April 11, 2009 (RUMBEK) — The SPLM Assistant Secretary for Rumbek
North County (Maper) was killed Thursday by a member of the National
Intelligence and Security Service (NISS) in Deng Nhial residential
area at 8 o’clock in the morning, said an SPLM official.
According to the source from the ruling SPLM party in Lakes State, the
late comrade Thon Wuong Manyuon was education inspector of Rumbek
North County and also SPLM assistant secretary of Lake State
Secretariat, as well he was sitting this year for the Sudan school
certificate examination.
Lakes State Deputy Governor Awan Guol Riak, who acts as minister for
local government and law enforcement, also added that the cause of
killing should be investigated first.
“The officers of the National Security who are suspected of
involvement in the killing are in custody awaiting investigation,” he
said. However, Riak said he can not disclose the cause of the killings
until investigations are completed.
The two suspected officers begong to the SPLA.
After the signing of the Comprehensive Peace Agreement the NISS integrated a number of SPLA officers and the deputy head of the intelligence and security services, Majac Agot, is also from the SPLA.
As a result of the Thursday killing, two foreigners allegedly involved
were also slain on Thursday, according to an eyewitness statement
saying that those two foreigners were killed as a part of revenge from
angry family of the late Thon Wuong Manyuon.
Allegedly, a family member from Rumbek North who was very angry took
revenge by killing one man from Tanzania and one man from Kenya
suspecting them to be members of NISS.
James Ndungu Wanjiriu from Kenya was killed on Thursday at 3 o’clock
PM and Wera Tarimu from Tanzania was killed the same day at 8 o’clock
PM, said a foreigner who was a relative of one the victims.
In order to transport the dead bodies back to their respective
countries, the Governor of Lakes State Lt. Gen. Daniel Awet Akot
provided assistance to the foreigners by giving them one car with
contribution from the trade union of East Africa whose members reside
in Rumbek. The two bodies were taken away on Saturday from Rumbek to
Kenya; thereafter the body of the Tanzanian man will be flow out from
Kenya to the country of Tanzania.
This is not a first time in Lakes state that foreigners have been
killed: within the same week in October 2008, a leading Tanzanian man
was shot wounded at his garage and another Kenyan man was shot dead in
a residential area near Canal Hotel Bar by an unknown assailant.

Lakes state authority need to do more in regard to state security, there are too much choas in lakes state since the begining of the CPA.
Killing of foriegners will not help South Sudan government to have smooth relation with his bordering countries, for instance Kenya, Tanzania and Uganda of which I heard about them with related incidents.Our conflict with Jalaba in the North has got nothing to do with rest of the African countries. Although we were treated more badly by some countries during the war, we can not do revenge this time, still we need more support from them specially for development.
Lake state need to work hard in order to protect those foriegners who are there for purpose of serving Southern Sudanese,there is nothing like excuses which cliams the death was revenge, its government responsibility to identify the killers and bring them to justice for possible punishment rather the individual relatives take laws in to their hands.
Lake state government must protect and maintain the reputation of GOSS by all means.
Is not good at all to hear such related incidents again.

The death of late Thon Wuong Manyuon is a great loss and should thoroughly be investigated. My heatfelt condolence to the family of Thon, Rumbek Community and SPLM’s Lakes State Secretariate, may Almighty place his soul at an eternal rest.
Lakes state, GOSS, SSLA and SPLA intelligence services must investigate this one carefully with an aim to educate the people about what happened, who is responsible for this barbaric act and how such incidents like this should be averted in the future.
The culture of ssassination acts must be fought with intelligence and justice and if people are serious in knowing what motivates others to act evilly, then revenging must also be fought with equal powers and justice as that those terrorist acts.
I know it is hard for a person whose love ones have been deprived of their rights to live without taking revenge, especially when the suspect is right at their eye’s reach. Today, things has changed and people need to adopt to those changes including calling the Police to arrest the killers or suspect. This is an essential part of getting justice best done for sake of victims.
In this case, I regret the killing of those Kenyan and Tanzanian persons by a revenging family member of late Thon. As those two have died, the justice is yet to be best done because if the two were the killers then public has been denied of rights to know why they killed Thon. However, most crimes are sometimes done intelligently by first perpetrators paying others to execute evil acts on their behave. So the best way to deal with crimes of these kinds, is to arrest suspect(s), take them to court to answer the questions why they killed the person, who is behind the killing and how they carry out their action, the answers to those above questions will form a basis of justice and this is what I want to see happening in South Sudan.
SSLA must take into account the creation of a legislation Act to ban and punish revenge actions without exemptions. That will make the law to be implemented by the police and not by individuals. Those who take law onto their own hands must be punished. The police, and only the police, should be the one to go after criminals, arrest them or fight them even to death if they resist arrest.
