South Sudan to mobilize $500 billion for future infrastructure development, Machar

June 29, 2011 (JUBA) – The soon to be independent oil rich state of South Sudan
will mobilize 500 billion dollars worth of investment for infrastructure
development in the next five years, says the region’s Vice President, Riek
Machar Teny.

South Sudan is currently one of the poorest countries in the world but
potentially rich with promising resources such as agriculture and oil, among
others. Currently its yearly overall budget is less than 1.5 billion dollars of
which 98% comes from its share of 50% from oil revenues.

The new independent state will need hundreds of billions of dollars of
investment in order to connect its territory, which is the size of Kenya, Uganda
and Tanzania combined with expensive roads and bridges. The region will also
build refineries and pipelines to transport its crude oil to the international
market.

The South also embarks on introducing real estates for decent housing through
direct foreign investment in the ten states as well as build hydro electric dam
to light the whole region, among many more expensive projects of service
delivery to the people.

In a press briefing on Wednesday shortly after his arrival to Juba from his
three weeks visit to the United States of America during which he mobilized for
support for the new independent state, Machar said he participated in the UN’s
special session of Economic and Social Council (ECOSOC) on South Sudan in New
York.

“The main objective in the ECOSOC is to mobilize the world to support South
Sudan and Sudan in different areas such as infrastructures, agriculture, rule of
law and good governance and etc,” he stated in a one page press briefing
document seen by the Sudan Tribune.

Machar said after independence the focus will shift to attracting investments in
the new nation. He said he met with a number of key investors during his visit
in the US who expressed interest to invest in the region after independence.

“With these visits and many more to come, the focus will be to attract investors
to come and invest in South Sudan and we want to build South Sudan to be the
best in the region and the world,” he said.

The Vice President expressed optimism that South Sudan would become the “hub” of
Africa, adding the nation is also geographically the center of the continent.
“70 kilometers away from Juba in Tali, Central Equatoria, this is where the
center of Africa is. We will build an airport in South Sudan where South Sudan
can be the hub of the African Countries and the world just like Dubai and
Singapore.”

“We will raise 500 billion dollars from private investments in the next 5 years
to build this nation to catch up with the rest of the world in infrastructure
development. There is no reason why we should not be the best of the best in the
region and the world. We have resources and we will utilize the resources to
benefit our nation,” he further assured.

He described his visit to the US as success during which he held several
meetings with officials of the US administration, Congress and the United
Nations on issues pertaining to the emerging new nation, the Abyei crisis and
the fighting in Nuba Mountains in addition to Blue Nile.

“The conclusion of my visit to USA was a success. Both the Congressional and U.S
Government officials expressed their support to the new state and to make this
state viable and support it in all areas.”

He said he also discussed with the US Congress the need to lift sanctions
imposed on Khartoum, particularly on oil sector, arguing that the continuity of
the sanctions will not only harm North Sudan but also affect the new state of
South Sudan which depends on oil facilities from the North such as the pipelines
and refineries as well as the export terminal.

While in New York I had meetings with UN SG Ban Ki Moon, UN President of the
General Assembly Amb. Joseph Deiss, UNSC Permanent members (USA, U.K. France,
China and Russia), the President of the UNSC and some UNSC non-permanent
members,” he added.

He further added that he also met with senior officials of the United Arab
Emirates in Dubai and agreed that a conference for South Sudan on trade and
investment will be conducted in October this year in Dubai. Machar who described
Dubai as “an outreach” to other Arab nations added that the conference would
also be sponsored by the United Arab Emirates.

“This will be an opportunity for all the Gulf and Arab states to come together
and support the new state economically,” he said.

The Vice President further revealed that South Sudan will open an embassy in
Dubai soon after independence to deal with issues on trade and investment.

    His vision has nothing to do with Gorial or any selfish intakes, if you can pardon me for my outburst. He is a leader and does not belong to a tribes or group. Riek vision is unavailable to tribalist who never respect or gives 110% to democratic wisdom. Let us support democracy and rule of law as he suggested and South Sudan may one day be “Best of the best”, or shall I said the bestest in the World. However, if we put tribalism before democracy and the rule of law, South Sudan is going to be our hell on earth and mark my words my friends.

    This new nation can quickly turn into First world with its huge resources and the power of vision as shown by Dr. Riek Machar if conducive democratic government with the rule of law is installed.

    The world through the hand of God can extend its rich hands to us and build our nation to the level of Dubai within the next five to ten years.

    I hope Dr. Machar’s visit to the US was really a success as he said.

    This will be a land flowing with milk and honey beyond any one’s belief.

    What is need is democratic government, friendly to investors and giant governments like the US, and then stop corruption and punish the perpetrators of corruption.

    Per a year we can manage to secure up to 100 billion dollars instead of the peanut budget of only 1.5 billion GOSS has been suffering under with corrupt officials.

    All our people are good to insult any leader for many reasons, like it used to happen to late Dr. John when he dies people are crying, look how they uded to insult him.

    I think that money can do some thing real and vissable to all interms of infastructure,the whole Roads in the new nation will be tarmack with in 5 years, all schools, Hospitals,huosing in every Boma, Payam, County,State head quarters will be build in a very modern way, but our level of corruption can not allow that,Bol Mel will say he will do the contract like the one of Roads, Airport.Quarry,supply of foods,Army hardware,even toilet papers,he can do but is he the only business man in South Sudan?

    Dr. God will give you wisdom to convience those investors to invest in our new country and all those u mentioned can be true and made reality and people will understand, one by one as it is always difficult of illetrates to agree but facts can convience them.

    Yes! Good news. I am delighted reading over the article and I found the hopes and ambitions are amazing. We must dream high in order to workout a vision that can be translated into action plan. I know all the world would come to our assistance and invest in the wealthy land of the South.

    Investors need basic – very basic things; a good government, peace and security, attractive investment laws and incentives. They need to sponsor viable projects that generate income for them.

    Therefore, the immediate and urgent need is to have a constitution and a good government. All other functions depend on these two pillars. All Southerners should be mobilized to take an active role in good governance and strengthening of peace and civil security. Tribalism has to be addressed relentlessly and the reasons for intertribal raids be eliminated. Institutionalized and professional army and police have to be in place.

    But, this will never be realized, if we have the jungle mentality in action. The concept of peace has to be promoted and replace the hatred and thirsty of political, military and tribal revenge. Good relationships based on respect and mutual interests with our entire neighbor should be built, especially with the GoS. The bad feelings and memories should be wiped away or (at least) be marginalized after our Independence Day. We must start as fresh as we can and avoid interference with others’ affairs or threaten their well-being.

    I hope we should have the right starting point. Investment and development are the easiest part of our struggle to stem up as a respectable and civilized nation. Can we do that please?

    That is what I have already mentioning on the article Sudan rank was failing/falling.

    There are many things GOSS need to solve particular, Dr. Riak Machar Teny as a V.P. and Son of Nuer as a whole. The problems like Peter Gatdat Yaka and many Nuer seem to get resupplying arms in North Sudan. The rebellion of Peter Gatdat Yaka that, turned to get ride on Dinka societies civilians, he must show that he is a Son of Nuer and v.p. of GOSS and have the ability to stop those people otherwise, it will be meaningless to say, you need investors to make development meanwhile, your tribe particualr, are making a big mess in Southern Sudan.

    Those things I would suggesting would be
    * Corruption, whoever being found within your ranks must face justice.
    * Tribalism, raiding on cattles which belonging to individual citizen, there must be a law that will deny such a crimes in Southern Sudan.
    * Desperation of leadership rather than, people should works together in trying to rebuilding new nation, the constitutions must be set too strong and there must be a follow up need and whoever, violating the constitutional is subject to law of the land.

    For development in South Sudan to be achieved within the expected time as stated in this article, the government needs to put in place prerequisite for that development to take place.
    These prerequisites include
    1. Physical, food and financial security for nationals of South Sudan in order for them to consume what the development might offer.
    2. Quality of human resources – training especially in technical education must be a priority if such development levels are to be achieved soon.
    3. Power – hydroelectric dams for large industries and other commercial activities takes a minimum of three years to build. There cannot be any meaningful development in South Sudan without cheap power and labour compared to regional countries.
    4. Infrastructure – especially railroad to a sea port for heavy industries and container imports, and the best international airport are crucial to development. These are projects that take three to seven years to complete.
    5. Strong legal framework/legislation on property ownership and protection
    Putting all these prerequisites in place takes sometimes before real development dividends begin to be seen. So raising high hopes and expectations may cause disappointment after five years without the expected development on the ground.

    Southern Sudan’s government wants the U.S. to lift sanctions on Sudanese oil, said Riek Machar, the region’s vice president.

    While U.S. economic sanctions imposed against Sudan in 1997 won’t apply to Southern Sudan after its independence on July 9, they will cover any parts of the southern economy, including oil, that benefit the north, the Treasury Department’s Office of Foreign Assets Control said in an April 12 statement.

    “We have no other way to export the oil through South Sudan, it is only through the north,” Machar told reporters yesterday in Juba, Southern Sudan’s capital, after returning from a three-week trip to the U.S. “Therefore, if it continues to be sanctioned by the U.S., this is not going to affect the north alone, it is going to affect the south.”

Three weeks ago he angered his boss – President Salva Kiir by undermining his position on South Sudan Interim Constitution. Yesterday, he arrived at Juba International Airport already forgotten his mistakes and began to fill his mouth with empty campaign promises of development only meant for self promotion and to demean Salva Kiir in the eyes of South Sudanese. He proclaimed false financial figures as the expected foreign investments in South Sudan within the next five years just to intentionally raise people’s expectations so that government development efforts fall below people expectation in the next four years in order to use that as a weakness to challenge Salva Kiir or another SPLM nominee in the next election.
    Dr. Riek Machar is a hypocrite who deserves to languish for long time in Bor Max Prison (South Sudan Guantanamo Bay).


    Salva Kiir was elected by South Sudanese as their president. South Sudanese know when to take their power from Salva Kiir and give it to someone they think will perform better than Salva Kiir but not Riek Machar to determine how South Sudanese government powers are allocated and distributed. South Sudanese did not mandate Riek Machar to do anything on their behalf but Salva Kiir appointed him vice president to help him in serving people of South Sudan.
    Riek Machar should not be allowed to stab his boss on the back again and repeat his 1991 rebellion against the people of South Sudan.
    He should not be given any more time to plan his next moves against people of South Sudan.
    People of South Sudan must take pre-emptive measures against this wicked man conspiracy. We have learned from his 1991 – 2002 actions and must not be given any more time to do his massacres again in any part of South Sudan.
    As soon as South Sudan independence is declared– please put him under house arrest and arrange him in court on treason charges including owning and financial a rebel group headed by Gatluak Gai in Unity State using South Sudan public resources.
    All South Sudanese are aware of this wicked man by the name of Riek Machar as an enemy agent among us.
    He is an enemy of South Sudan people and must be treated likewise.
    Conspiring against South Sudan people all the time is his best known duty. He poses himself as a reformed person during a day time but turns into a traitor at night.
    South Sudanese must disown Riek Machar and send him loose like his mentor Lam Akol or put him in jail.

    A simple question? Does Kirr know about investment? Kirr is dull president that is why where Dr. Riek went to lobby for south Sudan, kirr can not be able to do.

    So stop your jealousy about this man who is respected across the world. Kirr is acting as if he is taking care of cattle. Just see the draft constitution kirr is backing,if survey is done may be 80% of south Sudanese does not like that so called transitional Constitution. That is already vote of no-confidence. Kirr has already failed. Why kirr is insisting to impose this transitional constitution? Kirr should know that he is a head of people and not cattle that can be driven only.

    That is a remarkable reflection on the only big creature (Dr. Machar) in the Nuer society perse as the almost always claims an unchallenged status quo. It seems now the Nuer public is refusing his allegorical leadership where the rest of us are expected to be followers with no right to evaluate the records and performances of him whom we are expected to follow. That is why his disciples like Gatwech known us truth teller are overwhelmed by the simple fact that their god is utterly exposed by those they utterly thought are more willing to be deceived as long as life permits. Yes it is true that some of the SPLA/M has been corrupt but if logic has a room, people could utterly realise that the vice president is the most corrupt since the GOSS has been run as a private business with limited time to be forced out of business. In other words, Riek is in the clouds while some Nuer is on earth in terms of power. He (Riek) is restless about Unity State not because of the universal benefits which the citizens of that State deserve, but how to get hold of the 2% share that has been designated to the state in the CPA. Remember after Garang’s death and Riek became the vice president of the GOSS, he wanted to insert his wife into the governorship in Unity State instead of someone else even is former security chief. When that strategy failed, he inserts her into the ministry of energy and mining leaving behind all qualified Southerners/Nuer. Now he is running a profitable secret business with former president of Kenya in which his son Teny is a co-CEO in that business. Here is the question; is Riek treating the Nuerland as his own farm which he utterly loved and in which he utterly hate those live in it?
    Let’s me be very clear here Mr Nhomlwada. He [Riek machar] has no gut to be leader at all in Nuer themselves leave alone south as a country. He is a murder of innocents people of Dinkas not only Bor but most of Dinkas living in different part of the country.
    He [Riek] don’t have a supporter within the movement since he murdered some SPLA/M senior officer for being nothing but just because they are Dinkas, within this Gov. of Salva Kiir Mayardit which was elected by the people. Riek machar is still running the undercover business which is against his boss Salva Kiir.

    America’s yearly budget is more than three trillion dollars, not even billions.

    A single investor can invest up to 10 billion dollars in lucrative business. So, 100 billion dollars of investment per a year is not far from reality, which can reach 500 billion dollars in five years.

    I guess even one investor can built 20,000 standard houses to sell or rent to the government. And do you know how much in money those 20,000 real estate housing can be?

    What we need is only democracy, rule of law, friendly investment laws and security in order to easily achieve the 500 billion dollars of investment in five years.

    Southern Sudan has potential to become Africa hub, yes possibly but not in five years. I suppose this is an optimism which is nevertheless to materialize. I am sure by expression every man has power to do every thing he can to make his state and the world a better place to inhabit. To avoid this deliberate exaggeration for effects, in the last six years Southern Sudan government made much progress and also perform badly at some aspects. For sure there is no misgiving about this possibility if the resources allocated for each project end up in the hands of visionary leaders. I supposed it is an excellent future dealing if it’s transpired. However, let not be overwhelm because what happen during an interim period is an example of what is yet to occur. I am sure every person on earth has a pride for their nation, surely those who said they wanted to see their country that and that are common but those who work to see what they have done for their country are few. What am endeavoring to say is that there are innumerable consumer groups, those who create wealth for themselves with state assets. Some people see this as an astronomical amount of money, yes it is! But that does not rule out the possibility of getting that huge sum. We can borrow that half a trillion dollars. However, we need to vigilant for any future repercussion or we might end up with unrecoverable debts.

China will invest, but it will extract a very big cost – as it is doing here in Australia, buying up our land for the benefit of China only, not Australia at all.
