Machar to witness passing of Southern Sudan referendum law by parliament

December 20, 2009 (JUBA) – Southern Sudan Vice President and deputy chairperson of the ruling Sudan People’s Liberation Movement (SPLM), Dr. Riek Machar Teny, traveled to Khartoum on Sunday to witness the discussions and passing of the Southern Sudan referendum law by the national parliament on Monday.

The Sudan’s bicameral parliament, the National Assembly and the Council of States, is expected to jointly deliberate on the Southern Sudan referendum bill on Monday and enact it into law before it goes on final recess by Wednesday.

The two partners to the Comprehensive Peace Agreement (CPA), SPLM and the National Congress Party (NCP), earlier agreed in the bill on 51% yes votes to declare either unity of Sudan or secession of the South, and another 60% turnout to validate the exercise of the referendum.

After its endorsement in the parliament and signing into law by President Omer Al-Bashir, a commission to oversee the conduct of the referendum will then be formed.

Dr. Machar is also expected to follow up with the referendum bill for Abyei and other bills on popular consultations for Southern Kordufan and Southern Blue Nile, which are supposed to be passed by the parliament together with the Southern Sudan referendum bill.

He will also discuss with the Vice President of Sudan, Ali Osman Mohamed Taha, the issue of the controversial results of the population census conducted in 2008 and which the South has rejected.

The leadership in the South wants the region to maintain its 30% representation in the national government as per the CPA power sharing arrangements while the NCP wants the South’s share to drop to 21% in accordance with the calculations per the census results that put the Southern Sudan population at 8 million.

Meanwhile the National Assembly on Sunday passed the controversial national security law despite the SPLM’s strong reservations in the bill.
The national security law, if democratically reformed, was seen as crucial to the process of democratic transformation and conduct of free and fair elections in the country.

The people of the semi-autonomous Southern Sudan shall exercise their right to self-determination through internationally supervised referendum in January 2011 to choose between confirming the current unity of Sudan and creating an independent country.

The people of Abyei shall also vote to either join the South or remain in the North while in Southern Blue Nile and Southern Kordufan there shall be popular consultations to determine their future respective political and administrative status within the North.

    The national Security law must composed the joint security in which Bashier will not be the one who give the power on behave of the whole country perhaps only the North.
    Everything concerning security in Sudan must no be under the command of Bashier eventhough he was the president as this moment.
    South should monitor his own interest for unity or separation.

    You got it I said it before that Dinka’s servant, traitor Riek Machar, is our hunting dog which we send to go and fetch something and report it as soon as he landed in Juba airport to President Kiir. Traitor servant Riek Machar have to laugh to amuse us otherwise he ass could get kicked out from the party as Lam Akol is.

    By the way, my thanks goes to commerate Pagan and Yasir Arman for their great well done job they did to mobilize the SPLM members and other oppositions members to demonstrate for sake of these bills. Peace and love will be with you guys.

    Which is the Priority to the Native CPA Partners (NCP and SPLM); Referendum for the People Southern Sudan or the Sudan National Security Act?

    It could be said that the referendum for the people of Southern Sudan is not a priority to the NCP neither is it for the SPLM unionists. It is the National Security Act which is their priority as it suits their power interest calculus in the united Sudan; be it Old Sudan of Islamism or New Sudan of Secularism. The NCP cadres are much concerned about this Act because it is the backbone of their political survival in the fragile Sudan where they got into power through insecurity. They designed the existing National Security Law in a way that would prevent any similar treatment to them. That is, the Security Law that has been operating in the Country is aimed to protect NCP leaders as individuals with government powers rather than safeguarding the people of the Sudan as a whole, regardless of their parties’ affiliations. That is why whoever attempts to create an environment that could lead to the NCP regime change, encounters “brutal lessons” from the Sudan Security agents immediately.

    The NCP knew it in the beginning that with more money and luxury at their disposal, the SPLM leaders will relax with alcohol and women, forget the bitterness of bush struggle, and become confused than the confusion itself; they will live without identified priorities and clear directions!

    And this has indeed happened until the rush hour we are in now where the SPLM runs ups and downs at the corridors of the National Parliament and Council of Ministers to make sure that the Proposed 2009 Southern Sudan Referendum Act is not left in the cold when the MPs finally lose their constitutional immunities and privileges and go back to their homes on 23rd December 2009. If this happens, the leader of the SPLM Caucus in National Assembly should be blamed for negligence and having busied himself with useless conspiracies of who should be dismissed from the SPLM members in the Parliament and Cabinet, rather having focused on what should have been done right in the convenient time by the MPs and Ministers that have been holding national portfolios on the SPLM tickets. Not only this, but Kiir should be blamed for having appointed a Jellaba to represent interest of the South in an important legal forum like National Parliament in Khartoum. Any way, let’s hope that things end well with the tabled Referendum Bill at the Parliament.

    There was no way for the unfaithful partners (SPLM and NCP) to deny publicly what they have agreed to in the CPA and the Sudan Interim Constitution. Otherwise the people, especially Southerners who are most concerned about their referendum and the international community who have pushed for the realization of the CPA and witnessed its signing, would have considered these partners as liars and untrustworthy to lead the country any more (whether in the North or the South). If it doesn’t come de jure by dialogue and peaceful engagement, this referendum will come de facto by violent and war.

    The result of the security law in the parliament is what I have been predicting and arguing with some poor souls on this net. I told you guys that the NCP will NEVER give away the powers of national security. NCP is a power thirsty political party and the longest ruling party in the Sudan’s history since 1989.

    The SPLM was against the bill but yet the NCP went a head and passed it in the parliament. The NCP can pass any bill in the parliament without the SPLM and other opposition parties. This mistake to give NCP mechanical majority originated from the CPA itself. The CPA of Naivasha gave NCP that majority to bully other parties including the SPLM itself.

    Now with the new security law that still gives power to NISS to arrest, detain, search and seize property, this means that those of Pagan Amum and Yasser Arman can be arrested again by the security organ if they attempt to stage demonstrations again. NCP doesn’t care about what immunity they have. If you read the mentality of NCP, to them they would better let go South Sudan to be independent if worse comes to worst than to let go their power in the country. They want to continue ruling Sudan even after the South separates. This is their position! And who cares!

    Let us get our South and leave those same old stupid guys in the North to continue reaping the results of their misrule since 1956.

    Folks, forget about the reform laws, let us just concentrate on referendum laws. We need independence of the South and its process in these remaining months and not to waste time with reform laws that will NEVER materialize. “North Sudan is too deformed to be reformed” as our late leader John Garang realized that in the last minute. And therefore we will NOT vote for unity as the second class citizens. We will do our own internal democratic reforms in our independent South Sudan after 2011.

    SPLM should continue to maintain its partnership with NCP. The NCP is the party in power whether we like it or not. The NCP was the party that signed the CPA and therefore it is the party that will continue to implement it with the SPLM. We cannot divorce it now and marry UMMA party of Sadiq Al-Mahdi which has no power to implement the CPA and actually it is a party that is against the right of self-determination and its referendum if you can remember their position during Naivasha peace talks. It is a dangerous party. SPLM should continue partnership with NCP until referendum is conducted.

    Dear readers,

    Can anyone tell me why are some fools praising Riek Marchar when he failed to negotiate the Referendum laws?

    Pagan Amum was assigned by SPLM to instead lead the negotiation committee and he successfully brought the NCP to accept 60% voter turnout quorum which was not achievable with Riek.
    Credits has to be awarded to right persons and not somebody who is just going to Khartoum to fuck his wife who is a state minister in the GONU.

    This so called Dr.Riek who always open his crooked molars in front of the cameras has no clue about what has been agreed with NIF and he is therefore going to sit on the back seat of the parliament like watchmen when heros like Pagan will be actively participating in passage of the Referendum laws.

    There are some Nuer’s poor souls who are ever barking, others quacking whenever some crappy article is posted on this sit about their damn son.Others even shamelessly go to the extend of warning Dinkas about Coup before 2011!These are people who are residing in foreign countries and therefore lack critical understanding of what is really on the ground in Southern Sudan,they must know that things are sophisticated than in 1991!

    As for some of our Nuer cousins who owns the deadly nightmare of Riek Machar’s presidency in Southern Sudan, you are finishing him alive! Come to Juba and satisfy yourself about what is really called the SPLM/A.

    The history will repeat it self and stand in favour of Dr Riek Machar, because being delegated to solve major issues will increase his chances to play a big role in the future politics of South Sudan like what happened to Dr Garang during 1970`s when Laggo and Mohammed Nimerri uses to keep Garang away from politics, sending and engaging him in further studies where he gained what he was unintended for.
    President Kiir is usually spending his time in Juba although his present in the South is not much solving south Sudan problems. He is fearing that by staying in Khartoum as 1st vice president will give Dr Riek more chance to present himself to Southerners. Dr Riek if it happen to stand for South Sudan presidency will definitely win because he is doing double job of 1st vice president of the Sudan and South vice president.
