SPLM reiterates determination to break deadlocks over referendum

November 21, 2009 (MALAKAL) — The Secretary General of the Sudan People’s Liberation Movement (SPLM) Pagan Amum Okiech, has today reiterated his party’s determination to break deadlock over referendum law with the dominant National Congress Party (NCP).
The ruling National Congress Party (NCP) and Sudan People Liberation army are deadlocked on the percentage of voter turnout in the referendum.
The First Vice President and chairman of the southern Sudan ruling party SPLM Salva Kiir Mayadrit disclosed this week in Paris that negotiations with NCP are on the range of 55%-60%, he further added that SPLM would accept a 55% voter turnout in the 2011 referendum.
Both sides appear to be in agreement on the 51% ‘Yes’ votes to declare that Southerners chose independence.
The secretary General said members of the SPLM in the joint political executive committee co- chaired by Sudan’s second Vice President, Ali Osman Mohamed Taha on NCP side and Southern Sudan Government Vice President Dr. Riek Machar for the SPLM, are determined to reaching lasting settlement with the peace partner before end of the year.
Asked about the reasons behind the slow progress of talks on referendum bill, Pagan said, the talks are prolonging because members returns to their parties for consultation over sticking issue.
“They all go back to brief their respected leaderships over an issue behind their mandate,” he adds.
Southern Sudan, according to the peace deal commonly known as CPA, signed between the NCP and SPLM on January 9 2005, in the Kenyan Capital of Nairobi, is scheduled to vote at 2011 referendum, to either remain part of united Sudan or create an independent country in the South.

What I care about and the SPLM should is the 51% votes to declear an independant South Sudan. The so call 55% voters turn out, is NOT going to be posible because the enemy of peace is going to intencify its activities to pervent the voters from going to vote.

Dear Readers
It is high time for SPLM/A to spell out its policy, practical steps to be taken and resources to be allocated to mobilize people to “understand” and to “register” their votes for 2011 referendum. A lot of resources have to be made available, especially the human resources.
Furthermore, SPLM needs to guarantee a peaceful and healthy atmosphere by working hard to resolve tribal and territorial disputes and to check hatred among Southerners. This can only be achieved by guarantying political parties the freedom of organization and operation without any further human rights violations by the SPLA.
Encouraging people to turnout for referendum means using the efforts and resources of all Southerners. Civil society organizations, local chiefs, religious leaders, teachers, pupils and students have to be involved. Broadcasting is very invaluable. But can SPLM/A do that alone? Are the financial and logistic resources available? Can SPLM/A tolerate those constructively criticizing its malfunctioning and dictatorship rule? Can SPLM stop hunger and disease and spread peace?
Not this writer, nor any of the sincere readers intend or hope to single out SPLM/A and throw it away to the sea! We need SPLM/A divorce its malpractices and corruption that made it almost unfit to realize the hopes of the Southerners. SPLM/A should not fail itself. It needs ALL and everybody for the prosperous future of South Sudan – the hope of all.
However, if things remain unchallenged and unchanged, we should prepare ourselves for the worst. Divided, we can only reduce the hopes, ambitions and sacrifices of the South to ashes. We don’t want people to say that the NCP or the North is conspiring against us. If we fail to clean our house, we cannot accuse others that they are throwing trash into our compound. Let us clean our dirty compound and be careful, intelligent and peaceful in getting our rights in the right and legal way, if we want the support of the WORLD.
No one, including SPLM/A needs to go to war to achieve the South legitimate rights – not with the North or with the South. I am sure that SPLM/A will be wise enough to listen to reason and work hard to obtain the Southerners consensus.
Next elections will prove to all Sudanese people, especially Southerners, whether SPLM is the legitimate democratic representative of the South , or knowingly or knowingly that SPLM/A is the destructive force of ALL hopes of peaceful and prosperous future of South Sudan.

Ngor Arol Garang should know there is a big difference between SPLM and SPLA, “NCP … Sudan Liberation Arm are deadlock” The Southern party debating with NCP is not “SPLA” but SPLM. SPLA is a military body, not a civil party. I hope you accept this correction.

I personally have had enough with Arabs, i do not want to live with them, we as southerners will all see to it that south sudan is for sull independence, we can be neighbours with this people only not the same nationality. our fofus in referendum not elections, the Arabs game of trying to divide and rule is now a old game and their insecurity game is also discovered, Arabs keep trying but with no success in the end.
