Jonglei chiefs and South Sudan army call for sustainable peace

May 28, 2011 (BOR) – Officials from South Sudan’s army and local chiefs have called for cooperation to bring long lasting peace in Jonglei state in speeches delivered during the commemoration of 28th anniversary Sudan People’s Liberation Army/Movement in Bor on Friday.

Uror county paramount chief, Gatluak Thou Kuony, told South Sudan’s army – and former rebel movement – to keep a distance from politics and allow democratically elected leaders to accomplish their mandates until the next elections.

Deputy Commander of the SPLA’s division 8 battalion, Gen. Bol Bol, said unless civilians cooperate with the soldiers, it “might be difficult to identify” elements causing insecurity and apprehend them.”

Jonglei state’s bushes host two different rebel groups led by losers of last year’s elections in April. Former SPLA General. George Athor Deng who contested for the position of governor and David Yauyau, a civilian defeated for a Jonglei assembly seat, took up arms at the end of April 2010.

The insurgency of both Gen. Athor and Yauyau is concentrated in their home counties of Pigi and Pibor respectively. The scale of their fighting with SPLA forces surged in March 2011 but dropped significantly recently something the southern soldiers say is a sign of success against the rebels.

Unlike Gen. Athor who served as the SPLA deputy chief of staff after the 2005 peace agreement and as a minister in the South Sudan government, Yauyau was a civilian but managed to form his group by gathering together local youths.

Speaking as a representative of chiefs in Jonglei state, Paramount chief Gatluak Thou demanded that SPLA forces protect the civilians and cease hostilities.
“We elected President Salva Kiir Mayardit and he is our president,” the traditional leader said.

“All governors and members of assemblies were elected and will serve till the end of the office tenure,” he said through a translator.

SPLA commander Gen. Bol on his part said the success of the southern army in dealing with defecting officers lies with the cooperation of civilians.

“They (defected army officers) stay in villages and it is the help of civilians that they can be captured and brought to [trial],” Gen. Bol said. He assured the civilian population of unconditional protection.

South Sudan, which is due to become independence from north Sudan on July 9 following a secession vote in a January referendum, faces numerous internal defections. Gen. Peter Gatet Yaka and Abdel Bagi are the latest to defect and cause displacement of civilians in Unity state.

The 28th Anniversary of SPLA/M inception was under the theme “Celebrating the final phase of south Sudan armed struggle.” The celebration was delayed twice due preparations and the Abyei crisis that engaged South Sudan’s president who was supposed to attend the function. Friday’s ceremony was organized at state level.

Giant billboards bearing names of SPLA soldiers who died during the movements 21 year civil war with various Khartoum governments were erected in Bor town. The function was supposed to be a major national event ahead of South Sudan’s July independence – that will be celebrated in Juba.

The fact that South Sudan president Salva Kiir Mayardit did not travel to Bor did not seem to affect the attendance. Thousands of civilians took positions in the fenced area allocated to the east of Bor town on Pakau—Makuach junction.

South Sudan’s organized forces in their thousands marched three kilometers to the reach open ground named as “New Jonglei state Stadium” which delayed the programme for 3 hours and only commenced at midday.

Local musicians and several traditional dancers entertained the audience.

    Any community who will hide the rebels will be consider a rebel. Thanks to Gen. Bol Bol for his right words. Civilians population must cooperate with army so that those militia should be captured and brought to Juba like Gabriel Tang.

    without civilian there will be nothing which is SPLA.
    Rebels are killing them and you SPLA burned their homes,and still you are promise them.Soon gadet will face you,and you run back to civilian for hiding.

    Gabriel Tang,was in compliants with the law, but those of Dinka in rulling made this allegation of Gabriel being capture. He was not capture, he was in full love for southern sudan. But, those of Dinka were in full tactice for assasination attemp to Gabriel Tang.

    To my brother liberator,please distance yourself from supporter of Naath cause. He is Not from Nuer,is a pure enemy from North who killed NGOK DINKA last weekend.
    He claimed to a Nuer from south sudan,but he wished.

    It was sad that innocent people were victimized by the militias as well as south Sudan armies. Civilians have no power to tell criminal Gadet and his gangs to get out of Bul and as a result, their houses should have not been burnt. SPLA should protect them even if they suspect some of them might be supporting Gadet, they are still our people and shouldn’t deserve what happened to them.

    It’s very clear now that, the top Divisional commanders of 8 and 4 do not want to fight on behalf of the failed Government in Juba. More over they do not want to harm civilians in order to please their superiors in the SPLA GHQs at Bilpham.

    Generals Bol Koang and Gatduel Gatluak are the true warriors. they do not want the civilians to be punished for rebels insurgency against the corrupted GOSS.

    so, the slave hearted General Hoth Mai and Kiir have decided to delegate the burning of civilians homes disguies as military operations against the civilians to their respective deputies i.e Major Gens. Bol Bol & Koang Chuol of divisions 8 and 4 respectively. But this two Gens. may soon face international court if they do not come to thier senses and ceases these barbaric acts.

    Dear readers,

    No matter where you belong but as a southerner, Gen. Bol is right but my word to Gen.Bol is that: cooperation is not only needed from civilian but also from government, they(GoSS, Army Gen.) should not clings on leaders that have lost trust from civilians because of their tribal background or political affiliations. there is no perfect leadership but a game of trials, therefore, it should not be traditional leadership of ousting only at death as we claim intellectuality. give chance to those who want to try their style of leadership. if Bol was a good general who cares for lives of innocent civilians why should he allow rigging of votes by politicians? Mr. Bol should know that he is a national army officer, which does not means he belong to politicians of SPLM alone but to all Parties and should only evaluate their ideas.

    Hope some carriers will call you on these issues to let you know what others feel about you.

    Never change the name of the most respectfully leaders in our nation my friend:General Bol Koang is not Bol Bol,General Tang was no brought by anyone but he love his people by showing his charsmatic leadership that no one will go back to war as press by His Excellence President Kiir.I also agree with you that any community who will hide the rebels will automatically consider a rebel.

    Why don’t we talk of realities in our own government of South Sudan/Land. Remember Kuol Mayang, John Luke Joak, Gier Chuang and James Kok Rueah are not wanted by the people of Jonglei but the President Salva Kiir keep them always to gain in whatever ways to get wealth.

    In Upper Nile State, people like Simon Kun Puoch, Gen. Oyai, Pagan Amum who known to have mess up SPLM, Peter Aduok Nyaba are not popular hence not wanted at all. But the President of GoSS keep them for gain.

    In Unity State, only one man is waiting to be butchered any time by the people of Bentiu. That is Taban Deng who became a Dinka man the other day. He was officially given three military tanks, three Zhuu 22 and six 12 point 7 and plus many other weapons to inorder to kill people of Unity State. People of Unity State did never vote for Salva Kiir during election.

    In politics, it is about equal distribution of resources and these resources could be in forms of money, items and positions in a real democratic Government.Why did the President give the three ministerial positions to unpopular Shilluk men; Pagan Amum, Gen. Oyai and Aduok Nyaba, yet the Nuer are majority in the state? Is it not the cause of insecurity in the state created by the president for the people die.

    In conclusion, the peace would only prevail if there would be equal distributions of resources and positions in the South sudan, otherwise we will have no government.

    I think there is no so called lasting peace in Jonglei State, till we crach out Koul Manyang and Mr.Kiir,they have no visions for the people of the Southern,but power and money only they want,the time is approach for them,cdr.Athor and cdr Yauyau,are praparing themselves,no tanks and vehicls in the rain season.

    No you are wrong in that point, how come ,Tanginya is due to be send to ICC because of the life of many people he killed and looting of properties aiming his rifle to the government of Southern Sudan.

    only ICC will justified him.
