October 24, 2009 (RUMBEK) – The government of Lakes State on Friday suspended a commissioner who had detained and tortured two youth suspected of taking part in a cattle raid.
The commissioner of Rumbek North (Maper) county, John Beliu Awol, ordered torture of two youth from his county on September 1, 2009 in the remote area of Maper which is at 75 miles from Rumbek Central county, the capital of Lakes state.
The two youth: Maliet Marial Abol and Mangok Dhuor-riak Noon, told Sudan Tribune last month that the Commissioner had accused them of being cattle raiders. The young men actually wanted to warn about an attack against Maper area by Warrap youth but the commissioner ordered their torture.
The Lakes state Deputy Governor and Minister for Local Government and Law Enforcement Agencies, Lt. Col. David Nok Marial, has suspended Rumbek North County Commissioner, John Beliu Awol, based upon five charges leveled against Rumbek North County commissioner.
“This is to inform you that you have been suspended as a commissioner of Rumbek North County as from today the 23rd of October 2009,” said a letter of suspension seen by Sudan Tribune.
Amnog the five charges leveled against Mr. Beliu Awol, the deputy governor wrote “you have tortured and burnt the lips of two young men (2) Looting of the properties from families of the same victims (eight) 8 H/C and one (1) goat. (3) Violent act towards the victims”
The commissioner of Rumbek North County refused to react to the letter of suspension.
Mr. Beliu Awol, since his appointment on March 15, 2007, had been suspended last year for misuse of money given to his county community for a quick impact development project by the United Nation Mission in Sudan (UNMIS) but he was authorized to resume his duties without facing investigation broad.

What goes around, comes around Mr. Biliu. Good Job Mr. Nok. That is kind of job we want. It was a big shame on Pan Aramwer. Toruring people by burning their lips, when they came to inform people about brewing danger was stupid move by Biliu. If this County must be develop, it needs not people like him to run it. What kind leader that turn on informant. Shame on him! His lips should be trimp with blazing panga so that he can feel what he did to those young men.

Bravo to the government of Lakes State, this is some thing that we need!, investigate, scrutinize, and take affirmative action. Even to piblic money criminals, do the same, do not cover any wrong dore.No more sparing of people who want to take laws in their hands by acting inhumanely to fellow citizens and our friendly neighbours. Commisioner John Beliu Awol must go, go and go. He applied a jungle law to innocent students by burning their mouths. Other officials, so called liberators who want to do the same should follow suite.

That is not enough,he should be apprehended to Police and charged with Crime against Humanity.Suspension from a civil post is a political move, not justice
South Sudan leaders,at the top level of the civil service ,used to take the law in their hands,in a way that portrate their influencial power. That had demolished the role of law and created a ghost governments inside the Goss.
If the law is NOT observed by those, who claims to be a leaders,liberators,ex-rebel commanders,or political cadres, the chaos will spread all over the states, and the local ordinary citizens will be despare and loose confidence in the governing system, which will escalate the violence level deteriorating the peace and hindering the development process, and definitely will discord the social ties among all the rival tribes.
I call upon all the zealous patriotic South Sudanese elite,to voice these security concern loud enough to be echoed postively by the Goss……enough of lawless … enough
Peace Out
