Germany pledges developmental support to Upper Nile
November 12, 2009 (MALAKAL) — After a year long struggle, seeking developmental supports from foreign governments, Upper Nile State government today confirmed pledges and commitment made by German government to support development and bilateral co-operation in oil and agriculture sectors.
Despite the global economic crisis, Germany government will honor her pledges to support development programs initiated by Upper Nile State government for its people in oil and agriculture sectors, said, Mr. Franklin Huge, head of German delegation visiting Upper Nile.
Huge who addressed reporters shortly after a brief meeting with state officials at Secretariat General, said hopeful that German supports will enable two countries strengthen their bilateral development and co-operation in the years to come.
This comes after series of visits by State governor to Germany in search of developmental assistances this year. The governor has twice this year visited Germany seeking opportunities and prospects to strengthen or link the two countries particularly Upper Nile State in trade and investment.
Earlier while briefing press, the diplomat said stable and democratic environment is an important prerequisite for foreign investments.
“If there is peace and stability, it is not hard getting international supports in trade and investment,” he stressed.
He further said that his government supports democratic constitutional reforms, combating corruption, and accountability, independent judiciary, successful voters’ registration, a strong and independent electoral commission, an effective, well-funded Human Rights Commission and governments which conduct free and fair elections.
“We support governments whose citizens enjoy good image of a stable and peaceful democracy with a vibrant civil society and a free and independent press,” he added.
“It is for war emerging countries such Sudan to come this well-deserved reputation in the years to come. We Germans wish and hope that all democratic forces in Sudan join hands in creating the preconditions for free and fair elections in 2010,” he said.
On part his, the official spokesperson of the Upper Nile State government and a minister of information and communications, Thon Mum Kejok; affirmed his government commitment to upholding principles of democracy.

He also said Upper Nile government remains committed to providing attractive environment for private sector-driven development.
“This is because we in the government of upper Nile strongly believe that private sector investment, both foreign and domestic; stimulates the manufacturing sector in producing goods for trading and creating jobs.”
“Our desire now is to expand our bilateral development co-operation with EU countries to improve the performance of our economy,” he concluded.

Building a pipe line from Bentiu to Warab state was a suggestion given to council of ministers to discussed, but it wasn’t a decision taken by GOSS to be implement.As matter of fact there are Nuer ministers in that council who knows what is good to the Nuer communiy and what is not,so there is nothing to be worry about, even if council of ministers pass this project, south sudan legislative assembly (SSLA) will have their say.
My friend you mansion something about Dinka being heads of any department in SPLA,well that is not true because the chief of staff is not Dinka. any way you should blam Reik Machar and Lam Akol because they were the one who brainwashed Nuer and Shiluk commondars to join their side when thy splited from SPLA/M in 1991 and went back to khartoum with their commondars. but thank God there were other Nuer and Shiluk who believed in SPLA/M vision even though Lam Akol stated so many times that SPLA/M was A Dinka movement.
So Dongjol do you want SPLA/M give high position to those who one betrayed them and joined arab to fight their own people? why don’t you let the trust buil up between SPLA and those returnees and then see if they deserve that trust to hold high militry positions.
