Lakes state caretaker calls for governors meeting to end cattle raiding

May 15, 2010 (RUMBEK) – The best way to deal with cattle raiding in the different parts of Southern Sudan states is to organize a meeting that brings together governors of concerned states which are affected by cattle rustling, said Lakes State caretaker governor, Mr. Telar Ring today.

This meeting would involve the governors of not only Lakes, Unity, Warrap, Western Equatoria states but also the governor of Jonglei state, clarifying that through boats on the Nile River, the people from Bor can easily access Lakes state, he stressed in a speech delivered on Saturday to a number of traditional chief gathered in Rumbek East County of Lakes state.

A UN report shows that the death toll in South Sudan in 2009 resulting from tribal violence and cattle raids has reached 2,500, and displaced 350,000 others. This figure far exceeds that of Darfur over the same period.

Caretaker Governor, Telar Deng noted the change of government leaders is “the only obstacle” to realize this plan of bringing together relevant State governors. He however promised to handover this plan to the elected governor Chol Tong Mayay who assumed to takeover office next week.

Mr. Telar also noted the importance of traditional chiefs in addressing the question of cattle raiding saying that in Lakes State, his is going to meet chiefs from every county.

Earlier this year the UN mission in Sudan urged the southern Sudan government to investigate cattle raids and to redouble their efforts to help de-escalate the rising wave of tribal violence in southern Sudan.

The UN further offered to send peacekeeping troops to the Lakes to help protect civilians during the rotations of SPLA companies that were involved in confrontations with civilian cattle-keepers in Akot, near Rumbek, in late December and early January.

    It is an excellence point that the governors of States that are always engaging with stealing and raiding of civilians properties should meet to addressed the issue on how to solve it.

    This raiding and stealing of people’s properties is undermining the development in the South,and that who did those ill activities are enemy of peace employed by our major enemy to destabalized the South CPA.

    I recommend that SPLA deployed in those States with high stealing so that they can stopped stealing the assets of civilians.

    Also, SPLM must ammend the law that if you are caught in the activities of raiding and stealing of properties,then you deserved firing squard of death sentence.

    I think if SPLM encouraged better than the above,then i hope the South will be peaceful because now people organized themselves to attack when they are out of food because no law about the raiding and stealing of our properties.
    SPLM must provide alaw against stealing and raiding of civilian properties.

    I did my best to listen carefully to the recorded speech of Mr Biong since the recording was not clear and mixed English and Arabic for four times to make sure what I hear is right.The allegations, is not baseless there are some facts and it is true that Mr Biong mentioned that Bakosoro just left with two options, either to join SPLM party or he will stay in office for just a year then he will be voted out of office by voting of no confidence since the majority in the legislative are SPLM. The denouncement will be accepted if those words and the speech is not from Mr Luka Biong. It is clear that the speaker mentioned about WES and the Independence candidate HE Bakosoro to be voted out in one year. I think that is not a false allegation it is a fact and those who are trying to denounce and consider as false should not because there are evidence recorded voice that brings more evidence. I argue some of you guys to listen carefully to that message. That message will rise eye brow to those who will get the message clear. God bless WES from the heartless people who does not want any good for our mom land. If you want to listen go to youtube type (ngbanigbe)you will hear it your self and more he SAID TRIBALISM IS NORMAL I called the person who recoeded the speech indeed Mr Biong is sending mixed massage. Mr Biong not this time that we are prepering to make record our future. You are very wrong here….
