South Sudan cabinet endorses first foreign policy after independence
July 30, 2011 (JUBA) – The government of the newly founded independent Republic of South Sudan has adopted its first foreign policy three weeks after the region gained independence on 9 July.
The region became independent on 9 July following an overwhelming vote in favour of secession from the rest of Sudan in a referendum conducted in January in accordance with a peace accord signed in 2005 to end 21 years of the most recent war between North and South Sudan.
On Friday the cabinet deliberated on the nation’s first foreign policy and adopted it, revealed the government’s spokesperson and caretaker minister of information, Barnaba Marial Benjamin.
The policy transformed the former ministry of regional cooperation, which was under the previous semi-autonomous government for the last six years, into the new ministry of Foreign Affairs and International Cooperation.
In its preamble the policy expressed the long period of struggle for freedom which the people of the region had undergone for 190 years as well as the current expectations of the people after the recently achieved independence and the yearn for democratic, productive and accountable nation, among others.
“Being the newest nation state vying to carve out a respectful position amongst the world body of nations, South Sudan is keen and resolute in establishing a democratic secular transparent system of government, reflective of established international norms and standards such as the observance of the rule of law and respect for human rights,” reads part of the document’s preamble.
The policy stipulates that the new Republic shall be designed and guided by the principles and norms based on good neighborliness relations and peaceful coexistence, respect for sovereignty and territorial integrity of other states and preservation of national interest and security as well as non interference in the internal affairs of other states.
“Adherence to the charters of the United Nations (UN), African Union (AU), and other regional and international conventions and treaties” are among its basic guidelines.
The cabinet also passed the structures of the new ministry at the headquarters in Juba and abroad in order to conform to the organizational standard of the ministries of Foreign Affairs in sovereign states.
South Sudan for the last six years of sub-national status had opened 23 missions around the world, some of which will now be upgraded to embassies.
The government’s spokesperson, Barnaba Marial said about 63 new embassies, permanent missions and consulate generals will be gradually opened around the globe in the next few years beginning from next week.
In addition to promoting regional and international cooperation, among others, the nation’s representatives abroad shall work to attract foreign investments to South Sudan which the document says is “located at the hub of the African continent” and endowed with resources.
The country shall also send its permanent representatives to the United Nations General Assembly headquartered in New York and the African Union in the Ethiopian capital, Addis Ababa.

Others Dinka maybe happy with you, but I particularly unpleased with whatsoever you have been doing on this website. Even if intellectuals people are discussing which is which and how S.Sudanese are going to build their ne country, you just brought in tribalism by saying Nuer are stupids and so on. Why not for you to contact Riek Machar in person, tell him that you do not want him in the government? Or drop a letter with your full indentity to him?
War is fought, and that is all no matter which tribes participated too much. Where will you go if you hated Nuer, decompaign Dinka by putting your alias name as Dinka Dominated SPLA/M. Was it a domination or struggle as you are now using computers which were not in place during war time? I am Dinka from Lakes State who have participated in the Struggle to liberate South Sudanese as a whole regarless of too many factions which was the result of no hope of achievements. PLEASE, from today on, I will not be happy with your articles that always carries insults to some of South Sudan tribes without any reason. War or fighting should not be fought over internet. I am happy that this is internet War and also these are children that practising how speeches for war are being read out. It should NOT happen the way internet users are doing it.

Non interference in neighboring states’ affairs is a good foreign policy but not easy to practice at the moment especially between South Sudan and Sudan.
1. Sudan is interfering in South Sudan affairs by training and arming Nuer, Chollo, Didinga, Murle, and Dinka militias. Is South Sudan going to be destabilized without responding to both primary and secondary enemies? I don’t think so?
2. Nuba Mountains and Blue Nile people (South Sudan good friends in arm) and Dinka Ngok are being butchered by Islamic Fundamentalists in Khartoum. Is South Sudan just going to keep watch without supporting Nuba Mountains and Southern Blue Nile people and Dinka Ngok both politically and militarily when their CPA parts had been dishonored shamelessly in our presence?
I think that foreign policy is good in paper only at least for now.
South Sudan must act as circumstances dictate especially circumstances with Sudan.

Sometimes it is good to be ignorant like my friend Gorge Bol, so that you can be fed with bullshit, like what those ignorant SPLA/M ministers is doing eight now, deceiving people with fake transparency when they are one that embezzling or looting billions of dollars in what Peter Gaddiet and other wise and nationalist southern Sudanese collectively term as corruption of public money and which amount to declaration of war against the people of the Republic of South Sudan, and where is the democracy they are bubbling about when the constitution that governs the country was tailored by SPLM thugs to empower Kiir and his SPLM thugs to run the country exclusively, to assassinate whoever poses threat to SPLM interest in Southern Sudan( such as the recent assassination of General Gatluak Gai, political and Nuer figure who was known for his strong opposition to SPLM looting of public and rigging of election etc of evil acts).
The only credit some foolish or dumb people like Gorge Bol will give to SPLM is the so-called secularism that means alcohol and drug abuse by youngsters as well as old people, turning south Sudan into alcoholic nation, consequently, majority of those who are abusing alcohol right now in that zoo called Juba will in five to six years time will be in their late stages of alcoho liver diseases and finally cirrhosis due to toxicity by excessive alcohol consumption!! you can easily spot alcoholism on the faces of people like Salva Kiir and Pagan Amum, those swollen faces of evils!!, many family

First of all, I doubt that there will be something called RoSS as long as those bunch of looters in that fragile government continue to: practice ethnic cleansing through assassination of political figures of Nuer tribe, like the what that alcoholic dinka chief called Kiir just did to General Gatluak Gai, a leader and figure of Nuer community, whom he killed less than three weeks ago, when Kiir Mayaar himself and his SPLA
thugs deceived him into peace deal with SPLA military wing of the SPLM and then assassinated him in cold-blooded manner,the very thing many free Nuer community believe to be the beginning of the ethnic tension that may escalate into wider ethnic cleansing (Serbian incident 1993-94) if not genocide (Rwandan styke incited by assassination of Huttu president by Tutsi rebel 1994) between two ethnic groups namely Nuer and Dinka!!
As long as SPLM thugs continues to run the country exclusively with Dinka ethnic group dominanting almost every ministry,instigate violent and hatred between southern Sudanese tribes, embezzle or loot public fund which amount to corruption, practice nepotism, whereby civic employee are selected base on favouritism and not on their qualification and other merits!! I wonder which country those self-centered cliques in the SPLA/M criminal network are aiming to build ridiculously like that!!

It is very easy and simple to adopt foreign policies BUT very uneasy and complicated to implement them, when we (citizens of RSS) addressed our issues in a load tribalistic ways. We need to CHANGE how to approach, address things. From tribalistic to nationalistic line.
A civic minded person should understand what it takes when addressing issues of state vs federal. What are the consequences. I mean it should be every one responsibility to comment in good faith in order to have a good governance system.Argue YOUR point to convince not insult.
Let us hope the solidarity is close to everyone heart.
