UN embarks on joint operation readiness in Abyei ahead of referendum

September 28, 2010 (JUBA) — Months to the conduct of the upcoming referenda in both Southern Sudan and Abyei, forces of the United Nations Mission in Sudan (UNMIS) have jointly embarked on regular military exercises with local forces from Joint Integrated Units (JIUs). The two forces in addition to the police are charged with provision of security in the area.

The people of Southern Sudan will conduct a referendum on independence in January 2011. This is part of the 2005 peace deal between the then Sudan government and the Sudan People’s Liberation Movement (SPLM). A simultaneous referendum will be held in Abyei on whether to return to Southern Sudan or continue to remain as part of the North.

Speaking from Abyei town, Colonel Deng Athuai, head of national monitors on the side of the Sudan People’s Liberation Army, confirmed that joint exercises were being conducted starting from Monday.

“Yes, joint military exercises are being conducted in the area. They are just normal exercises expected to be carried out by any military organs being part of military system which requires forces of any army to stay alert and prepared,” explained Colonel Athuai, adding, the common military system dictates that military personnel do exercise on regular basis.

“They started on Monday and it will last for a week. These drills are officially planned to end on 30th September but can be extended if the local forces feel the need to extend them for specific time,” he said, adding, they are currently doing aerial drills after which they shift to ground and camouflage techniques.

He said technical military personnel with additional troops of about one company from other sectors are being airlifted into the sector to reinforce the existing forces from Zambian troops already on the ground. The senior military officer said the exercise has been welcomed by the local administration without hesitation.

Official approvals for drills were sought from high military leadership in conjunction with administration of the area. The approval also did not start with conduct of the drills. They were extended to the local population. The local people in and around Abyei town were informed. A lot of megaphones amounted on vehicles were sent out to announce these drills to the locals by the administration in reference to Abyei. “The locals have already known it and this is why they are not frightened,” he explained.

He further added the operation is witnessing active participation from Abyei Administration, describing it as first of its kind to be conducted in the area since the United Nations Mission in Sudan established its branch office in the town five years ago.
