that is was going to be a money-making that would stay peacefully in towns like the police. Now that the towns have turned out ugly, these guys are so frightened and you could see from how they poorly handle the Malakal incidence. They were about to be massacred all by Tang Ginye, not only the 15 of them killed and 40 wounded, if the mother SPLA unit was not brought to the front line by General Peter Gatdet Yak, who rescued the fleeing SPLA JIUs.
Hey, Mr. James Gatdet Dak, the reporter there in Juba, please can you ask, if possible, Salva Kiir Mayardit, why he did not conclusively discussed with Omer Al-Bashir to handover Tang Ginye in Juba as said by the Vice President. He should not just talk to talk, but walk to walk!!!

Your right Getwach, i really beleive that Riek would be a right man to teach those arrogants who claim to be in charge of South. There is one words which says” big for nothing” and this is what the leaders in South are doing, having empty big head without knowledge but pretending to be in charge even going further into race with a wise man. Kiir is kiir and he remains Kiir, how much we believe in him South will never improve or achieve it’s vision. He always judge the things like a child without thinking or analysis. But this will get his neck on fire one day. The whole community of junglese (dinkas) who are proud of this savage man will end up like a car been driven into a bomb. Believe me or not soon you will see the consquences here in South, Just wait.

What a statesman! Mr. Vice President. You are a pillar of peace and hope. It seems like everything you touch, turns into gold. Conflict resoultion and diplomacy are the characters of a true leader. You Dr. Riek M. Teny have proven that you are a great leader. Regardless of what the Janje say;- Histroy will one day put your name on the same page with other great world thinkers and philosophers, who worked for peace and harmony around the universe. My innermost dream is that you continue “to do the best you can” to bring peace to every part of south Sudan. That includes WESTERN EQUATORIA where ordinary folks (people) are left to fight the LRA with only arrows and bows. Lastly sir, i want you to know that you have my vote if you decide to run for president one day. And i hope you do, as those in power at the moment (excluding you) have no desire whatsoever to bring peace and stability to the whole south Sudan, because a strong stable government which is accountable and transparent would mean “the end to the Janjelese eating extravaganza”. In other words southern Sudan needs leaders like you, Mr. Vice President, (Dr. R.M.Teny) to step up in leadership inorder to save us from this dilemma. We the people (please exclude all Janje thieves and their unrespective families) of southern Sudan have suffered long enough from bad governance and negligence.

It seem you stooges are all lost. You are trying to develop enemity between the leaders. Infact the the arrest of Tang Ginye could have been plant, so that it should not had led such lost of lives. Now, who will be responsible to compensate those lives is it SAF or SPLA? In such cases a leader need to think twice before he could take a per mature decision.

Wow…based on my careful observation of Dinka comments on this web, I have come to realize that the tribe called Dinka is just full of greed thieves who are fools and can bring their downfall on themselves as many other tribes in the South used to say. Again, I have observed what the Bor Dinka use to say that Dinka Bahre el Ghazal are just a “foolish majority.” Most of the Dinka commentators on this website are from the minority Bor who feel orphaned by the death of their clan chief, late John Garang. They don’t wish the South well because they ran to other countries as refugees and could bark and conspire from a distance against the government of South Sudan and its leadership. They also dislike Salva Kiir because of the quarrel between Kiir and Garang in 2004 which was resolved through the mediation of Dr. Riek Machar. Some of them even accuse Salva Kiir for having a hand in the death of John Garang. Now they want to create havoc between the Nuer and Dinka so that Salva Kiir’s leadership is destroyed and those of Bahr el Ghazal can get into the same situation of Bor Dinka. But being a foolish majority, Dinka of Bahr el Ghazal will never understand this conspiracy. Again, the Dinka are generally foolish because if the leadership of Savage Kiir is destroyed and Dinka in general lose power, what would the Bor Dinka gain? Look, the Dinka are the thieves (call it corruption), they occupy many positions in the government, yet they are the ones who promote and preach tribalism which can bring them down from power if others want to set their asses on fire!!! Other tribes are just watching the foolish Dinka messing up with no development, outbreak of theft, stealing of oil money, land grabbing in Equatoria, too much incompetence and lack of good governance, lack of political direction, tribalism, nepotism, clanism and now going to the extent of preaching and promoting tribalism that can make them lose power. Well, well, well, let us see how much these conspiracies will take us. Blame yourselves tomorrow, my greedy cousins!!!

Dr.Riek is playing a game of a balatant act of trepass again.
There is something fishy in the manner he handled Tang Ginye case in Malakal incidence and this has prove to be slap in the face of Southenrers.Riek is a vice President of the Government who had declared Tang a most wanted by the Governemnt of South Sudan and instead of Dr.Riek ordering his SPLA Soldiers to either killed or bring Ginye alive he further pursuaded him to leave for Khartoum leaving behind 57 dead lying on the streets of Malakal and injuring scores of others.
and claimed that ” no one else could capture Tang accept SAF” what has become of the powerful SPLA who were willing to scarifice more lives to put an end to tang’s terror on our people in Malakal. This shows that Riek is dancing to his old ways of militiaism and warlordship which cann’t be allow this time around.
Riek is just in the GoSS for money and not good heart for his people as vice president he always look on occupying South Sudan top seat without clear vision. but Southerners are very wise enough to pull back from such leaders who engage in old manuevering of power hungry and tribal wars like the episode of 1991.
who knows what Riek will discuss with Tang and Bashir on the other hand behind Southerners back in Khartoum.
South should unite beyond tribal-lines to aviod being drag back to tribal wars again by leaders who need to serve their selves interests.

wow! the sudanese law is in the hand of office bearers, I thought the the law was above all.Why on Earth does it make it complicated to arrest a criminal?. General Tang is a criminal and must be arrested for the death of innocent people, being a general in the SAF is not the last job on the planet Earth. We must work by the law of the state and nobody is immune including the president of the State. Our judicial system is failing because we are failed and corrupted in the very system that should help us deliver.There is nobody who is above the law and that is the way it should be and continue to be and for the law to continue to be effective.

Dear brothers, especially Nuer colleagues, it is so painful reading your comments as so implicating the Nuer as a tribe.Your language has become so unprofessional, unpatriotic,tribalistic and un informed.It is heart breaking and un becoming to see our youths polarised and deeply steering tribal hatred among the Southerners instead of aiding our improverished Southern communities whereever our services are needed. I suggest that youths should learn from our SPLM leadership and be cadres to the movement in order to achieve the aspiration of the South Sudanese and the marginalised as a whole. Please refrain from insulting our leadership, invest your time in only productive activities rather than insulting our leaders. Dr.John, William Nyuon, Salva Kiir, Dr.Riek, Wani Igga and all our cammanders have all been for the good of the South and Sudan as a whole. Please respect our leaders whether they are Dinka,Nuer, Shilluk or Bari, depicting them for tribal interest will only belittle these heroes.Please be national and criticised constructively.

Which SPLA General has no blood in his hand?? i.e who can just name one SPLA commander or General who didn’t shed blood of Southern Sudanese ?? Moreover, Mr. Kiir and his tribe men must know that Southern Sudan is still divided along tribal line, which tribe will allow her son to be trialed alone while all the criminals from different tribes are left alone!
