Abyei administrator orders arrest of deputy finance secretary

October 2, 2009 (ABYEI) — For the first time since his appointment, Brigadier Arop Mayak Monytoc, the Abyei chief administrator issued controversial administrative order arresting deputy head of finance, Mr. Monyluak Hol, for defying administrative directives on Monday.

Speaking during an interview with Sudan Tribune at his resident in Abyei town today, Monyluak said had been arrested with several senior administrative officials for having released a cheque to Ayat.

Ayat is a commercial company specialized in the construction of roads and bridges among others. It has signed a contract of 56 billion pound to construct roads and bridges linking Abyei to her rural villages and the neighboring states with Abyei administration. It received first deposit of 195 billion for starting operations.

However, the administration holds a low opinion over legibility of this contract signed by the deputy secretary of physical infrastructure Engineer Arop Nyok on behave of the administration without complicity of the Abyei administration legal team opposed to the contract.

“We were sent with a group of undisciplined police force who undiplomatically drag us to their vehicle before knowing why we were sent this group,” Monyluak said.

“I was properly beaten and thrown into the back of their vehicle like a criminal,” he described saying “it was as if I had killed a person that morning. It was an act intended for nothing but complete humiliation,” he adds.

He also said ignoring the reasons behind the decision to arrest him.

“I, as the deputy finance secretary was arrested for having released a cheque to Ayat. A cheque that was discussed and agreed upon by the three leaders, namely chief administrator, head of finance and head of physical infrastructure,” he further stressed.

“I don’t know what mistake I have made;” he posed adding that a signed letter after completed discussion to give out cheque was brought to him at the department by head of physical infrastructure.

“However, in few days later, chief administrator privately told me to hold giving out this cheque to Ayat saying they did not conclude discussions over the contract with Juac Agok, the head of physical infrastructure,” he said.

This went on for long between me and him while Juac and Ayat keeps pressing me to release cheque saying discussions were already concluded and presented officially signed document.

According to the official, it is the release of this cheque that provoked the chief administrator to issue an order arresting him claiming “I have defied his orders as chief administrator.”

Similarly, Engineer Arop Nyok, deputy head of physical infrastructure, was arrested for signing a contract on behave of the administration and not the legal team, he said.

    Dear Arop Mayak,

    Don’t worry about the money being wasted or squandered by your associates of Dinka Jok of Ngok-Abyei. Worry about what Arabs people are planning in term of an extermination they wants to disbands the Southern Sudanese Civil Population in Abyei and around Ruweng area of Dinka Ruweng of Biemnom County. If it is a matter of money, then, there is Oil in Heglig(TOOR ALIINY) of Dinka Ruweng of Biemnom County in Unity State and LIECH County of Nuer. Those Revenues can be used to calm down the problems of Abyei as well as the whole problems of Southern Sudan. First of all, My challenges go back to you Mr Arop Mayak Monytoc. If Arop Nyok signed the contract with Ayat Commercial Company for road infrastructure, you should have to know it. There is nothing that can be done by the other associates of your Administration of Abyei County without your knowledge about what they are doing. I still blame you for this matter because you are not far away from it. I believe that if the investigation is carried out, then you will be entitled to this radical game.

    Last month of July 22,2009, Dinka Jok of Ngok-Abyei received their compensation in which Abyei of Dinka Jok of Ngok was given to the owners who are nowadays called as Dinka Jok of Abyei by the Hague Ruling Court. As Abyei was rendered to Dinka Jok, it was thought that the people of Abyei will deeply and earnestly looks into the condition facing the Civilians of Abyei since 1905 until today, but they definitely fail for some unreasonable measures. By the way, when should Southern Sudanese people adapted and learned the system of innovation in which they can sit and officiated some diplomatic things which are needed by the Citizens of Southern Sudan?

    What I see myself being practiced in Abyei in this present moment,it is what happening in Juba whereby a commander of the Army is the one responsible of issuing or dispensing money to his Army which is serving no purposes. A commander of the Army is the one responsible of implementing wars tactics base on how his Army should win in war-zone in term of war events, but not dealing with money. As a rule, this have never been happen before in any country, but it is happened in Southern Sudan whereby laws are implemented and not fully respected by those who enacted them. So, this is what happening in Abyei as a result of lack of some laws transformation. Southern Sudanese people whether in Diaspora or within Southern Sudan are looking for a firm inspiration were anyone can have a freedom of choice,freedom of speech and freedom to do anything he wants to buttressed himself in order to sustain his life in a standard manner.

    In fact, Southern Sudan will be better in any times, but it will take as a long way like when Dinka Jok people of Abyei were started suffering since 1905 until they get their right on July 22,2009. In addition, it is still too that Dinka Jok are not been fully granted their right since Arop Mayak Monytoc is the head of Abyei County followed by one of Arab man as a Deputy leader to Arop Mayak Monytoc. I can describe the right of Dinka Jok of Abyei as a “COOL WAR RIGHT” made by Arabs in order to withdraw the attention of the Southern Sudanese people that there is a peace accord and afterward, they can wage war in any times whenever they get prepared. Lastly, where is the leadership strategies which our leaders of Southern Sudan wants always?
