Sudan criticizes US amendment of sanctions regulations
September 12, 2009 (KHARTOUM) — The Sudanese government today criticized an amendment made this week by the US treasury to the sanctions that has been imposed since 1997.
The designated regions were already exempt since 2006 from most of the comprehensive sanctions imposed on Sudan.
The Sudanese ambassador to the United Nations Abdel-Mahmood Abdel-Haleem told the official news agency that the decision “reflects floundering US policies and lacking any intellectual or systematic direction”.
Abdel-Haleem said that Sudan has made its greatest economic achievements under these sanctions adding that Washington is reinforcing its policies to “disintegrate and split entities…in many parts of the world”.
“Sanctions are against the UN charter and international law,” the Sudanese envoy said.
The change was made for technical reasons due to the conflict between the executive and congressional imposed sanctions with those imposed because of Sudan being designated as a state sponsor of terrorism.
The US bans “any export of agricultural commodities, medicine, and medical devices” to any government labeled as a state sponsor of terrorism.
Trade in these items will be authorized to these specific areas effective immediately.
The Sudanese foreign ministry spokesperson Mua’wiya Osman Khalid told the pro-government Al-Rayaam that there are “practical difficulties” preventing the implementation of the US amendment to sanctions.
Khalid said they have not been officially notified but that Khartoum reiterates its demand for comprehensive lifting of sanctions.
The US has in recent months softened its tone with Sudan and suggested that it may move to ease sanctions imposed.
The special envoy to Sudan Scott Gration has called for “unwinding” some of the sanctions and lifting Sudan off the list of countries that sponsor terrorism.
However, he later reversed position saying he supports sanctions while making exceptions for humanitarian reasons.

North Sudan must handover Al Bashier to the ICC for the major crimes imposed on the people of Darfur, so that he can be hang like Saddam Hussein.
Second, goverment of Khartoum must implement and agree with the requirements wanted by SPLA/M to be a separate state.
Now its very clear that Southern Sudan is out of that particular saction.

But the lifting of the the unjust USA sanction on the Sudan (even in the CPA Era) has not offered anything new. It just exempted the previously called liberated areas and the cuurent ones in Darfur. This decision is not practical because how will it be possible to deal with the mention areas in islolation of Khartoum. The IDPs area within Khartoum are already parts of Khartoum. Let USA diplomats and decision-makers not fool anyone that the sanctions have not been lifted, given the funny exceptions identified ahead. With those exceptions it means the sanctions have been lifted indirectly on the NIF controlled government of the Sudan. The NCP have won because now products of the USA can reach khartoum in the name of IDPs areas. The NCP have now been given carrots rather than beaten by USA sticks.
