South Sudan extends search for illegal arms to all states

September 12, 2009 (JUBA) — The government of Southern Sudan today said will extend coordinated and joint police and military illegal arms search operation into the ten states in the region.

The southern Sudan police and army troops retrieved thousands of illegally and privately owned weapons including RPGs, PKMs, Kalashnikovs and pistols in the town’s residential areas on Friday. Among them also included 12.7 anti-aircraft weapons privately owned by individuals.

South Sudan minister of internal affairs General Gier Chuang Aluong told Sudan Tribune today that the huge quantity of retrieved firearms necessitated the need to extend such exercise to all the ten states.

South Sudan President Salva Kiir Mayradit yesterday ordered the extension of the operation to all the ten states of southern Sudan with immediate effect, Gier further said.

Kiir on Saturday visited the sites where are displayed all the illegal arms collected in Juba. He praised the efforts exerted by the interior ministry and the other regular forces who participated in the search operation.

Kiir also urged the general public to cooperate with the security organs in identifying criminals working days and nights to derail the CPA.

“This search came as a result of many killing occurring at nights in Juba town by unknown thugs or criminals who are wearing military uniforms” said minister Gier Chuang Aluong.

“These unknown groups of armed criminals dressed military uniforms and positioned themselves in areas often not accessible by our nights patrolling forces,” further added minister Chuang.

Asked why the government publicly displays the collected arms, he said the intention is to tell the public about the outcome of the three-day operations.

However, some of Juba residents criticized GOSS decision to publicly display the collected arms and provision before to extend the exercise to the other states.

Both Tut and Ayiik concurrently said GOSS should have conducted the exercise the same day it was carried out in Juba in other states if they intend to miss no arms as happened in Juba.

“The government has missed the timing and this will allow those possessing arms in the states to run away with them, said Ayiik Yak who is a businessman in Juba.

Tut also added that GOSS intention to collect illegal arms now is heard and spread to the other states and hence provides a great opportunity to those involved in illegal arms to go hiding with their arms.

“They will never collect any since information is already leaked to their ears,” he adds.

Based on a recommendation made by southern Sudan ministry of interior, Salva Kiir directed today to un-tint all the vehicles of southern Sudan presidency and other GOSS ministries.

Also, he ordered all the members of his government and the SPLA leadership to register all the weapons they have in their houses, in order to limit the possession of arms in the region.

    A choice of words can cause damage sometimes; the reason I have quoted the statement meant to be from the minister is this: The death of civilians in an acceptabale number despite the fact that there is no acceptable number of death plus the distruction of civilian properties, the widespread of man-made stervation should be the reasons or basis for extending a compaign of search for illegal arms to all ten states and not the quantity of illegal arms taken.

    Again, a rightful choice of words follow by appropriate actions will encourage citizens to cooperate with security forces and discourage doubt and inappropriateness when soldiers execute powers.

    A practical action operation of search for illegal arms is much needed now in all ten states before tomorrow in order to save lives before properties of the citizens.

    The minister is doing a job deserve appreciation and mine is there for him.

    The search for illegal arms allover South Sudan is long overdue because in any country the only people allow to bear arms are those authorised by the law to do so. But the Government of South Sudan has ignored this problem for sometime now. However, it has reached a boiling point with the enemies of peace working deligently to undermine the authority of the Government of South Sudan as they strive to sour our march to freedom. But at this point GoSS must escalate the search for all illegal arms to ensure security for the citizens of South Sudan. This is what we expect, and we demand it as well.

    Is it true that anti-aircraft guns were found in private hands in Juba? How many of them and where were they found inside Juba? Who’re those people from whom these very heavy weapons were found if the commanders of the weapons search in Juba are not liars?

    If the SPLA and police have professional MIs and CIDs in Juba as detectives for security how did these very heavy weapons enter Juba in the first place? If this is true it confirms the complaints that the GoSS is occupied by incompetent staff appointed with tribal qualifications rather than professionalism. It is time to fire them and replace them with right staff.

    I hope next time the combined SPLA and Police commanders of the weapons search in the South won’t lie that they got hold of tanks, gunships, Antinovs and fighter jets in the hands of civilians in Yambio, Yei, Nimule, Nasir, Malakal, Renk, etc. Let them say the truth of what they find without exaggeration. The lies and exaggerations disqualify credibility!!!

    It is an undeniable fact that guns are widespread in Southern Sudan because this region is just out of time of war. Also it is undeniable that some guns have been seized from unauthorized persons in Juba but not to the extent of the exaggeration that was made by those of Minister Gier Chwang. It is fine for him to do the job he has been recycled for but let him be honest with the facts!!!

    Some of the guns which were seized and exhibited by the searchers were from legally authorized persons like the guards of some ministers. Now there are a lot of complaints regarding the immature seizure of guns from them without any sign of respect to their immunities. They have requested that their seized guns be returned to them because they hold them by virtue of their being constitutional holders.

    There is also suspicion that most of the guns exhibited are SPLA guns that were in the stores. Nothing much was confiscated from private hands in Juba apart from the guns that were already known to the SPLA and Police commanders of the weapons searchers. Let them lie to the blind or the deaf but not the keen people who know the tactics and motives of that unprofessional search and harassment in Juba. Minister Gier and his company should not just take the law into their hands without considerations of constitutional and diplomatic immunities.

    Look at the mess that the GoSS has done and their ignorance of the Vienna Convention on Diplomatic Immunities and Privileges! What a pity to SPLM failures!!! The wrong impression has already gone out and the apology won’t help reform the bad image of the SPLM leadership.

    I think, Minister Gier should be fired for ordering the operation without seeking advice of the Minister of Regional Cooperation and without briefing the police and the army of South Sudan on who and where to search or not to search. Did his weapon searchers suspect the diplomatic and Consular premises in Juba of possessing anti-aircrafts machine guns?

    Did the doctors in Juba Teaching Hospital possessed guns rather than medical tools for them to be humiliated, beaten up and chased out of hospital as they ran for their dear lives and skins? Who will treat those who were beaten up or even injured physically and psychologically during the incompetent weapons search operation in Juba when the doctors have been forced out to desert the hospital? Very bad and very shameful indeed!!

    Minister Gier had not researched and studied his decision well and that was why he messed up somewhere on diplomats and Government Authorities in Juba. This is incompetence and that is why SPLM and GOSS are falling because they tolerate this. The SPLM leadership is excellent in rewarding the incompetent and disorganized ministers and very good in punishing the competent and efficient ones.

    Minister Gier must be fired to show the humiliated diplomats and government authorities in Juba that the apology of the GoSS is a sincere one!!!

    Mr Interior Lt General Gier Chuang,
    I had known you in Ethiopia in 1989.You deserved the SPLA/M rank 100% in the South.
    Please just start those search for the illegal weapons in Jonglei States.

    First, start with Nuer lou and if they refuse then SPLA/M need to take action because they are the causes of insecurity in the State.

    Second, the murle. and if they refuse then the government need to do the same thing.

    Third, then you go to the rest of the peaceful tribes who have never attack any tribes.

    Finally, then check the rest of the states after you clear the selfish tribes who like raiding and stealing others properties.

    Congratulation Gier, but collect illegal weapons or guns only. It happened in Renk SPLA fight with security organ due to lack of planning.
    Extend and reach the rural our people are killing each other in villages disarm them and provide security to protect their properties.

    The main issue here is those who held the private weapons ant-aircraft,who had provoded them with and what was their intention and which organs do they belong’s???? suppose you have find that out before you praise the work done by the police officer plus the SPLA force in order to save life.

    people who hold PKMs RPGs are to be question and have to be prosuctes if real order and laws work in southern Sudan if not opposite Dollar any kill dozen night foxes like Criminal Bashir and his oppentent Lam are fighting seriously to push for destruction but what was view

    Eh Guys, learn to understand and tolerate other side of the story. Don’t be blinded by night without considering the day too. Learn to understand that Minister Gier Chwang is a human being capable of error in the course of good intended work he does. My criticism is to make him careful next time and not to exaggerate his success. Don’t just jump into the river and start crossing before knowing what is on the other side; it is prudent to know tha other side too for a better comprehensive knowledge of an event.

    Some of us don’t write here for the sake writing; we write for a real concern and better hope for the South because things are not really sounding good about our beloved Motherland because of immature decisions and actions. It is not waste of time to inform a wider understanding of the people with a hope of betterness in future. To this, there is no regret not fear of anyone holding a public office; I have a constitutional right to say my opinion on public issues and nobody can stop me practicing this right as long as I am alive and kicking.
