Upper Nile seeks lasting settlement for tribal clashes over border issue

By Ngor Arol Garang

November 3, 2009 (MALAKAL) –The Government of the Upper Nile State seeks permanent settlement for repeated tribal clashes over border issue in the region between two ethnic groups.

Some 33 people were killed in tribal clashes since last September between Shilluk and Dinka ethnic groups, which have, for quite some time since last year, been engaged in tribal boundaries disputes.

The Shilluk claims Malakal town belongs to them, a word Dinka do not want to hear questioning authenticity of their claims.

The wrangle over town ownership denies appointment of a citizen vying for Malakal county commissioner position from both Dinka and Shilluk leaving it to none of them.

The same is also being experienced in the state parliament where two communities fights over Malakal constituencies.

Thon Mum Kejok, an official spokesperson and a minister information and communications in the Upper Nile State government, told Sudan Tribune that his government is fully determined to permanently settle these repetitive tribal clashes over tribal boundaries.

Intellectuals and influential groups have been dispatched to communities currently engaged in the tribal fight to defuse the growing tension, he adds.

The minister further stated bringing these communities together remains an issue which should not be left to state government alone but it needs involvement of both state citizens and neighbors who knows tribal boundaries that exists between the two communities.

Asked about his government reaction to current incident and tension, he said, as usual, the state authority has on Monday sent in security forces which are already trying to identify culprits between the two sides.

On Sunday October 31, a fight broke out in the village of Adakdiar, east of Malakal town, leaving eight confirmed dead and sent many more fleeing.

This is what the dinkas are doing in every part of South, claiming someone’s properties to be theirs, I wonder why? it’s because of Kiir or they beleive that theyr are dominant in South? neither of thise to my own logic. Malakal belongs to Shilluks and some nuer not dinkas, Greater Equatorias doesnot have any single piece of crap dinkas in history. These two states in South has ever been part of dinkas and will never. Therefore to this issue i urge the local shilluk to tell the criminal dinkas to return to where they belong. CPA has a section concerning land. By allowing dinkas to Malakal or Equatoria means CPA has been violated beside what has already been done so far. The CPA has been violated by dinkas but due to the tolerance of others it seem to exist in some good conditions. Amum should act in this case, don’t let those criminal take your property. This madness of dinkad make them loss respect from others, people now prefer to respect their dogs much more than dinkas.

You see people: Have you heard from SPLM/A or GOSS words Nyagat, militias protection for those who were attacked by Denkas millitas since Denkas SPLM attack Collo people on Sunday? Nothing at all. So how do some people want to cover up Denkas SPLM/A they are not supporting those attackers. It is become clear that Denkas are seeking to fight with Collo. The good thing about Collo is that they respect people and they do not start the problem, but if you start then you will be regrat by the result of the war you sought in future. Then now Denkas started.Collo should break the bone of any person who thing to himself that he go enough power to take land of other people.
The way I see it now is Collo are teaching these Denkas how to fight them. Could you ask yourselves this question if someone is claiming your place as his or attacking you. This is a clear message that he is your enemy. You do not need any kind of discussion with this person or wait for different solution.

Dinkas are fond of taking other peoples land by force. They are in Nimule, Yei, Yambio, Juba and now Malakal. They should know that they have no claim over Malakal and Shilluk land. They are mistaken to think since they leader GOSS then they use SPLA to intimate others. Soon SPLA will disintegrate into tribal militias because of Dinkas behavior. The Shilluk will defend their land against Dinkas not matter how long it take. They taught lesson in Anagdair. The Shilluk will take war to their land but will remain on self defense. The last attack on Anagdair on 1/11/2009 was planed in Malakal by Galuak Deng Garang the governor, Dog Dok the deputy governor, Stephen Diu the finance minister and the Militia Leader Thon Mum and some high ranking Dinka Police officers from Bor. Those Dinka killed in the attack and brought to Malakal were Dinka Police officers who went from Malakal. Up to now Upper Nile Government did not release any statement to the radio because they found themselves implicated. Shilluk have no claim over Dinka land but they want to take Shilluk land then will be impossible. The struggle against the Dinka will continue.
