Sudan’s NCP says SPLM has three options to resolve impasse over Abyei

November 9, 2010 (KHARTOUM) – The ruling National Congress Party (NCP) in Sudan has laid out three options before the Sudan People Liberation Movement (SPLM) to break the deadlock on the oil-rich region of Abyei that lies on the North-South borders.

The 2005 Comprehensive Peace Agreement (CPA) signed between the NCP and SPLM stipulates that two simultaneous self-determination referendums should be held in South Sudan and Abyei so that its residents can decide their fate.

While Southern Sudan will have the option to establish their own state, the people of Abyei are to vote on whether they want to stay with the North or join an independent South.

Both votes are to be held on January 9, 2011 per the CPA but preparations for them have proceeded haltingly amid political and logistical obstacles and the southerners have accused the northerners of stalling, warning of violence if the referendum is delayed.

Sudanese officials have already announced publicly that the Abyei referendum cannot be held as scheduled because of disagreements over who is eligible to vote. U.S. brokered talks in Ethiopia on the issue have failed to bridge differences over the composition of Abyei’s electoral commission and the demarcation of the region’s borders has yet to start.

The borders of Abyei were redrawn by the Permanent Court of Arbitration (PCA) after the NCP & SPLM agreed to refer the matter to it last year. However, the technical commission mandated with demarcating the borders on the ground have yet to start the process because of threats leveled by the Arab Misseriya tribe who objected to the PCA ruling.

The SPLM in control of the South has interpreted the ruling as meaning that the cattle-herding Misseriya tribe have no right to vote in areas assigned by the PCA to the Dinka Ngok. However, the Misseriya vowed not to allow the vote to take place even if they have to resort to force unless they are allowed to participate.

The Abyei referendum commission, which has yet to be formed, will have the final word on who is eligible to vote.

The NCP deputy chairman Nafie Ali Nafie said today at a rally for unity in Khartoum that the SPLM choices on the issue include accepting a delay to the Abyei referendum, finding a solution prior to the vote or conceding the whole region to the North.

Nafie accused the SPLM of seeking to suppress the rights of the Misseriya while focusing on the Dinka Ngok and stressed that they will not compromise on the rights of the Arab tribe.

He also ruled out granting dual citizenship to Southerners should the South vote to secede in the referendum saying it is an “illegal” course of action as there would be two sovereign states after the split.

It is widely expected that the Southerners will choose to secede driven by bitterness and mistrust of the Arab-Muslim dominated North.

The NCP official also described those who support separation as “traitors” who are executing the plans of colonialist powers. He also claimed that the SPLM is intimidating prospective voters residing in the North to return South and cast their votes.

“The strange thing that they [SPLM] tells them [Southerners in North] to go vote and return [North afterwards],” Nafie said.

In Washington, the U.S. administration today suggested for the first time that it might not be possible to organize the Abyei referendum as scheduled and suggested north and south weigh an “alternative”.

“While it is theoretically possible that the referendum could still go on schedule regarding Abyei, we recognize that that is increasingly problematic. We are not relieving the parties of their obligation. Today, they’re obliged to cooperate and schedule a referendum on Abyei on January 9,” said State Department spokesman Philip Crowley.

“Discussions continue on Abyei, and we will continue to hold the parties to their obligation to a referendum on Abyei… unless they arrive at an alternative that is mutually agreeable to both sides,” Crowley added.

Yet “we recognize that given that there is not agreement between north and south on the details of that referendum, if they, you know, are able to arrive at a different course of action, that is up to them, but it has to be a mutually agreeable alternative,” the U.S. official said.

“It is up to the parties to decide, you know, you know, to arrive at a mutually agreeable solution to Abyei. And it’s their responsibility, first and foremost,” he stressed.

    any contempt with articles on referundum which been stipulated in CPA is a a great violation to what you thuggish haved signed in Navisha, Kenya. it is apply to all regions whether being it Blue Nile, Nuba Mt South Sudan or Abyei. I suggest to the people of E. Sudan, W. Sudan Central and the South to dismantle this thuggish regime in Khartoum,

    these thugs reminding me of an old Germany these days:

    so other regions should consider to stand up against this Natural Criminal Party (NCP)

    Mr. Nafi, you must forget your ideas coze, these are not yesterday Sudanese as you may think of. However, what do you have in the North that will attract Southerners to remains there hence denying them citizenship.We have got enough resouces thats include man power, how about you only Kisira will be your first and the last food.People like Nafi are having their famileis out Africa so they just wanted to alternate the system and run out for their heaven.

    Nafie is indrectly responding to Obama proposal, to give up Abyei on return of lifting the sanctions on Governemnt of North. Now they realized that, they will be having nothing worth to be sanctioned; the agricultural equipments they are promised by USA will have no work arid North Sudan. The Nafie is now pissed remembering his dirty torn Aragi in a first day when Turabi brough him from his village to be recruited for Islamist.

    I don’t understand why the miseryia should vote ,the are already northeners this referendum is for southerners who are dinka ngok.the Ncp should abide to the ruling by the Hague,otherwise we will go back to our normal routine which we did for the last 21 years.

    Guys You are talking nonsense, ask those who are leaving inside, up to now no signs of vote registration, Southern Citizens refusing to go back instead Mr. Daffallah Salver Kirr is appointed to Unity support committee as Omer Albashir’s Deputy. Omer Albashir, after Kirr Declared himself Muslim and rename Dafallah Salver Kirr immediate formed the Committee for Unity Support to cover the process of South Sudan Leader ( Leaders Islamization) should already unity announced.
    Today, Dr. Nafi Speak of Options, one is giving up Abye to the North, Tomorrow would be greeter upper Nile, on 912011 would be final announcement of Unity.
    Reliable Source say, South Sudan Military List was already handed to the Ministry of Defense for check up and integration procedure.

    What Nafie Al Nafie said on Abyei issue is nonesense,a boy from primary three can not said that word on Abyei,we southerners, let us finish first with the ten southern States referendun Election succeefully Abyei will follow automatically without any delayer,Nafie is not a military man,but the kind of his politics is the type of those having conection with Osama Bin Ladin,but the present southerners fear not, and will shown them if they want it.
    And misseriya should put this in their mind that there is no more gazing land in the south as a whole like Bentiu State & Western Bhar El Ghazal State for their cattle,gazing will be for them in Dongolla State or Easther Sudan plus some part of Central Sudan Kosti and Rabaka.God Bless the Misseriya

    It become the nature of Arab in general and those of Sudan in particular to firmly believe in what so called [conspiracy theory] when any of them failed to discipline his/her own child, they blame it on outsider power working from within to destabilize their families…..a crap we have been hearing for dozen of decades Arab leaders shamelessly repeat in every speech, Sudan was an independent nation when it all started [South-North conflict], now, why North leaders trying to decline their responsibility on what happened and about to happen in Sudan..??!! it was not the colonial powers rallied and followed the policy of [drain the pool to catch the fish], it was not the colonial powers whom armed and bought weapons for African annihilation in Sudan, it was not the colonial powers whom refused federation systems in Sudan, it was not the colonial powers whom imposed Islam and Arabitisim in Sudan, it was not the colonial powers declared jihad [Holy war] on the Southerners, all was YOU, the colonial powers has long gone, yet you are not ashamed to blame the consequences of your actions on them….we [southerners] will go for separation, not because we are serving outsiders agenda, but because that’s an obvious translation of the long experience we had with Arab and Muslims in Sudan, North leaders……please be honest and accept the consequences of you actions.     Dear Nafie you are joking with your words and you will one day swallow them. There is no way Southerners can conceded Abyei to North. There is where in CPA in which it is stipulated for the right of Arab in Abyei protocol. What you guys in NCP should know is that we are not threaten by all your nonsense concerning Abyei this time round.First wait for SSR to take place and we shall see where Abyei will remain. Instead you people talking about good relationship btn Arabs and Dinka Ngok after SS secede you are there worsing the situation. I personally encourage all SPLM cadres endeavor not to give up any inch of Abyei land. Let wait and see who will succeed in this race btn the two parties.

    Nafie Ali Nafie is wrong!

    Who is a genuine traitor in the Sudan? The one who shamelessly deny his genuine God given identity (African racial status) and instead call himself something (Arab) that doesn’t fit his appearance. The truth is, If there are people in the Sudan who should really shoulder the negative stigma of being “traitors who are executing the plans of colonialist powers”, one could strongly point at Northerners.

    My honest judgement is that, Southern Sudanese are pround Africans who have nothing to do with acts of treachery or betraying their country since day one of independence. They are insteand patriots who have be huntering for correct solution to Sudan’s national problems of which they finally opted for South Sudan’s seccession after exhuasting all possible political avenues. Various agreements including the 1972 Addis peace accord and the SPLM vision of New Sudan on the New basis are few examples.

    Dear Mr Nafie.

    Indeed, everyone who supports the breakup of Sudan is a traitor of our country, however, I would like to ask you a question Mr Nafie, IS THE NCP A TRAITOR OR NOT ?.

    You signed with those traitors in the south a self determination agreement and you now have to live up to your fake words. You could have listened to their demands and reached an agreement with them that makes them feel more at home and save the country from the upcoming ciaos both in the north and south (it can be done but you guys are much more stupid and rigid to realize that).

    Mr. Nafie, at least those southern traitors have an argument to make (even if I and many other people are not convinced about it and even if it’s based on misunderstanding, hate, racisms and revenge feelings rather than logic). But, what is the argument the NCP will give the people of Sudan as an excuse for their failed policies? (separation of the south, war in Darfur, failed economy, corruption, poverty, lack of freedom of speech, mass killings in all corners of the country and forced displacement) and the list goes on and on.

    Everything that the NCP says is a lie. Where is your patriotism when you know that as long as you are in power, the Sudan will break up in two and maybe three, four , five or six pieces (the longer you stay the more fragmentation). Just look at Aboud regime in the sixties, when they felt that the people no longer want them and realised that they committed mistakes, they simply stepped down because they knew they have made mistakes but they were way more patriotic at the end of the day, not like you and your oppourtunistic gang who hijacked our country and damaged it beyond repair.
