SPLA to be called South Sudan Armed Forces after independence

April 28, 2011 (JUBA) – The Sudan People’s Liberation Army (SPLA), the military wing of South Sudan’s ruling Sudan People’s Liberation Movement (SPLM) which fought the North-South war for 21 years, shall be transformed into a national army for the Republic of South Sudan under the new name: the South Sudan Armed Forces (SSAF), according to the draft constitution that shall come into effect on 9 July.

Other political parties in South Sudan have also been expressing their disapproval of continuing with the current name, SPLA, saying it is affiliated to the SPLM party and will therefore be an irrelevant name once the South becomes formally independent on 9 July.

A technical committee for the review of the current interim constitution of Southern Sudan, chaired by John Luk Jok, the minister of legal affairs and constitutional development, has finalised its work and submitted the draft constitution to South Sudan president, Salva Kiir, last week. The final draft of the document has stipulated that the SPLA shall be transformed into South Sudan Armed Forces (SSAF).

The work of the constitution amendment, which was supposed to be all inclusive, saw withdrawals of several other political parties from the committee membership in protest of what they described as lack of consensus spirit contrary to the initial consensus as the basis for the agreement between the SPLM and the parties. They accused the SPLM of a simple majority vote which was not the agreed procedure. The SPLM members in the committee deny the charges, saying they were respecting consensus as the basis for reaching agreement on issues during the process.

The main issues of disagreement included the power sharing arrangements after 9 July as well as the period for the transition to the next elections.
SPLM members wanted the current government to continue for the next four years from 9 July, a position the opposition parties rejected, saying the next period should not be a continuation of the current interim arrangement. They also demand formation of a broad-based government in which the other political parties should be represented by 50%.

They demanded a period of less than two years of transition for the president, the appointment of new reinstated members of parliament and cabinet immediately after the declaration of independence.

Leaders of the political parties gathered on Thursday in Juba to discuss the constitution. The political parties’ leadership forum (PPLF) is chaired by the president, Salva Kiir, with the vice president, Riek Machar, as its secretary.
The forum has established a General Secretariat in Juba, with membership of all the political parties, under the chairmanship of the Vice President, Machar.

The chairman of the constitutional review committee, John Luk, read out the draft constitution to the political party leaders during the opening of the conference on Thursday. The leaders are scheduled to present their draft positions, highlighting any observations in the draft document on Friday.

After its endorsement by the political parties, the draft document will be presented to the Council of Ministers for approval after which it will be presented to the parliament for final endorsement. It shall be signed and operationalised on 9 July, 2011.

    SPLA to be called South Sudan Armed Forces after independence
    Logical people who always reason wisely know that the name SPLA will no longer have a meaning after independence. It was meant for united Sudan, and not for South Sudan independence. If we have all now converted to self-determination of 1991 and championed independence, it is also time to change names to conform to the new vision.

    I guess the name of the party, SPLM will also follow suit in the near future. The future parliament will also change the design of the new flag to another design. This are the facts that will happen in the near future. Good that the SPLA is the first now to change to South Sudan Armed Forces (SSAF).

    The idea of changing Sudan people’s Liberation Movement (SPLA) into South Sudan Army Force (SSAF) good but not upto date because those soldiers will still have that perception of SPLA philosophy. Since South Sudan soldiers comprise of many militias against SPLA before civil war had been recuited, reintegrated into SPLA unit. There will be collusion of interest among the leaders heading the army forces. Change the departments unit who are against the interest of South Sudan peoples.

    I also wish South Sudan soldiers would be called ”South Sudan Defence Forces (SSDF)in order to change the image of SPLM party interference and colliding with SAF Sudan government Army forces.

    Otherwise if the decision had been made by the South Sudan assembly, then there is no any alternative of changing it again.

    The defence department need to recruit young people for good and seriously defence its people of South Sudan oterwise South Sudan still have many challenges ahead either before independent or after declaration within the Southerner themselves or with its partners (government of Sudan) due to wealth/economics situaion or other disputes.

    Once again, I thanks Southern Sudan people for courageous in choosing independent.

    SPLA liberate the South Sudan for Khartoum. The duty has been accomplished,whether the Army should be called South Sudan army. It will still make the real liberators happy. SPLA is in our heart but not thorugh the noise that those are yearning. Wehther someone name it militia or something else, we still know what is SPLA. This SPLA still will be in our heart like our mothers and fathers.

    Opposition parties has been obstacled for many years and during the war they have been used by Khartoum as militia against the South Sudan.

    Now, the SPLM has sympathy and those opposition parties who fought their Southerners has been welcome with the open hands into the SPLM whom they were fighting against but they seem insisting with their opposition works that they used against the SPLM for long.
    The issue of oppostion is so murky and we are not going to solved their demand because they are working base on self-interest and majority of their demand seem destructive.

    I beleived that these opposition do not want the South Sudanese to be free from suppresion which has deprived them for many years. The opposition leaders really love the Southh ro be in the hands of Jallaba or their hands so that they can play the dirty game that they have been using in favor of Khartoum during the war.

    I am happy that SPLM had understood these oppistion because i beleived they will not do any thing that will help in the development in our new nation.

    The man whom we all know as a mastermind of every defection must be monistor and we must let him leave the discusion if that what these oppistion really need throughout the entire demand of our new nation.

    Thes opposition in the South are full of destruction that will hinder the South’s development unless we take a look at them very carefully. SPLM/A oyeee

    SPLA should have been renamed years ago, had it not been the stubbornness of the communists propagandists who did try the so called “United Sudan” but to no avail.

    The dilemma is that all the name had been taken, wether it’s South Sudan Defense Forces(SSDF) South Sudan Liberation Army(SSLA) South Sudan Defense Armed forces(SSDAF) or Anya Anya Forces(I, II) South Sudan Defense Army(SSDA).

    Now the name South Sudan Armed forces(SSAF) is not a smart idea since it will have the same Acronym as the South Sudan Air force(SSAF) unless if the Air force Acronym becomes SSAIF)

    Now, the transformation of this army should start immediately after independence.

    Some of us had been complaining long time ago that the country should not be called South Sudan but some idiots within the political circle in Juba including nyageet pushed that name through.
    See now the confusion this name is bringing. SSAF and SAF – in pronunciation, they are all SAF. Republic of South Sudan and Republic of the Sudan are not equal in the naming. It is like saying dog and dog tail and the true dog remains the main dog but not the tail.
    Some of us have PhDs but you wonder whether they really deserve those PhDs in the way they think and analyze things. Pathetic!
    Our identity is in crisis because of South Sudan term adopted.
    We need a unique name that is only exclusive for the new country to avoid identity crisis and confusion like now in the issue of SSAF and SAF.

    I hope the new name for Spla is correct because Numba & Blue nile are not going to be part of South Sudan any longer.
    Why do we want Spla to remain as it is & we have got our independent country already.I think South Sudan Army Forces (SSAF) is the best name for our current army to be call.

    What matter is not the name but the role to be deployed in order for our army officers to understand that their works is to maintain law and order but not to assume that they r rules and regulations by displaying their shinny stars of ranks to intimidate public as they need recognition !

    Is there any day I will see them in the barrack instead of being under randayat with those beautiful stars of respect as if they r patollingalcohol brewing ? I PRAY it cud happen some days to come in future ! i am a son of freedom fighter but i pity my father and all SPLA soldiers when I see them acting like mad dog somtimes !

    All good thing to do is to train our soldiers on what law is to the nation ? so that we can build trust among our taumatised population like all those who give their comments daily here ! all acts they do or give is out of anger they have undergone in the movement but I don’t think if any of them ever hold a gun ! correct ur way of communication in this medium of media !

    Constitution of name will not work, because the SPLA had fought for lebration of the land, till independent. The country army will be call SPLA (BSC to be heart of SPLA), i hope those are army lebraters name. Althought whoever come they will not change it, as well as SPLM is the main.

    If you allow all things to change then, if you let in maltias and those who were aganst SPLA/SPLM to correct your old plan, if you allow them,you will make others think. Don’t change any things.

    changed!! the Name of the (SPLA) because it has no longer insisting fighting the war with the North.SPLA have already liberated the South and we are still thank them for their heroical deed,however they shouldn’t have to persisting calling it (SPLA) are we going to liberate some more towns closer to the Northen borders?let the (SPLM) remain as a major Party within the South,thereafter it will keep reminding the new generations to come.

He surrendered after SPLA forces blocked escaping venues during the course of operation, otherwise, they were fighting and anybody else in hideouts if caught in the same process will deserve the same treatment.”

    General Tanginya of Naath!! is going to be killed or imprisoned by Dinka Bor tribal militia, SPLA, as a reprisal to their so-called Bor massacre which is being allegedly said to have been committed by forces belong to General Tanginya during the confusion times in the southern Sudan, i.e. during SPLA and Ayna nya two clashes in 1990s!!

    Naath, SPLA is testing your tolerance and reactions before they embark on arresting and killing all Naath who have been blacklisted by the tribal regime and its militia, SPLA!!

    Now, where are those morons of SPLA/M Naath if their warrior tiger Tanginya will be executed in their watch and remain doing nothing about it??

    Where is John Luk Jock and his seven minsters, if general Tangingya is going to be exceuted by Malaak Ayuen and his Dinka Bor SPLA militia!

    Malaak Ayuen, you have no any convincing reason whatsoever to trial general Tanginya and Mabor in a martial court given that you deceived him that he is covered by the amnesty awarded by your tribal General Sulpha kir macheithdit, for that reason, general Tanginya trusted you and accepted to be incorporated or included into your SPLA militia, however, during the process of the integration, your forces ambushed him and his unprepared armed forces to kill him!! you took the advantage of the helpless man, which led to his detention by your militia and now talking about trailing him in the military court where he may end up being killed of improsomied!!

    Trialing him in your militia court is a gross violation of human right!! if you will not give up and continue anyhow, then we, the Naath community will no have any option only to kill any important leader of your community like Koul Manyang for example!! leave Genral Tang alone or else Naath Fangak and Naath lou will take Jonglei by surprise and Bor will be wipe out for good!

    Naath don’t let that happen in your watch!
