Germany boosts aid for Sudan, urges support for Quad peace plan
October 26, 2025 (PORT SUDAN) – A senior German official on Sunday called for an immediate end to the war in Sudan, announcing an additional €16 million ($17 million) in humanitarian aid and urged support for an international peace plan to establish a civilian-led government.
Her visit came as the Rapid Support Forces (RSF) announced on Sunday it had taken control of El Fasher, the capital of North Darfur, and the army’s 6th Infantry Division headquarters. Army sources confirmed its forces had withdrawn from the command centre.
Speaking after a meeting with Sovereign Council head General Abdel Fattah al-Burhan, Minister of State at the German Federal Foreign Office, Serap Güler, said the new funds would bring Germany’s total contribution to the Sudan crisis to €141 million. However, she stressed that aid alone cannot solve the conflict, stating, “No amount of humanitarian aid in the world can end the suffering of the people. No, the weapons must fall silent.”
The minister said she urged General al-Burhan to “give a chance” to the international Quad peace plan, which she described as the way forward for an “inclusive, civilian-led transition process.”
According to a Sovereign Council statement, Burhan stressed Germany’s important role in the EU. Foreign Ministry Undersecretary Hussein al-Amin said Burhan briefed Güler on violations by the “terrorist Daglo militia” and urged Germany to “persuade the militia and its backers to stop the war and end the suffering of the Sudanese.”
Horrific situation in El Fasher
Güler reserved her strongest condemnation for the situation in El Fasher, describing it as “particularly horrific.” She noted that the RSF has besieged the city for over 500 days, launching repeated attacks on civilians, places of worship, and shelters for the internally displaced.
“We equally condemn the sexual violence that is repeatedly used as a weapon of war. Germany condemns these attacks in the strongest possible terms,” Güler stated. “We call on the RSF to immediately end the siege of El Fasher and to respect international humanitarian law. We are watching very closely.”
While thanking Burhan for improved humanitarian access in some areas, she called for a permanent United Nations presence and unhindered aid access throughout the country.
Concluding her two-day visit, which followed a trip to meet Sudanese refugees in neighbouring Chad, Güler assured the Sudanese people of her country’s unwavering support. “I want to assure you, Germany stands firmly by the side of the Sudanese people,” she said. “Sudan is not forgotten.”
