September 20, 2009 (BOR) – Gunmen attacked a Payam administrative headquarters in Jonglei’s Duk County on Sunday controlling it briefly, sources told the Sudan Tribune.
In a dawn assault, the attackers – said to be heavily armed – overran local youths and organized forces trying to defend the area of Duk-Padiet, a Payam headquarters. After controlling Duk-Padiet for less then one hour, SPLA and other security forces in the area repulsed the gunmen.
Speaking to Sudan Tribune on Sunday, Duk youth leader David Malual Wuor confirmed the attack but declined to talk about casualties, given its sensitivity. Casualties may not be known until late Monday.
The attack is blamed on neighbouring Lou Nuer from Uror County. According to SPLA Maj-Gen. Kuol Diem Kuol, the same group of Lou Nuer raiders had struck another administrative centre on August 28 at Wernyol.
Efforts made to reach Duk Commissioner Mayem Ngor by satellite phone were unsuccessful. The commissioner is currently put up in Poktap, the current county headquarters and about 28 miles south of Duk-Padiet, the site of Sunday’s clashes.
It is not yet clear why gunmen typically labelled as cattle raiders are attacking an administrative headquarters where no cattle are held. Cattle, the main cause of tribal conflict, are kept outdoors so as not to attract raiders to houses. Furthermore, this is not the first attack on a government unit. The latest above-mentioned attack in Twic East at Wernyol claimed the lives of over 40 civilians and an earlier attack in Akobo left another 186 dead.
The militia blamed in this attack are thought to be particularly well armed. A Lou Nuer militia known as the white army reacted with great violence during a disarmament campaign in 2006, resulting in a major defeat at the hands of the SPLA. Despite the formal disarmament orders, the people’s love for cattle in Jonglei state has prompted almost every villager to take up arms.
More than 2,000 people have died and 250,000 have been displaced in fighting across southern Sudan since January, according to United Nations figures.

That what we have said before, southerners cannot live without mediator (Jalaba) among them otherwise they will kill each other in a brutal way, a prominent southern leader said “we (southerners) like glasses cannot stay together without mediator between them”. For the sake of southerners, for stability in the region, for keeping the south out of riot and chaos we will not allow the south to separate from north, we didn’t fight for fifty years and sent our kids and loves one to die in the south for vain, we didn’t spend billions of dollar in the oil and then give it to Kenya, not only southerners in Khartoum will vote in the referendum but all southerners around the globe, we will not accept 51% for separation at all but we can be generous and accept at least 70%. human being’s deserve right to face death by natural causes and not by the forceful death by the madness of wars. The major concern of stopping tribalism in South Sudan is to assure peace and stability. Every tribes in South Sudan is very important regardless of language they speak.
Negative ideologies and beliefs based on tribal line by most of us will lead us to nowhere. It will only lead us to self destruction. Why don’t we learn from the past?
Therefore, each and everyone of us had experienced wars mainly caused by tribalism and all leads wars resulted to negative outcomes to both of us. Hence, tribal clashes can be reduce or avoid by teaching our people of South Sudan not to be divided by tribal beliefs and tribal differences, e.g. language and marks. All South Sudanese should focus on the improvement of social conditions and development. In order to achieve these, education is the key to solving these problems. Furthermore, we must teach the children and Youth of each State of the semi autonomous region of South Sudan. We must design the subject of the history both a State and a Country so that young children grow up knowing what a State and a Country is. If not, then we will not experience development in Jonglei State.” and otherwise, We will fall in the hand of our enemies. It seems there is no peaceful, fair, honest & democractic Dinka-Bors. Would it be fair that we all deal with them dishonestly, the langauge they know best? Dinka-Bors do not act fairly and honestly toward murle, Equatorians, Shulluk, Nuers, etc. I know most of us want to be fair and honest. But it becomes too unbearable to be honest to a snake. CORRECTION: The six people who are said to be captured in the Duk Padiet attack was not true. General Kuol Diem Kuol of SPLA is a liar. Or the journalist Philip Thon Aleu lies in his usual way of cooking false number of casualties. These captured six Nuer victims were innocent business people residing in Duk Padiet among the Dinka community. They had nothing to do with the attacks. They even fled with the whole population and were rounded up in the bushes among the fleeing population of Duk Padiet. Because the casualties inflicted on the fleeing Dukans were very high, they were bitter and turned against their business colleagues. So facts should be told as they are.

I just saw Murle in plenty in SPLA after Peace.
