South Sudan government vows to protect civilians
September 23, 2009 (JUBA) — The government of Southern Sudan today vowed to do anything possible to protect unarmed civilians in the region littered with thousands of illegal arms.
LRA attacks were more visible and Juba initiated a peace process that the UN supported to end a conflict which affect directly the stability of the region. However after two years of talks Joseph Kony, the mysterious leader of the groups refused to sign the final agreement asking to drop an arrest warrant by the war crimes court, the ICC.
“It is time we must not spare any energy to protecting peace and innocent civilians in areas covered with illegal weapons,” said Dr. Samson Kwaje, GOSS minister of agriculture and forestry from Juba
Kwaje, who condemned recent attack on unarmed civilians in Duk Padiet, Jonglei State, said enemies of peace and southern development have forced local population to flee from their respected rural areas subjecting them to constant attacks and atrocities.
The minister further added that most of the agricultural productive areas in the rural villages across the south are no longer being cultivated because civilians are regularly on move due to insecurity caused by individuals holding illegal weapons for either cattle raiding purposes or attacks to loot peasants on their farms.
Last August, the UN humanitarian coordinator in southern Sudan reported that over 2,000 people have died in inter-tribal violence and more than 250,000 people have been displaced since January 2009.
Also, since mid-December 2008, the LRA attacks displaced 68,000 Sudanese among them 11,000 IDPs have been registered last August alone, and 18,000 refugees have arrived from the DRC and CAR.
The minister said that presence of foreign forces such as Lord Resistant Army in far reached remotes areas of Western Equatoria State is hampering farming activities.
He further said GOSS is fully aware of those behind such odious acts of violence “to portray its inability to govern her inhabitants.”
However, he said challenges are everywhere. No country including developed worlds enjoys full stability; adding GOSS President devotes most of his times to attending issues of insecurity across the south.

This is a good promise but we need practical on the ground by deploying well trained military personnel in the affected states, find the route causes of the insecurity, enact justice, engage the youths with income generating activities, establish schools and other infrastructure.

But let them advice their greedy Dinkas who are within SPLA forces to go and behave like national army, they need to respect civilian right otherwise they will be driven back to their Dinka villages in matter of a day.

South Sudan will never protect civilians in whatever they are saying.
Insecurity in South Sudan is caused by Mr. Kiir’s boys therefore, it is very difficult or impossible for the government to protect civilians.
Kiir’s government have failed to even make seperation attractive and according to ther Survey I have carried, most of Southerners have said it is almost too late otherwise they are going to vote for unity.
Hope things change within one year time otherwise we are soon going back to 1983.

It is good news that south sudan goverment is vowing to protect the vulnerable populations that have been subjected to atrocities and wars. Of course south sudan goverment top priority is to provide long lasting peace and security and then the rest will then follow. At this moment ,it is time for goverment of south sudan to stand firm and fight for the interest of her people.it has been long time that the voice of children, women and girls been ignored while calling for help.Hence ,south sudan goverment need to commit itself and provide whichever tool to stop this rubbish war being committed to children.
several time the goverment has been turning blind eyes to its people and this even worsening the situation in the region before it get better and i believe that the cause is due to lack of good leadership and lack of irresponsiblity. Now, it is time for the south sudan goverment work boldly and swiftly to ensure the situation is put back so that people can build and live in peace again. I believe sometime in the past and even now that every goverment has right to protect its citizens and that is the toughest task that is expect by the citizen all the time . failing to protect the citizens in other words is the tragedy failure of leadership. If the goverment of south sudan contiune to ignored this duty in the region, the region will slowly fall apart and the people will continue to suffer enormously.
Goverment is alway the goverment of people , for the people and by the people but when it fail then is not truly pronounce as the goverment of the people by the people and for the people.Not to be naive , i believe that the south sudan goverment has Gag order , How come that in the last twenty one years of wars , the people south sudan survive this longest civil war and fail now to survive the internal wars. This is by far the best move by the Government of Southern Sudan. I don’t know why it took them this long to commit troops on the ground to go rescue the situation and to realize that the more they wait the more people will get killed.
This is a very sad situation. My friends we are in a state of a very high test. Somebody mentioned of us being truthful to ourselves and to me that is the beginning of the healing process. We have not crossed to the other side of the river yet and if this is how we handle our citizens, how then can we make sure that everyone will be safe.
I think people should take time to reflect on the past. We have come from far and getting to the level we are now is the beginning of a better future for the people of southern Sudan. If we don’t stop hatred, killing, nepotism, tribalism —you name it then we are doomed to fail.
The situation in Upper Nile needs to be addressed as soon as possible. There is a need for diplomacy and presence of security personnel on the ground. I know it is not easy to forget the past.
My cry is just that let those who are behind all this games stop killing innocent people. If this is a war against the GOSS then I think we should be targeting the government but not the innocent children, women, elderly. If we are so upset at the government we should go and have a say or present our grievances to them.
One Southern Sudan without fighting among ourselves will lead us to the referendum of 2011. Let us work hard as a team.
