SPLM calls for international intervention over clashes in South Kordofan

June 6, 2011 (JUBA)-The leadership of the Sudan People’s Liberation Movement (SPLM) on Monday called for immediate international community assistance over armed confrontation it says was instigated by the National Congress Party (NCP), to provoke a return to war between the south and north in transitional areas.

It also claimed the SAF mission in Kadugli to be instigate the resettlement of the region with Arab tribes.

The former rebel movement which became the official ruling of the semi-autonomous region of South Sudan made the remarks in which it blamed the international community of turning a blind eye to crimes it says were being deliberately committed by the NCP.

This came following reports of armed confrontation on Sunday and Monday involving elements allegedly loyal to both to the southern army, the Sudan People’s Liberation Army (SPLA) and the north’s Sudan Armed Forces (SAF) in South Kordofan.

Bol Makueng, secretary for information, culture and communication with the SPLM on Monday said SAF troops entered Kadugli with tanks and heavy artilleries and have started attacking civil population in the area with intention of re-settling the land with Arab tribes as it has been alleged occurred in Darfur and Abyei. 

“The Sudanese Armed Forces entered Kadugli town yesterday on Sunday 5 June 2011. They entered with tanks and heavy artilleries mounted on vehicles. This is after taking positions at strategic places around Kadugli town, especially at the airport to allow delivery of the military hardware to arm more militias in the area”.

“Their mission is to disarm Sudan People’s Liberation Movement component of the Joint Integrated Units in South Kordofan and to clear the area of Nuba in order to settle Arab tribes there as done in Darfur and Abyei. This is a clear violation of the terms of Comprehensive Peace Agreement”, reads part of the release obtained by Sudan Tribune on Monday by the Secretariat of the SPLM.

Arnu Yusuf, a SPLM Secretary General for South Kordofan state confirmed the attack which he said was initiated by “hooligans and enemies of peace and democracy”.

“Yes, there was an attack by armed criminals on civil population in Umm Dorein and in three other places yesterday on June 5, 2011. There are casualties. Some innocent civilians were killed and others have fled the area”, said Yusuf.

Yusuf denied claims that the incident was initiated by supporters of the SPLM reported to be unhappy with May election results. The South Kordofan election was won by the NCP’s Ahmed Haroun, who is wanted by the International Criminal Court. Although the election was internationally accepted, controversy still surrounds the result.

He said an investigation into the cause of attack on civil population would be conducted, in order to diffuse the tension and escalation.

Musa Kaka, a senior member of the SPLM in Nuba Mountains denied that the fighting in the area was started by members of the SPLA in Joint Integrated Units (JIU). He claimed the fighting was initiated by the SAF.

“The Sudan Armed Forces in Umm Dorein and in three other places started the fighting. They entered a camp in which SPLA members of the Joint Integrated Unit lives in Talodi on Sunday and started misbehaving”, said Kaka, denying reports that some SPLM supporters stole money in agriculture bank at Talodi branch.

“These reports are not correct. The reality has been twisted. No SPLM supporters in the area have entered Agriculture bank to steal. The reality is that bank officials acted in collaboration with some soldiers from the Sudan Armed Forces took the money and claimed the money was taken by the Sudan People’s Liberation Army in order to escape from taking responsibility”.

“I repeat. There was no citizen from the area who has taken any money from the bank. The money was stolen by bank officials who acted in collaboration with some soldiers from the Sudan Armed Forces. They attack SPLA component of the JIUS in their compound just for covering purposes, explained Kaka.

He argued that there are no any armed groups in the area which can initiate the fighting apart from enemies of “peace and democracy “he said cannot be done by SPLM. “Our supporters are responsible people and people who advocate peace and dialogue. They support and prioritise dialogue as alternative to resolving differences. This is nature of our people in the Mountains. They are generous people and not naturally thief,” he explained.   

He reiterated that the SAF carried out the attack on the civil population with intention to remove local inhabitants from areas of their ancestors to settle Arab tribes.

“You do not need to ask who initiated the attack if you have been following current affairs. The Sudan Armed Forces appeared in Kadugli town yesterday. This is in preparation to launch offensive operation against Sudan People’s Liberation Army component of the Joint Integrated Units in Kadugli”.

“They are also intending to attack villages believe to be stronghold of the Sudan People’s Liberation Movement. They are acting in response to recent declaration of war by President Omar Al-Bashir on the Sudanese people. So, Sudan Armed Forces are executing orders by intensifying slaughtering activities in Nuba Mountains just like they are doing against the people of Darfur”, he explained.

Earlier, Bol Makueng, head of information, culture and communications in the SPLM southern sector said the Sudanese people in the three transitional areas of Abyei, Nuba Mountains, and South Blue Nile and the people in Darfur, are being killed while the international community pays little attention.

“Omer Bashir is committing these crimes one after the other because SPLM and SPLA are peaceful. They do not want more Sudanese people to die after the signing of the Comprehensive Peace Agreement (CPA), because Sudan has experienced violence and death of its people for too long. So, the NCP thinks this is weakness on part of SPLA/M”, said Makueng.

He accused the NCP of having started arming militias to commit atrocities in Darfur, Abyei, Southern Kordofan and Southern Sudan immediately after the signing of the Comprehensive Peace Agreement.  

 
“Neither legal measures nor military confrontations have been taken against them. And so the NCP consider it as weakness of the SPLA/M and the international community, which are guarantors’ of the peace accord. The NCP also stole the oil money, refuses to implement vital protocols of the CPA like referendum in Abyei, popular consultations in Southern Kordofan and Southern Blue Nile. Ignores and defies the call to adhere to the CPA’s protocol on Abyei, the work of the Abyei Border Commission [ABC], the Hague arbitration yet the international community failed to put more on the National Congress Party to honor the agreement. The CPA guarantors, IGAD countries and the United Nations have provided little attention on these violations. They have done very little”, he explained.

Makueng continued to argue that, throughout the CPA implementation, the NCP has been caught red-handed distributing arms with a helicopter he said was captured and shown to the whole world yet the international community, particularly, the CPA guarantors and made no investigation.

 

“There was no condemnation either. It was left to SPLM to handle it alone. During referendum for the Southern Sudan early this year, the NCP planes bombed Northern Bhar el Ghazal and Western Bhar el Ghazal states. As usual, the local population suffered loss of lives and material destruction. There was still no challenge to Omer Bashir who has assumed himself the Hitler of Sudan. NCP rigged elections to install the most unpopular and an ICC wanted person, Ahmed Mohammed Harun, in Southern Kordofan as governor. Again, this crime against democracy and freedom was left to SPLM alone in Southern Kordofan to challenge it. Why? Where is the international community? Are CPA guarantors, asked Makueng, explaining that  SPLM will continue to maintain peace, although a loner in this endeavor and so there is no going back to war?” asked Makueng.

 
He said the voice coming out from South Kordofan is calling on all the peace loving Sudanese and democratic forces in the country to stand up in solidarity with people of Abyei, Southern Kordofan and Southern Blue Nile and to reject and denounce the NCP’s war monger attitude.

He called upon the international community, the CPA guarantors and the Intergovernmental Authority on Development countries to rescue the Abyei protocol, the protocol for Southern Kordofan and Southern Blue Nile, and to stop the NCP from returning the country back to war, adding “All organisations and individuals of good will to support victims of the NCP aggression”.
 

A staff member of the UN office in Kadugli has confirmed the rising tension in the area and that their movement has restricted to the camp.

 
“We have been in the camp since Friday. We have not been able to leave the camp because our movement is restricted because of the security situation outside. Our national colleagues have not been advised to stay in their houses until the situation stabilizes”, said an official from UN office in Kadugli who did not want to be named.

    Aguer needs to stop this message of saying that is NUBA and BLUE ISSUE. Aguer knows nothing about the core ideals of SPLA since he was just with SRRA during the war. If these are not your ideas, then you need to quit before you get into trouble.

    International community and UN will not help the innocent population in the affected areas when the escalation occurred. They will run and hide since they are meant to fight but to alert the world for what happen. For me,i think SPLM/A has endured several aggressions that NCP attempt and these caused lots of lives then the fight itself. So, Now the responsibility will be for SPLM/A to serve the lives of innocent people rather than keep requesting for international groups. We understood what Omer Bashier said a month ago and the rest of their commanders against the South. Bombing of civilian occurred, Abyei invasions, attacking in the Nuba mountains, dishonoring of Abyei protocols. Now have faults if the SPLM/A response?

    President Gen. Salva Kiir Mayardit should realize the important of unity among his people of the South Sudan. He should not always use or declare wars against his own people like General George Athor, General Gatdee Yaak and others who remain in the history of struggle the heroes.

    Why doesn’t he now declare and retaliate against Arabs who by force took Abeiy and are fighting in South Kordufan State? And you are ready now to declare, you must know who would lead this operations, because you have already divided the armies into tribal categories.

    We know very well that you did appoint James Hoth Mai, as SPLA Chief of Genral Staff not because he is capable, but just to sideline your deputy in the army General Matip Nhial and other Nuer top officers for fear.The second reason for the appointment of James Hoth Mai was to help you keep some state governors like Taban Deng, Kuon Puoch, so that you would be part of 2% oil beneficiers/parasites.

    We know very well that, you are just copying old fashions of personal rule of African Politics. This was possible before 1989 to 1990 because of the World war II.

    Presidnet Salva Kiir needs to be taught the meaning of Nation-State because he to triblistic in his erra.

    This is a serious violation to CPA document. It’s understood that NCP has done a lot in these two transitional areas and the International community turn a blind eye to the situation both in Abyei crisis and now the Nuba Mountain. And no doubt that the SAF will advance to Blue Nile at any hour. What the hell is the UNSC and IGAD bodies are doing? Does it mean your involvement to resolve crisis comes only when the two groups involve in fighting each other?

    I lose confident in these groups who called themselves peace mediators or makers. Rather i term them as war lovers and war initiators. It is a general task for all black people in the entire Sudan to wake up and face these criminals call Arabs. It is time to respond to any aggression instead of calling for war initiators to intervene. We have gained a momentum during these five years and i believe that the black citizens of the Sudan will overthrow the poor leadership of NCP under dictator Bashir.

    My friend Kirr knows he has divided people of south Sudan on tribal lines that is why he is continuously calling for international community.

    I agree with you that the international community will not do anything but Kirr will not do anything either because of his tribalistic nature. No body is prepared to fight my friend. May be he can mobile his own tribal members who are looting south Sudan resources to fight.

    International community and regional bodies can not stop NCP aggression. It needs unity of south Sudanese to defend themselves.

    Let us challenge Kirr’s government to bring strong unity among south Sudanese instead of practicing tribal politics. International community and regional bodies are good in counting dead bodies and reporting events but never dream of them stopping an aggression on south Sudan.

    If you don’t know, please be reminded that nobody will die on your behalf.

If the South doesn’t stop their stupidity they will find the NCP in juba by next week… If SPLA thugs dont stop their stupid polices they will play hide and seek in the Ugandan boarder like they used to do and never see Juba again

    If SPLM/A is united what caused Georgae Athor, Peter Gadet and many others to rebel. Be rational my friend. Denying facts will bring more division among your SPLM/A party. If you are not aware there are already rumors of some generals in SPLA not respecting orders from their top officials. Is this unity you are talking about?

    Stop working with likes and dislikes as well as tribalism, otherwise you will be caught by surprise and believe what I am saying later.

    Most of us if not all love south Sudan but we need to tell our leaders what is wrong and appreciate what is good for betterment of south Sudan. Don’t support blindly!!

    I think the Nubian people are aware the speeches which this indictment Omar al Bashir gave recently. It is true that, Sudan will have a nationality problems something Nubian people must be ready to defending their land from Arab. Omar al Bashir said, he want to established West region of Kordofan and those people in West of South Kordofan are known to be Arab tribes including Messriya. Seem to me that, there will be a land problem where by all Black tribes will united against those who want to push away the native from their motherlands.

    According to Bashir’s plan, they says, South Kordofan State maybe they will join Southern Sudan for sure and they are trying to create Arab land within Nubia Mountains land, on the other hand also the Arab in Sudan will actual faces an isolation from the rest of African communities in Sudan and will be deny by many Black African tribes to claim any land, because a lots of Sudanese none Arab have understood very well that, this people they were coming in Africa continent to disriminate the real African people. All Nubian must united and told Arab to stayed away from Nubian’s land. Before the SPLA/SPLM Movement, some tribes in Sudan did not even know that, Arab are so racial ethnic who dislike other none Arabs.

    Well, I think people should thanks the SPLA/SPLM Movement for their acknowledgement this racism of Arab in Sudan. People should not hope for International Community rather than, cooperating each others and try to deal with Arab conquere. African tribes in Sudan should be united and find the way of defeating this racial government in North Sudan. Their agendas are very clear in veryone’s mind that, they are getting ride of none Arab in Sudan. On the call of International Community to act, does they don’t know Omar al Bashir was indictment by the ICC Judges.? Does International Community don’t know about indictment was been conducting too much killing since he was been indicted so far.? The International Community knows every things in Sudan but they don’t want to take any action because Africa was been abuse so many years and the U.N. Is not the organization who can help African from their dictators who are supposed to get arrest as much as possible.

    Certainly, it would be wise for those who loss patience from the International Community such Southern Sudanese people, Darfurian people, Nubian of South Kordofan and people of Blue Nile to tells U.N. And others personnel to leave Sudan because there is no need for U.N. To be in Sudan when the real criminal dictatorship man is killing any human beings in the Sudan. Personal, I don’t see any reason why the U.N. Should be there in Sudan when they are become helpless to Sudanese people that, are dying under Omar al Basir. I appreciated the ICC Judges although Omar al Bashir and his NCP are still continues killing innocents people in Sudan, I do not blame them but U.N. And the International Community yes. The action which was been taken on Libyan leader was supposedly to take place in Sudan first if the U.N. Was the organization who can take care of human beings on earth. God is more powerful than those who abusing Africa such as Arab.

    NCP and SAF, would it be aggressive to threaten or respect CPA? Those who respect the rules of CPA they are not Submissive. Fear God on what you are all doing against Southern Sudan? If International communities have layoff their management on those issues, what is conflict resolution for war of 21 years? I am not lonnging for international communities, the same habit, is very hard to listen but feld of happiness when children of Sudan suffered. If you made it fuel of bussineses pleased let those NGOES helping those who are suffering. SPLA/SPLM should put their trust on why they fought against Sudan government? Don’t put your perception on South alone, advance as well as you belong in South- Kordufan and South Blue Nile, advance ahead, advance ahead, we are the people who have been merginalised,the same Spirit who do not like be slaved is not submissive. Respect rules of CPA ,matter of one Month? and liberate those souths Kordufan and Blue Nile, don’t accept those proposal against CPA rules,Arab used to create problem iam not ready Arab office of hut in general Southern Sudan. Don’t accept an exchange of rules with Northern Sudan. SPLA/ SPLM should full up their stocks and depend the border of Southern Sudan.

And inaddition to that, you must also know that the SPLM/A is well prepared to responses to these aggressions sooner than later without yours and your likes participation. Moreover you must also know that your silly blackmailing of the president of ROSS will not distract him either and therefore, it would be wise for you and your likes to look at the bigger picture and stop tampering with nation’s affair for one’s greediness or else you will soon be isolated.

    Surely it is the root of starting another war and if the international community doesn’t intervene then South is in terrible condition, we shall not response to what SAF and its NCP are doing right now because it may interrupt our independent. Our people must be lenient to allow us reach our dream nation. Now it upon us to call international community to intervene because the logic behind this is the calling of another war by the north and that will never work.as a nation I’m confident that nothing will defeat us after independent.

    South Kordufan is part of Sudan. It has nothing to do with south Sudan. If you want to call the international community call it to stop the daily killing of hundereds of people by the SPLA in the South.

    If the SPLA wants peace and to celebrate his new state then they can get it quite easily. If they want to play games like the game they played in Abeyei they will get the right answer at the right time.

    Obviously there elements in the south who do not want peace and they want the turmoil to continue so that they could maintain their postions in the SPLA leadership. Abeyei thugs militia want to maintain their hegemoney over the SPLA by any price , even by driving the whole country into war again.

    The Nuba are an essential and dominant ingredient of the north Sudan. To resettle Arabs or non Arabs is our problem , it is not your problem. You have only one month to have your own country and it is far better for you to mind your own bussiness. It is far better for the poor,starving, and marginalized southerners if the SPLA stops looting and looks into the problems of the south. People there need peace, food, education and health care. They don’t need war or want.

    SPLA should withdraw immediately form south Kordufan . It is part of north Sudan without any dispute.Any presence of the SPLA in south Kordufan is a presence a foregin power in our country and will be dealt with accordingly.There is nothing called NCP army , it is the Sudan Armed Forces. All of the Sudanese are behind their army.

    The SPLA should restrain its loose elements who want to restart the war again. If it started they will be the first to run away to their mansions and fatty foregin accounts abroad. The innocent and the poor will suffer. They have looooted more than enough money but it seems that their greed has no limit. Southerners DONNOT want war. SPLA soldiers are deserting the army now in hundreds.

    It seems sometimes that you are logical, but in this one you are not at all. Yes, southern Kordofan and Blue Nile are not part of south Sudan, but the CPA gave them right to consult and decide on their relationship with the north, why does the NCP fear those consultations and instigates unjustitfied fighting. Is it not that they do not respect the CPA and thus human dignity. Why would they fight all over Sudan if they were not trying to subdue or kill whoever opposes them. The SPLA you talk about in those states are citizens of those regions where do you want them to go. This indicates the malintentions of Khartoum against the people whom they should be responsible of. those soldiers fought as SPLA but now are part of the north, and any person with little knowledge will know what to do with them to secure their future, not exposing them to be killed. You don’t have right to ask them to withdraw from the land of their forefathers, and hand it over to SAF. There have to be a negotiations between the former SPLA/M leaders with the NCP to solve the problem. remember the Abrabic saying “do not quench the fire with fire” which is true in the case of those regions, because if you try to quench fire using other fire it will errupt into larger buring fire that could burn many things. Remember also that in war there is no winner/looser games, one may loose today and win tomorrow, so please don’t be overjoy about what SAF has done in Abyei and is still doing in Southern Kordofan and Blue Nile.

    ((Eyewitnesses told Sudan Tribune by phone that gunshots can be heard all over Kadugli and stressing that the town is in a very tense situation following clashes that erupted on Sunday and continued today.

    They added that SPLA soldiers came down unexpectedly from nearby mountains and started shooting on SAF positions which prompted an intense exchange of fire.))

    SPLA came suddenly ” unexpectedly” , which means nobody provoked them! Would you agree?

    Please , nobodyis against consultation, Agar won the elections and nobody stopped him, Al Hilou lost in an internationally observed elections.

    Yes, I have read that but you left out the part which says SAF have controlled the airport, and have moved in with heavy artilleries which is forbidden by the CPA. Do you believe that SAF is not up to follow peace process. Even the writer of this article is not sure about the truthfulness of that information. What I want to say is that the parties should not utilize the army to achieve their desires, let the people decide their fate not the party. The SAF is use by the NCP even them it is a national army not a political wing of the party. Those former SPLA fighters in southern Kordofan and Blue Nile should be integrated into SAF according to the law of Sudanese national army, not by getting rid of them through killing. So, the moved by SAF to Kaduguli is none other than instigating war against these two regions as it happened in Abyei which have to be renounce by Sudanese peace seekers.

    I like what you , I likethe way you talk! Am 100% with you army and war is not a solution!

    Just allow me to remind you Kadugli and Kordufan is not part of the CPA as far as the millitary deployment is concerned.Power sharing and poular consultation are the main ares of cpa.Only very restricted areas where there was fighting in the past where there is a un patrol.

    This is a tactic to involve the UNIMIS in south Kordufan to satisfy foregin agenda and to interfere in our internal affairs. It wont happen.

    Foreign agenda is not in our interest and 100% is not in your interest. They work for themselves even if they could let us fight for another century!

    I think UNMIS can do anything to provide security needed by those citizens living in southern Kordufan and Blue Nile. The logic is that who will secure their case if the SAF and the Khartoum government are threatening them to surrender their weapons without prior negotiations with the government, and without giving them their right in the CPA to consult and decide their future. Why would SAF interfere in the region govern by the local authorities and the Joined Integrated Unite before the CPA is over. Is that not instigating war in a peaceful region? I hope the authorities will come to their minds and see what they could do to solve the problem of arm military in the area without using force to subdue them.

    Mlik Agar is the deputy chairman of the SPLA. He is the governor of Blue Nile state in a fair and clean election. He should abide by the constitution, wdhich says that there is only one army in the country , that is the SAF.The CPA stipulated that the SPLA should withdraw from the north 3 years ago. Now the SPLA is saying these are not Southern soldiers!Therfore they should disarm and the GOSS should not interfer, it is our problem.There is no fighting there! Nobody need protection!

    Al Hilou lost the elections in a fair and clean elections as testified by the international observers. Now the SPLA is starting a war there in the same context as Abeyei. The SPLA is not the Nuba people , and cannot claim that it represent all Nubians or the majority of them! The war was not started by the SAF. So whom do you want the UNMIS to protect?

    At least it would be logical if you call UNMIS for protection in south Sudan where the selection of the candidates were faked and the election itself was a big flawed. The real winners became loosers and the selected candidates were kicked out.People are suffering beyond immagination. Daily killing is the normal practice.Tribes are leaving their usual and normal habitate for fear of killing and looting. What you read about here is only a very small fraction of what is happening. Come and listen to the returnee to the north, as one of them who lost 30 cows told me ” there is only ( Katil and katil shean khlas) ” only killing and very ugly killing. He told me the SPLA soldiers are refusing to fight and added sarcastically to fight for what? The theives are taking all the money in Juba and left us without jobs or security. Believe it or not he is from Abeyei. The SPLA is disintegrating my dear and the south is in real turmoil.I think they really want UNMIS or anyother force , of cource not the SAF, to stop the killing , looting, enslavement of children and destruction.

    We donnot want this to happen because it will affect us very much and very adversly; believe me! Ordinary southerners are suffering beyound any immagination. The international media which is behind the SPLA and against us is turning a blind eye until every thing explodes and a genocide worst than that of Rwanda, as the chief of the CIA predicted, is in the making and soon will be a reality.

    Honest and decent southerners should concentrate upon what is happening in the South and forget about Arabs, Arabs, Arabs, Jalabba…bla..bla. Ironically we will be the first to blame and accused for whatever happen in the South without having any influence on it!

    I have no any problem with Arab as a nation, nor with Sudanese whose roots can be traced back to their arab ancestors, my problem is with illogical political conclusions. For example, those SPLA soldiers in southern Kordufan and Blue Nile as I said before were part of the SPLA, but now they are in the northern part not the south. So, it is not even a unilateral decision wither to integrate or disarm them, it is something to be negotiated upon for the sake of the whole region’s security. Now the SAF wants to disarm them forcefully is that what it means to secure the area? here I am pointing to the same mistakes the Sudanese arm forces committed in history of their struggle with the south, and that could even lead to more complexities in the region. You also denied that there is no fighting which is not true, because according to yesterday report around 15 people are count dead because of the attack in the region of south Kordufan. We should be fair to our people if we want to achieve justice.

    Concerning, southerners who complain about the SPLA there may be some truth and false allegations at the same time. I am not very far from Sudan, yet southern Sudanese are the most selfish, visionless, defendants people I ever knew. They like easy things and sit idly complaining about small issues every day. they assumed that the government will employ everyone, educated or illiterate, and if they don’t do that, GoSS is seen by them as tyrant government. I see this move to be a shock of having autonomous government for the first time in the history of South Sudan. This is a matter of time and they will organised themselves into true citizens instead of having tribal minds. further, you have understood the upduction of children as an act of slavery which is not true since this idea is not part of southern Sudan cultures. Murle takes children because they adopt them as their own, may be for the lack of fertility among them, and I think the government should address the cause of the bareness among this people. So, whoever goes to the north complaining is not always saying the truth.
