Sudan’s NCP accuses SPLM of stalling border demarcation
July 18, 2010 (KHARTOUM) — The ruling National Congress Party (NCP) today blamed the Sudan People Liberation Movement (SPLM) for the delay in completing the border demarcation process, a crucial step in the run-up to the South Sudan referendum scheduled for January 2011.
Qutbi Al-Mahdi the secretary for organizations at the NCP told reporters today that his party’s position is clear which is that no referendum can be conducted without completing the border demarcation.
Officials at the Southern Sudan government have stated in the past that the region is prepared to conduct the referendum even without the specifics of the border demarcations.
Al-Mahdi said that the SPLM is responsible for the delay because it did not name its representatives at the border commission emphasizing that the NCP wants this completed as soon as possible.
He further dismissed allegations that the NCP is dragging its feet on the implementation of the Comprehensive Peace Agreement (CPA) referring to the case of Abyei where he said that his part is working in completing the required steps in a manner that accommodates the aspirations of the people and prevent recurrence of violence in the area.
Both the NCP & SPLM say that 80% of border demarcation process is complete with the remaining 20% requiring a political decision by the presidency particularly in regions believed to contain oil reserves.
On Saturday, the Sudanese Minister of Cabinet Affairs and SPLM leading figure Luka Byong slammed the NCP for not implementing last year’s ruling on Abyei handed down by the Permanent Court of Arbitration (PCA) in the Hague.

No way, President Kiir said that referendum can even be conducted without the participation of Bashir’s party which mean that NO one day less or more. This man (Gutbi) is a frustrated servant who needs to please his master with his media address.

NCP need to stop talking alot this time because they have created problems in the Coutry. Whether the border are still undemarcated, we will be seperate nation because we have no similarities with these Arabs in the North who hate the African tribes in the North or South. We South Sudanese will be out 100%.
Haaaa, if NCP said no referendum withour border then that is simply death or live as simple as that. NCP is nothing to SPLM, we already deformed them as was said by Dr John Garang de Mabior.
