Kiir says next cabinet appointment to be based on qualifications, not tribal representation

July 22, 2011 (JUBA) – The first President of the newly born Republic of South Sudan, Salva Kiir Mayardit, has announced that his next government will be formed based on qualifications of candidates and not on tribal representation.

Kiir made his intention clear on Thursday while addressing officers of the organised forces in Juba.

Last week the president of the new state also said the next cabinet would be lean and broad-based in order to effectively deliver services to the people of the region.

The previous Government of Southern Sudan (GoSS) was composed of 32 ministers who are currently caretaker ministers in their respective portfolios. Out of the 32 ministers, 12 are from the Dinka ethnic group and 6 from Nuer community, leaving only 14 positions for the rest of the communities of the region.

It is not yet clear whether or not the appointments of the coming broad-based and lean government based on “qualifications” as intended by the president may also end up giving more ministerial positions to one or two ethnic groups or consider ethnic diversity.

The special representative of the United Nations Secretary General, Hilde Johnson, in an interview with South Sudan TV on Wednesday called on the new nation to work for inclusiveness in government, good governance and rule of law in order to secure a “solid foundation”.

Johnson said there was also need to consider ethnic diversity in the new nation.

However, Kiir told the organised forces that tribal representation would be effected at the state level, not at the national level.

    Important Independent Commissions

    1. Public Service Reform Commission (Analyze required skills and available skills in Public Service; work in close collaboration with Ministry of Public Service and Human Resources Development and other concerned parties on how to get required quality people into public service and recommends ways of upgrading skills of young people already recruited in public service)

    3. Human Rights Commission (Public Grievances Commission and Employees Justice Chamber to be merged here)

    4. Investment Authority (Ministry of Investment to be downgraded to Authority)
    5. Humanitarian and Resettlement Commission (Ministry of Humanitarian and Disaster Management plus SSRC to be merged into this commission – this commission principally deals with transport through to resettlement of all returnees, and liaise with NGOs on provision of food to returnees and all other vulnerable groups in South Sudan)

    6. Demining Commission (to continue to reclaim land from mines and unexploded munitions)
    7. Disarmament Demobilization and Reintegration Commission ( work in close collaboration with SPLA to demobilize and reintegrate back to communities excess soldiers and all none officers and none skilled personnel above 38 years old)
    8. South Sudan Retirement Fund Authority (to support large number of retirees – SPLA and public Service reforms will produce a lot of retirees who will require a special funds to support them )

    9. Peace and Community Reconciliation Commission (Ministry of Peace and CPA Implementation be downgraded to a commission)

    10. South Sudan Environment, Public Health and Food Safety Authority (To regularly monitor food chain health, license and approve all food and other home consumables imports and farming that may affect human or environment health directly or indirectly in the Republic of South Sudan. This commission will work in close collaboration with Grade and Standard and Licensing Directorates of the Ministry of Trade and Market Development, Customs and other line ministries to ensure what is eaten and use in South Sudan is good for humans, animals and environment health. This commission will also monitor oil companies’ waste management in oil producing areas).

    Other Important Institutions (Government money generating activities)

    GOSS should increase employment opportunities by creating parastatal institutions that are run exclusively on business principles.

    These parastatals include

    1. South Sudan Revenue Authority
    2. Nile Petroleum Corporation

    3. South Sudan Commercial Bank (finance social development programmes that benefits poor people)

    4. South Sudan Capital Market Authority (to ensure that shares for large companies such as KCB and Equity Bank are traded publicly to benefit people of South Sudan)
    5. South Sudan Housing Corporation (extend decent housing to lower class workers in South Sudan)

    6. South Sudan Meat Commission
    7. South Sudan Creameries Corporation
    8. South Sudan Produce and Cereal Board

    9. South Sudan Postal Services

    10. South Sudan Public Utility Corporation
    South Sudan Public Utility Corporation can further be divided into:
    10.1 South Sudan Electricity Corporation
    10.2 South Sudan Urban Water Corporation
    10.3 South Sudan Public Transport Corporation

    11. South Sudan Tourism Authority (to work closely with Ministry of Wildlife, Tourism and Hotel Industry Development and South Sudan Wildlife Service) to develop South Sudan as a domestic and international tourism paradise.

    in the first place what does the word ‘qualification’ exactly mean in the mind of president salva kiir? does it mean qualified liberator, qualified looter, qualified loyalty to benydit kiir or qualified what?

    i know benydit kiir wants to keep his dinka tribal looters to continue occupying most of the seats in the new cabinet and will claim that he appointed them based on their ‘qualifications’ when we will never know what type of qualifications.

    if riek machar teny dhurgon this time will continue to remain soft after independence and allow salva kiir to continue messing up the cabinet as he did for the last painful six years, we the people of south sudan will withdraw our trust and support from both of them.

    i believe ngundeng has rejected both of them and withdrew his blessing from them. we cannot afford to continue with deceptions about changes that never come while the nation continues to suffer.

    His next target is to get rid of all other tribes and fill RoSS with jonkoz. If qualification was really the standard, Kiir himself who is by no means unqualified, should be the first to go. But the so called ‘qualification’ of his, is just as simple as this kiirsm factor: whenever he appoints you, then you are qualified.     Be serious dude. How can Riek Machar oppose someone who has the right to hire and fire at will when it comes to decision making on hiring and managing those hired.

    On Dinka taking most seats in cabinet, you should know that Dinka is twice Nuer size; so if Dinka takes 12 ministries and Nuer takes 6 ministries; this is a fair representation for the two big tribes.

    People who should be complaining about fair representation are Azande, Toposa and Otuho, for these three deserves a ministry each; not Nuer to complain for unfair representation when the community had taken their full share according to their population size.

    and again, let me correct you that the dinka are not majority to the nuer, the reverse will be true in the next population census. that poor and corrupted census of 2008 was simply trying to appease your dinka community.

    where on earth can the whole population of renk county, fore example, be said to mean a dinka population simply because the commissioner is from dinka when the nuer are the majority in that place?

    that is what happened to other shared areas with dinka and nuer. can the bari community count the whole population of juba as bari population? you people are becoming mad and mad every day.

    as for riek machar, read my comment above. if he will this time remain soft under kiir’s leadership, we will withdraw our support from his and look for alternative figure who can make changes happen. don’t think you are lucky that you have used him for long time. enough is enough this time.

    Let us wait for next census but at least for now, we should use available data which puts Dinka at 37% of South Sudan population.

    Riek Machar of course will remain soft to his boss decisions as expected of the vice president of any country.

    Unless you want him to resign and be in opposition to criticize his boss decisions which is unlikely move to be heard of Riek Machar, considering the privileges he is enjoying now. Resigning from RSS VP position is the only way Riek Machar voice’s can be heard by his supporters who want him to speak up against his boss President Salva Kiir.

    For now he is the vice president of RSS and he has to implement his boss agenda as per the term of hiring stipulated in South Sudan Constitution. Forget dude if you expect more from him other than working for President Salva Kiir.

    Dinka are in 7 of the 10 south Sudan states. If you make it by region, there will be more Dinka in there. If you make it by qualification, there will be more Dinka with no margin of error.     Did the the alleged 12 Ministers (Dinka) came from one state?

    If not then, is it cool to deny a Dinka in Bentiu a position because a Dinka in Jonglei is a Minister?

    This is absolutely nonsense. Dinka people are citizens in 7 of the 10 states of RSS therefore they’re entitled to their share in home states.It doesn’t matter whether someone heading RSS is a Dinka or not, its their democratic right to be fairly represented.

    The appointment should not just be based on qualifications only but competence, professionalism and delivery.Because too many people have bought their papers from the black market which will make them be qualified but can not deliver and keep on giving most of his/her job to be done by his/her subordinates.

    It’s good that the tribal representation should only be effective at the state level because that where every county will be presented.

    I hope things will be alright this time and we want those who are practicing corruptions, tribalism and nepotism to prosecuted.

    The census results were not rejected but disputed. If 2008 census outcome was rejected, why are we using it for representation in parliament now?
    Census exercise is not a priority now, we will use the available census result till all insecurity had ceased to exist and people of South Sudan had fully settled. Do you know when will that be?

    Be prepared to hear of another census exercise after 10 years from now.

    But for now, Nuer must be contented with 19% or less share of South Sudan population as stated by most recent census results.

    If Dinka share of ministerial portfolios has to reduce in next government, expect Nuer ministerial portfolios to reduce too from current six to less than that. Lean and broad-based government means all current quotas will be affected.

    Stop applying your primitive mathematics here. If the Dinka community is present or scattered in 7 out of 10 states of South Sudan, so what?

    They will remain least minorities in those states when the true democratic system is applied someday. They will speak the languages of the majority in those states through elections.

    If you have 2% of Dinka population in states where the Nuer are the majority that will make the 2% to get acculturated into the Nuer society and speak Nuer language.

    You think it is good for you now because you only see the short term benefits but in the future you will cry tears as you get extinct and become others.

    It is a bad policy for Salva Kiir to appoint a Dinka minister to represent their 2% presence in states that are 90% Nuer or other tribes.

    In Warrap state there is the Bongo tribe but they have not been represented in GOSS. True also there is the Jur beli tribe in Lakes state but the Dinka represent them at GOSS.

    Is that what you called fairness? I guess this time you will be seriously challenged since we have achieved the independence we did not want to spoil its process.

    I appreciated you on that point the next cabinet appointment would based on qualifications not tribalism state selections but be careful there are some people with qualifications are unwilling to work hard once the receives their $ definitely, will start journey going to abroad where he/her grew from and there are some people doesn’t have qualifications but with work experiences ( examine them all ). Furthermore, let Police have one system from ROSS level to all Ten States and we are fed up with lawyers of Republic of South Sudan also with their (Arabic) and protecting corrupts people. thanks to readers

    Mi diit is right. It is the usual inconsistency in the leadership of Salva Kiir that he allows the application of the census results which his government had rejected.

    Salva Kiir doesn’t stick to what he signed. Look in the transitional constitution he signed that it is illegal to use Arabic language in the Republic of South Sudan, yet he is the first to officialy violate it. He still addresses official meetings in Arabic.

    He made the order circulated to ban the usage of ‘Excellency’ except for him, yet the people continue to use it.

    If the parliament applies the disputed and rejected population census, then it is the usual confusion of inconsistency and incompetence in the leadership.

    If I got it right, I think Mi diit was not complaining on behalf of the Nuer community alone. He was complaining on behalf of all the other communities that are under-represented in the government.

    Unfortunately, you the Dinka want or expect the Nuer to keep silent because they have gotten their share after yours. That is not fair!

    The Nuer should also complain on behalf of the other silent more than 60 minority tribes in South Sudan. This is always a natural feeling among the Nuers. They don’t feel good whenever others are mistreated.

    Whom are you lying to? Many Nuer leaders had been falsely complaining about their under representation not about others.

    Peter Gatdet, Gatluak Gai and all Nuer militias took up arms against GOSS for alleged domination of government by Dinka in expense of Nuer.

    Majority of current Nuer leaders and aspiring leaders are self centered people, never lie that they are fighting for others.

    There are lots of Dinka who are currently looking for jobs in Juba, Bor Town, Torit, Wau, Rumbee, Malakal,Aweil, etc with Master degrees, leave alone the bacholars. They can’t find jobs right now because of tribal discrimination. My friend wake up. Koryom was 99.8% Dinka and they fought 10,000 arabs to open the future of the struggle.     Stop lying. Those bachelors, masters or PhDs holders of Dinka are fake papers bought with money in East Africa and Europe. Even Salva Kiir bought his certificate from his Dinka man called Jok in Nairobi who used to sell those multiple certificates. Kiir also bought his empty PhD from Kenya with 100,000 dollars while he never attended any university class in his life. Don’t worry, someday those fake certificates of yours will be scrutinized and 90% of them will be thrown out into dustbins. You will be forced to go back to school and get proper certificates before you get employment.

    I am wondering about having Ministry of Education, Science and Technology and Ministry of Technical and Adult Education. I thought the human resources where technical people come from where trained by the Ministry of Eduction, I don’t even want to put “Science and Technology”. It could only Ministry of Education. Science and Technology can be a commission.

    In addition, when you said Ministry of Agriculture, somebody will really understand clearly that livestock and forestry are included in that institution. You only name livestock or Forestry for research institute. Naming everything like Kenyan policy is stupid.

    If you said there should be Ministry of Agriculture and Livestock and Ministry of Environment and Forestry what are talking about Mr. Expert? Do you really understand these Four key words, Agriculture, livestock, Forestry and Environment.

    Let me give you a clue, livestock and Forestry are agriculture terms and they are practice as agricultural activity but Environment is broad, it is where agriculture is being practiced; it include Meteorology or in lay man language weather (rainfall, temperature for agricultural purpose) and pressure, temperature, wind for aviation or air transport services.     To he or she who wrote this atticle, i want to make it clear to you that the paragraph of 32 ministers is where i need to give you my comment.

    First of all if ministers were to be distributed according to the state since you know very well that South Sudan comprise 10 states,how many ministers according to you do you think a state can take ?

    To my own understanding a state can probably be 3 ministers mutltiply by 4 states of Dinka community which is 12, this excludes other states like WBG which is partly Dinka State as well, During war, Dinka were the majority in the army and lost many lives, if allocation of ministerial positions were to be distributed according to % of who contribute most, then Aweil would be the leading followed by Warab, lakes and and Upper Nile as well as Jonglei and Unity, I think Equatorian won’t even be considered in any position.

    Think twice on this.

    Appointment of the cabinets through their qualifications is not a bad thing. That is the kind of system which we needs in order to make our Southern Sudan Government as a functional government with a strong base governaces laws and stable democracies. But, however, I doubted for one thing. By the way, did the president of Southern Sudan Salva Kiir Miyardit qualified in the position of presidency which he is holding right now in Southern Sudan?

    I am pretty and definitely sure that Salva Kiir Miyardit is not a qualified leader rather than assuring the Southern Sudanese people with admonishing word. For instance, pointing a finger to the people when talking or giving a speech to the audience doesn’t mean that once is qualified to lead the people or he is a toughtest leader. Also, “Pointing finger is a warning or threatening” in other word. Whom is Salva Kiir Miyardit threatening- the Southern Sudanese people or Omar Bashir? Who is Salva Kiir Miyardit? I have never seen Salva Kiir pointing finger on Omar Bashir who is his real enemy to him, but I saw Salva Kiir Miyardit talking roughtly to his Southern Sudan citizens. Does it means that Salva Kiir is a leader? “A matter of luckiness is the one that tossed Salva Kiir to be a leader”. I rather chose Omar Bashir as a leader even if he is our enemy. Salva Kiir Miyardit is not a leader completely. I totally disagree him, and whether people like it or not, I am still remaining in my footsteps. The matter is that, people who are fools always can not distinguished who is the right person to bring prosperities. That is why the stick on a pseudo-intellectual people assuming that he will liberate the people, but in reality, he is pushing the people back.

    In the future, the people of Southern Sudan will regret about Salva Kiir like the way Ugandan people have regreted about Idda-Amin Dada.

    I do agree with you my dear. When time for freedom came, people who brought the freedom are not well considered. It is true that the people who fought for freedom are the people from Bhar-el-ghazel,Bor,Ngok and some other miscellenous tribes. Mr Garang, Iam telling you the truth.The way we were been attacked by Taposa in Magooth in 1992 was really bad. About 5 jech la mer were wounded, and 5 others were killed on spot and those who were killed by Taposa were all Dinka. No Nuer,nor no one of Equatorian either. Why Dinka died like a fly? Do Dinka like death? So,it is not something very nice when we see Salva Kiir abusing the leadership. Those who are supporting Salva Kiir Miyardit’s leadership are just supporting it for the seek to make money,not just because that there is a good leadership which Salva Kiir is doing. Salva Kiir is confused about what to do. On my side, the blame is on him because his eyes are not working good.

    sorry that only the dinka died like flies as you said when they were attacked by the toposa in 1992. may be they tried to loot the cattle of toposa and the revenge was effected.

    i like the way dinka bor have changed after independence because they failed to overthrow salva kiir’s leadership before july 9.

    weeks leading to the independence, dinka bor expressed their dislike of salva kiir and wanted to overthrow him before that day so that they raise the flag themselves.

    that failed because the nuer and equatorians did not stand with them. please iam not making rumours. the plot was all over and known by even small kids.

    it was also confirmed by some dinka bor senior officers while trying to deny it.

    read the article written by major general malual ayom dor, the director of military production in the ministry of spla affairs in juba. he posted it on southsudannation.com under the title, “Call your self-loyalists and others not to get ministerial positions.” he attacked salva mathok’s earlier article and denied that there was any plot of coup de’tat against kiir mayardit.

    now i also hear dinka bor members appeasing salva kiir with good words calling him general kiir mayardit, something they did not want to spell before.

    HERE IS MY PROPOSED SET OF QUALIFICATIONS FOR CABINET POSITION.

    those who aspire for ministerial positions among the 500 splm members and other political parties must meet the following “qualifications” in order for the president to appoint them.

    1/ must be a south sudanese by birth.

    2/ must be at least 35 years and above with the exception of the ministry for youths and sports.

    3/ must have a masters degree or phd.

    4/ must not have involved in corruption scandal for the last six years.

    5/ must seek only for appointment into his or her specialized field. for example, ministry of foreign affairs for those are qualified in international relations and diplomacy and have experience for at least 5 years in the field.

    5/ must be loyal to the nation (south sudan) first, then to one’s political party second.

    6/ must be development oriented.

    7/ must be free from tribalism and nepotism, take oath to remain free from such character, or else face dismissal when found out.

    8/ must have been a staunch supporter of self determination that brought us the independence. he or she must denounce united sudan vision and swear never to conduct underground contacts with north sudan to conspire for unity or confederation again.

    9/ must not be a drunkard, and

    10/ must not be a liar.

    If that criteria is met, our nation would develop and join the first world nations in five years. the president would also change because he would find it difficult to chair the cabinet meeting of such highly qualified and dignified figures.

    Those rumors about some people from Dinka community planning to overthrow the government of South Sudan were a work of the enemy of Dinka people in particular and South Sudan people at large.
    The enemy was trying to create confusion thinking that people they were trying to bring into conflict were shallow minded people like other people they had deceived in the past to cause havoc in South Sudan. Fortunately, the enemy was humiliated and failed miserably in his ill wishes.

    Dinka people will always remain united at good times and bad times.

    Forget if that was the only opportunity you were hoping for to cause confusion among Dinka people so that you might have chance of taking power.

    Shallow mindedness is a trait known to certain communities in South Sudan but not Dinka; otherwise you would have been slaves now in Khartoum and Middle East if Dinka people were that shallow minded as the enemy would think.

    Dinka people are still united under Salva Kiir leadership as they were under John Garang leadership. Dinka people will continue to unite under Salva Kiir leadership till Salva Kiir hand over power to another person in peace.

    If Arabs could not manage to break Dinka bonds during the war, who are you now to devise those shallow strategies of division among the backbone community of South Sudan.

    To be honest, I fail to understand your personal stance.yesterday I read one of your comment pretending as a topical Dinka and yet you seem to be an anti-Dinka communities. In brief,being a tribal minded suporter wouldn’t take us a head and I wish all tribal minded commentators to should start refraining themselves from dealing with tribal critism since tribal as nothing to do with our national development.

    As young nation, it would be wise enough for us to start grading whoever in the government according to his/her deeds instead of taking side base on tribal line.

    For your information, you needs to digest the word first before you make a response. What had happened in Magooth in 1992, it was not a looting of the Toposa’s cows by Dinka like the way you had rounded it in your own word. It was really an attack and I was there myself and therefore, I witnessed the attack. So, it is not a joke. For you, maybe you take it like the way Nuer People ignored things first until when the see something to eat. After they see it, then they will start joining themselves like what happened now in Juba when the see that Southern Sudan is going to be a new country, they started coming and joining the SPLA/SPLM and before they were against SPLA/SPLM.

    Are you telling the Equatorians and others tribes to rebel and liberate South Sudan from Dinka so that they can get more seats in the cabinet? Is that what you want? Do you want us to like at you like another Arabs in the South who wants to control everything? why do you have little mentality like that? is it because you grew up in Kakuma that is why you did know what had happened in the ground since you left the SPLA in 1991 and prefer to live a refugee life for the rest of your lives?

    There is no way Dinka Bor people can support something unproductive like coup d’état in South Sudan. Dinka Bor people can approach Salva Kiir in his office or home and ask him to step down if they think he is not running the country well.

    It was work of enemies of peace to spread rumours around to cause confusion in government so that cowards could act violently to provoke the targeted group to act violently in self defend and in the process of confusion, national issues were to be left to the dogs to takeover. That was the plan of external enemies supported by internal enemies to spread rumours like wild fire.
    Dinka people know that cheap conspiracy and that is why it failed miserably.

    Hon. Rebecca Nyandeng de Mabior was there during independence celebration at John Garang Museum but she was in the crowds mingling freely in a baking sun with Juba residents.

    Hon. Rebecca Nyandeng de Mabior did not want to show her face on cameras on that day because of failures of independence organization committee that had brought our country an international shame.
    The independence organization money was looted at will, nothing was done including a place for foreign presidents and dignitaries was not arranged properly.

    If our important visitors (allied countries’ ministers and military generals) accompanying their presidents were pushed by rude organizers to stand in scorching sun like ordinary people of Juba.
    What do you think could have been the reaction of South Sudan caring people like Hon. Rebecca Nyandeng de Mabior?

    Rebecca Nyandeng, Salva Kiir, Pagan Amum and all people of South Sudan who fought wholeheartedly for this country felt led down by uncompromising greed of traitors who were given this job to proof themselves as leaders who could manage national issues including organizing a historic event of national pride such as the first Independence Day celebration of South Sudan.

    People of South Sudan felt led down by Independence Organizing Committee for looting large sum of money meant for a beautiful celebration of our country’s independence day.

    You saw how President Salva Kiir shamefully apologized on behalf of South Sudan nation for poor organization and impolite treatment of visiting foreign delegations. It was not a good experience to be led down on that historic day and if it was not Salva Kiir, Riek Machar would have not got VP position anymore for terribly betraying people of South Sudan during their hard won independence celebration.

    That greed which was displayed by those traitors during independence organization was the same greed that made them to leave war in 1991 and joined Arabs in Khartoum to feed on leftovers

    You know the chairman of independence organization committee was none other than Riek Machar – your adored leader. The amount allotted for that historic event was looted without shame under his chairmanship. Pathetic people! They are only driven by food, no simple national pride in them.

    You wanted to know the reason why Rebecca Nyandeng was not showing her face on cameras on that day. Shameful looting of Independence Day cash and failure to treat foreign delegations with respect and dignity they deserved were reasons why Hon. Rebecca Nyandeng de Mabior did not appear on cameras on that historic day.

    Those traitors had given us international shame that will take generations to be forgotten.

    well, maybe you were in kakuma refugee camp and heard the story that your dinka soldiers were killed by toposa warriors. but don’t lie that you were there and don’t just assumed that they attacked you first. the toposa themselves say your soldiers wanted to loot their cows, something very usual at that time. then they attacked and killed your soldiers.

    coming the independence of south sudan. the nuer knew it all along that we would end up in independence south sudan contrary to the dinka poor inconsistent visions of united socialist sudan (1983 manifesto of splm) to united secular sudan vision (1993).

    the independence of south sudan was prophesied by the nuer prophet ngundeng bong more than 100 years ago and then championed by a nuer son through self determination from 1991. riek machar signed self determination through referendum with bashir’s khartoum government for the first time in the history of sudan. he then lured john garang into signing it in 2002 as the basis for their unity and incorporated it into the cpa.

    so the nuer were very well aware about the road they were leading the dinka into, unlike the poor dinka who failed in their vision of keeping sudan united and serving as vice presidents to arab presidents as their goal.

    ngundeng said my flag will not be mixed with the flag of the jallaba (that is independence). now salva kiir lost the flag of jallaba as ngundeng prophesied.

    you said the president did well in his statement to root out tribalism, but how? just because he said he would appoint ministers based on ‘qualification?’

    well, let me enlighten you abit here. the word ‘qualification’ is has so vast meaning unless it is clearly clarified to one or two meanings by the president.

    you could also qualified as member of gogrial community in order to get appointment to a ministerial position by the president. so you can be said to have ‘qualified’ in any thing unless the president says clearly what type of specific qualification he means.
