New faces of Lakes state cabinet arrive in Rumbek

June 3, 2009 (RUMBEK) – Large numbers of people of Rumbek neighborhood gathered at the airstrip to welcome David Nok Marial Buot, the new deputy governor with his colleagues who are expected to work in the state government which has been troubled with inter-clan violence and power struggling conflict since the signing of Comprehensive Peace Agreement (CPA) in 2005.

The newly reappointed David Nok Marial Buot arrived to Rumbek, the capital of Lakes state, on Thursday early morning with new appointees Maj-General Maciek Akuocpir Cyer, Advisor for Security, Andrea Mabor Biar, Advisor for Peace and Reconciliation and Gordon Matot Tut, Minister of Finance.

These officials were selected by the region’s President Salva Kiir Mayardit as part of a government reshuffle, but they have yet to be sworn into office.

Nok is replacing the loyal deputy governor and minister of local government and law reinforcement agency, Awan Guol Riak, who had worked too under former governor John Lat Zechariah between 2005 and 2006 as security advisor. Riak was promoted to minister in 2007 and in fact he became perhaps the most loyal minister of Governor Daniel Awet Akot.

However, Nok has been residing in Juba, the capital of the semi-autonomous Southern Sudan government, since his surprise removal came in 2007 after a falling out with current governor Daniel Awet Akot. The removal occurred while Nok was meeting with Sudanese President Omer Al-Bashir in Khartoum regarding Rumbek University.

According to an NCP source, Dr. Parmena Marial Akuocpir, state Minister of Health, was relieved by presidential decree and the position is now empty. The source added that NCP is going to take over that ministerial post and will run it with satisfying services.

Some in Rumbek observe that the National Congress Party (NCP) in Lakes state has been operating ‘underground’ without an officially opened office. In 2007 the NCP members in Rumbek rented an office space at Malakaia residential area and invited state Governor Daniel Awet Akot to open the office officially but Awet rejected the invitation without offering reason.

According to an accusation levelled by an unnamed student, the new deputy governor had a hand in a secret military jail in Akot, just 35 miles away from Rumbek Central County. He said that 30 youth members had been rounded up earlier in 2006 and immediately they were taken to the military secret prison where one man was tortured to the extent of paralysis.

Other appointments include Chol Tong Mayay as minister of physical infrastructure. He is a professional engineer. The reshuffling has also affected Asunta Bawude James, Advisor for Social Welfare and Gender, who nevertheless still remains a member of Lakes state parliament representing Makuei-duor constituency.

    that is somehow good move but it would have been wise enough if people of lake state choose their own people to represent their interest in the state assembly but now as president kiir appointed them, there is no doubt that they would do contrary to the people whom they represent but only do what is best interest of kiir. they would definitely not listening to the public or do what they public expected of them and that is why there are too many resistants in lake state assembly including Awet who only regards kiir as the only one he can listen to but not the public.

    Reappointment of Mr. Nok is not fair to the people who rejected him in the first place as he involved in the misappropriations of public funds and there is no proper clearance from infeasible and serious allegations that are pending on him.

    Is Kiir actions authoritarian leadership or democratic?

    Finally, conglutinations to the new appointee but please do what is best interest of your people specially security in general, food security, and most importantly, the security of people of Yirol east as they have been left unaided by state government and federal government (SPLM) I always wipe down tears about unresponsive attitude of Daniel Awet and GOSS government when they hear that Atout and Apaak launched massive atrocities to the Yirol East county and no one would take proper proceedings to bring those offenders to face litigations.

    I hope you meeting in Rumbek will be a turning point for power struggle.The constant interclan fighting in your area every time and then is making New Sudan Government Officials appearing to be incapable of solving your issues.Cann’t you stop this interclan wars?What is it so irritaing that you cann’t tolerate each other in all circumstances.What kind of heart is it? Black,red or blue.So take care,the Arabs will use thesame system for coming back.Because we are not instilling confidence and respect to our Leaders.

    You are a man of the people, for the people and by the people. Make security in Lakes State a number one priority and put Youth Employment Initiative (YEI) on high gear and putting smile on the faces of Lakes State Children.

    I regret the leftout of Muolana Dhal Alony and Athian Majak in the new reshuffles you and Chol Tong should be close to Governnor our governor is too old and those of Philip Marol former Finance Minister and his his advisors got advantage of that and misquided the governor in doing things which are not out of his mind.sometimes when public reacts to his decisions he would admit during ECS Church service as being mis-advised by his inner-circle.

    Now never take him for an enemy, as your boss and directing him to chose a right path that will take Lakes State a head.
