Arab states unlikely to fulfill $1 billion pledge to Sudan: report

October 13, 2010 (KHARTOUM) – The resolution adopted by the Arab League summit in Sirte, Libya that commits $1 billion to Sudan was rushed and will unlikely be fulfilled, diplomatic sources said today.

Last week, Arab leaders said that upon hearing a speech from Sudanese president Omer Hassan Al-Bashir and on recommendations from the Qatari Emir Sheikh Hamad bin Khalifa Al-Thani they have decided to pledge $1 billion to support development in Sudan.

But unnamed Arab diplomats told the Kuwait-based Al-Seyassah newspaper that the decision did not specify the mechanisms to disburse the funds or shares per state.

They further said that this situation led to objections by a number of states which means that it is not possible to honour the $1 billion pledge.

In a related issue, the Arab League announced that a donor conference for South Sudan known as Juba-2 will be postponed until after the 2011 referendum.

The Arab League Secretariat said in a statement that the rescheduling was made at the request of the host state Bahrain which cited lack of time needed to prepare working papers and studies that were going to be presented to the attending organizations.

In three months’ time, the people of South will decide on whether they wish declare independence from the North or stay part of united Sudan. Most observers expect an overwhelming vote in favor of secession.

The Arab League has expressed solidarity with Sudan and commitment to its territorial integrity.

    I can theorize that the decision to postpone Juba-2 donor conference is tied to recent decision by Barnabas Marial Benjamin to declare that South will instantly recognize Israel and will probably not tow pro-Arab foreign policy in the region. South should not take provocative positions in its foreign policy. There was no reason for SPLM to explicitly declare its intention to recognize Israel at this point in time. This can be done in the future.

    If the arab States donated that $1 billion dollars to their Muslim brothers in the north (NCP) in order to destroy the referendum so that they will roam in our land freely and benefit from our resources then all African countries should understand that our new State that we’re asking your help in this crucial time will not benefit only, we Southerners in particular, but the enfire Region of Africa as a whole. In reality, all African countries in all across walks of life should united & help us to maintain our long term primary objective in this referendum period. I have listened to UN meeting about referendum & Darfur issue, but I learnt that some African countries especially our neighbors do not know exactly what is the really root that motivated us to fight in the first place. It’s not our intention to split the nation, but our brothers in the north failed to make unity attractive. Unity would have been maitain in Sudan if our demands were accepted during the peace negotiations between SPLM & NCP in Kenya.

    This $1 billion pledge to Sudan by the Arabs League is for the destroying the south development taking place currently but God is great,southerners be open eyes and mind,Arabs are not sleeping night and day thinking how we can come back for war again,but this time the war they are waging will be inside the capital city of khartoum where many will regret.Please let us talk with a tongue of peace.
