September 7, 2009 (KHARTOUM) — Sudan people’s Liberation Movement (SPLM) expressed today willingness to discuss the pending issues on the implementation of 2005 peace agreement but warned it would not make any concession on referendum bill.
Four years after the signing of the Comprehensive Peace Agreement (CPA) in January 2009, the two peace partners continue to negotiate its implementation. The most important in the outstanding issues remain referendum and national security bills. But also they diverge on the outcome of the fifth national census conducted earlier this year.
SPLM Secretary General, pagan Amum on Monday said his party is committed to resolving any pending issue in the CPA implementation before 2010 elections if its peace partner National congress Party (NCP) changes their tune.
“We have never created any stumbling block for implementation of any article in the peace accord, instead we are known for concession when we realized discussions on any controversial issue takes long to conclude,” he said.
Speaking to Sudan Tribune by phone from Juba, Amum said the NCP is prolonging discussion on referendum bill hoping “we will again concede anything this time like in the past.”
He further asserted that this time the SPLM would not concede on the referendum bill. “No; Referendum cannot be played with, because referendum accommodates hopes of the southern Sudanese.”
Ongoing discussions between the two partners are deadlocked over the participation of the southerners in northern Sudan and the needed percentage for separation.
The SPLM also rejects the outcome of the national census alleging that results were “rigged” understating the population of the South and overstating that of Darfur. Instead it wants the geographical constituencies to be based on the 1956 census percentages.
But the NCP stuck to its insistence that the census results are to be used to determine the geographical constituencies for the purposes of the upcoming 2010 elections.
Asked about SPLM’s position on referendum law and census, Pagan said, SPLM maintains the same position on census and referendum. “Our position is that census result should not be used for power sharing in the central government as it has not been properly conducted.”
“Results obtained do not even represents figures of the southern Sudanese in the provincial capitals of Malakal, Wau and Juba let those in rural areas,” he added.
He further said that some of there are some areas in the country where census takers failed to conduct the counting due to insecurity, labor, and transport amongst others. He argued that they want the NCP to consider “these genuine complaints”.
He continued to point out that that there are regions where the population counting had not been properly operated and local authorities reject its results.
“Some of the states which used to lead in the previous census result like the state of Northern Bahr el Ghazal are currently protesting the result.” Pagan said.
“The same to referendum, everything is always simple majority. I do not understand where NCP get this suggestion of 75% vote if they are indeed committed to implementing the agreement in good faith,” he wondered.
However, he said he hopes for the good out come from the talks that have just resumed today in Khartoum between SPLM and NCP high executive political committees headed by Sudan’s Second Vice-President Mr. Ali Osman Taha and GOSS’ Vice-President Dr. Riek Machar.

The recent Census results are not the base of election because the South is not count 100%.

If NCP is not making agreement with SPLA/M to have concrete implementation base on truth,then Southern Sudan is ready for Separation.

Keep dreaming you anti-Dinka idiot. Without Dinka, South would be under the slavery from treacherous jallabah. Despite the sacrifice, we were happy to assume that responsibility. Other tribes played an important role in liberation struggle and are the first to vote for separation. For all your talks about trying to make Dinka look bad, just look at your image and know who is responsible for the problems in Sudan today.
If you jallabah had any decency, you would have urged your criminal leader to step down and go to The Hague to answer his charges. Instead, his fat ass is stuck in a no-win scenario. The international justice can wait as long as it takes.
But before he goes down, he wants to gain legitimacy by seeking the backing of the SPLM in return for referendum? He is even more stupider than he looks. South will remain united and vote with one voice with or without your shallow attempt to portray South through tribal lens. It does not work any more.
One more thing, South has the capacity to destabilize north. All we can do is invite Darfurians to use our land as a launching pad. There is plenty of weapons and support to create chaos for north. You will soon realize this.

He was happy when Dinka removed Oyay Deng Ajak from the military. How can he talk about referendum before elections? He should be concern whether his Dinka-led SPLM will win elections. He lost his money for his failure attempts to spoil SPLM-DC convention. What will his boss Salvatore Kiir tell him now? I do not know whether the Dinka know that he is dull person. Dear readers, first and for most I would like to thank Sec.Gen. Pagan Amuom on his position on the South-North Peace Agreement implementation and other important issues pertaining to South Sudanese citizens.
Not to be selective, I would say we are very stupid we South Sudanese people; we have some of our fellow citizens who are lobbying to remain with Arabs instead to gain their own freedom.What the hell is wrong with us guys? do we see? When shall we learn?
If you point your finger to one particular group of people in the South, you are like a dog barking in the dark knowing not what animal it is barking at.
My dear brothers and sisters, there is nothing would be better than liberating ourselves from our enemies than to remain with them.
Do not expect anything better from unity if you opt for it you will still be treated in the same old ways. I believe South Sudan will be a better country if it acheives its indpendent.
It would be better idea for us to come together and unite in peace in seeking our freedom instead of bashing ourselves with useless childish talk.
Dr. Garang died, but he did not with the vision and mission. It will be carried on by his felllow leaders of SPLA/M. You either go for seperation or you shut up. For those who call Pagan to bark like a female dog, he is not barking; he is making a legetimate case for you so that you and your entire family will not be enslaved any more by Arabs.
You who terms Mr. Sec.Gen. in the way you do, you are the barking female dog because you do not know what animal you are barking at pal.
If you decide to go to North, my friends, you will be in tough predicament; something you will regret for choosing. Anyways, we all have rights to choose where we want to belong. Peace to South Sudanese people.

Yes Your Excellency Mr. Pagan Amum Okiech, keep up the burning torsh on referendum law. Don’t give it up at all. It is the major corner stone in the CPA together with the SPLA as an independent standing army facing the SAF untill the result of the plebiscite for self-dtermination by the people of Southern Sudan in 2011. This is where we have a common agreement without a comnpromise.
If the NCP and all Northern political forces unite against the refererndum excercise, we will also unite as Southern forces for Referendum realization with a simple majority as practiced worldwide. 75% is just nonesence even if we are sure 90% of Southerners will wisely vote for independece and freedom from the Islamic oppressive North. Don’t allow Sadig El Mahadi to lure you in Juba. Be intelliegent and careful of any Jellaba (including Mr. Yasser Arman and Dr. Monsour Khalid) when it comes to the interest of Southern Sudan. This is our life and this is our destiny; there should never be a joke about it.

I think u can’t mention referndum when the government is very weak. I see nothin been done since singing of Comprehensive peace Agreement. We need some changes in Southern Sudan government, I see alot of dinka people in the position of government and some of them they don’t know nothing.
I think, if dinkas want to see Southern Sudan to be a good place they need to fried some of there people from government position be’s most of the people in the Southern Sudan are not happy for these dinka. If u don’t know, one plus one is two then ur not a leader of people why not put someone that can lead people.We have some smart people in Southern Sudan why not give them the changes to help the poor to get into their feet.
If this dinka government want people to vote for them, one thing they should do is the road transport be’s that is the main sources for Southerner and they have to give respect for other cultures around the country, if not I think people are waisting their time.
