Disarmament to start in Lakes state
August 9, 2011 (JUBA) – The government of Lakes state have reported that preparations to launch a comprehensive civilian disarmament programme across the eight counties of Lakes state is ready to be initiated.
Lakes state acting governor Daniel Ayual Makoi, said that the communities are ready to lay down their arms peacefully. He also warned all those who plan to resist disarmament or hide arms will face justice.
Ayual said that there have been significant changes in terms of security across Lakes state since South Sudan gained independence on 9 July.
“After independence, there has been very significant changes. There has been no inter-community conflict going on.” said Ayual. He described the traditional chiefs as “ready and prepared” to work with the government in the disarmament programme.
He noted that state governments have put forward arrangement to protect civilian from any abuse during disarmament process.
This is not the first time Lakes state civilians have been disarmed since the Comprehensive Peace Agreement was singed in 2005. A stipulation of the agreement was the right of the South Sudanese people to vote in a plebiscite in 2011. They voted overwhelmingly in favour of secession, which was made official in July. This is first disarmament programme since secession.
Rumbek has witnessed a spate of cattle raiding and road robberies. There has been speculation that this is partly due to men who want to marry being forced out of the market by inflated bride prices – a result of more competition as South Sudanese men return home to the villages.

The issue of killing people in Lake state or across south sudan should not address through disarmamment policy.
This is we have to do..
**Kill all cattle including goats and sheep completely.
**Give all citizens of south sudan “Right to own guns” in order to prtect their properties and family.
The disarmament is very uncivilize way of bring peace to our country, in other hand is opposite to peace.

Dear Minded,you contradicting by saying do not disarm them,just kill their goat,cows including sheeps and leave them gun to protect their properties,which properties yet to be protected as they were killed?
2-the government of lake should take correct measures to ensure that the disarmement start the same day in all around lake state areas to make sure each and everyone life is safe coz if the disarmnment start on one part leaving others part for next time disarmnment,they will get advantages by attacking those who have been disarmed first.
3-there are charges wrote against governor by youth in lake state,[look in southsudannation.com‘i recommended those charges to be look well by the state citizens coz those are the causes of insecurity in which our peoples have been killing themselves day and night,however,there is one point even if the text is not well constructed that taxation office is being sign boarded as ”manyiel dut enterprise”that is a complete voilation of state constitution,and a great humanilation to the governor and Pannyoon as a whole.
it is well know and has been defined during Chol april election campaign as he is a sectionist man,separatist,greedy,corruptist including his history back ground were displayed by but our peoples failed to understand,as peoples of lake state are desperates on their lives in all cases,therefore i encourage mr Governor to resign and leave position to active individuals.

when i said ,citizens should allow to carry their arms as long as they don’t threaten or harassed any body life,and i mean it because it can save thousands of life in the future.
Let me explain to you “properties protection””
If we talk about properties, please dont think about cattle or animals. If you have a gun then you protect your house,family as your properties.
I do discourage disarmament policy in south sudan now.

Thanks minded,you know our promblem as south-sudanese is that we do not implement the resolution as iam discusing,assume me as governor of lake state,iam from panyon section,i have order the disarmnment to be carry out,
first of all i have to make sure that other sections are disarm first and punish as a political motivated disarmnment such that my peoples should get advantage by revenging and loot others properties in the main period and iam sure this is how it is going to happen.
as you stated,goats,cows and sheeps to be kill,we can not kill them coz these are the south-sudanese resources as experiences during the 22 civil war,those who have cows were the peoples who sucessfull defeat Arabs,cows were being contributed on month bases to solidiers for their suvival,they slaughter and eat,they drink milk and then they goes to fight arabs,therefore we have to keep our resources,note there are tribes in south-sudan who keep snakes as their resources for their lives,therefore we can not kill theirs snake coz they are of their lives and their Customs as well those who keep cattle even if majority in the south do not eat snake but the whole south-sudanese they eat cows meat and drinks milk.

I agree with John Gum, disarmament can only be successful with clear and responsible leadership in the state. With Lakes state situation, the problem is leadership and if people of Lakes state wanted to live peacefully and have developed state they must has their governor to resigned. Or the state assembly should passed vote of no confident against him.
Disarmament program is not for Lakes state as reported, but it is the program of nation as a whole. It is going to be implemented by government of Republic of South Sudan. But this person who name himself Minded must be told that if he has a hiden agenda of refusing disarmament let him be clear with it. Otherwise one can say he is the one selling guns to civilians.

Dear Readers;
I will in fact trust the arrangement of General Daniel Ayual Makoi for the disarment of Civilians accross Lakes State. Why So? Because Daniel Ayual Makoi had been watching closely during the 6th years Interim period where John Lat and Awet Akot and their teams had been carrying out aborted disarment i n Lakes. The later disarmament in Lakes was not that perfectly done or transparent because even those who did not even possessed arms where torctured and asked to hand arms. I witnessed more civilian youngesters who did not have arams ever since torctured by the army personnels till their fathers bought arams from the army forces so that their sons are set free.
The probability for ensuring smoooth disarmament is still 1%. The weakest one will be disarmed but the most noitorus one will escape the disarmament and many of you shall hear this soon. And who are those? They are mostly from Gony and Thucyic community. If the two sections are fully disarmed then the whole of Lakes State community are disarmed.
Going far North of Lakes State, Nuer community needs to be disarmed and all borders sealed and controlled by the army.
From my own analaysis and findings, Army are involve in cattle stealing. They steal cattle from Lakes State and hand them to their brothers in Nuer. This happened in Rumbek North and Rumbek Central this year where large herds disappeared and many were killed.
I want to alert Daniel Ayual Makoi that where there is an army things will not go as plan but it is your duty as a deputy Governor with Military experiences to keep closed monitoring of the disarmament activities.
Torturing will be there, goats and cattle will be slaughter anyhowly and many miscellenouse things will happened. You know the behavior of any army force. They creat things and excuses. Please keep protecting the civilians. You are the only person we rely on leave Engineer Chol Tong the Governor. He was there during many disarmament activities but is also one of the failures in John Lat and Awet Akot rules. Thanks.

good development is going on in the state, but if i were the head of the disarmament i would have start with Rumbek north county (Maper) specially that useless community call pakam they are destructing down the silence community Luacjang suppose for the disarmament committee to go there first

Talking guns from civilians is not solution to the conflicts that is there.
Don’t you know many other politicians are the source of problem among civilians?
You talking of talking guns away from them, they already heard the news, and one with gun will hide it some where, is that not the mistakes you authorities have
done to let them know that their guns will be taken away?
Again, don’t repeat the same mistakes that you have done in Bor happen in Lake, taking other section guns and let other go free that is not reasonable. And by the end you fail to provide security to them.

I appreciate all your comments guys. However, we should be liberal in dealing with state issues and I belief the spirit of tolerance to different point of view will make our government. The problem of Rumbek Lakes State, is a result of bad governance and system breakdown. We can say the civilian has made great damage to scare off investors and instigate unrest but the government itself is not capable of providing fair justice to the victims. Otherwise, there would be no need of civilian to take law into their hands. Further, I suppose this civilian who just walk up and killed innocence fellow men in the name of revenge must have been told about the upcoming independence and the amnesty that will follow. It is indeed a high time for the government of Lakes State to be accountable for all their deeds. We should seek accountability or the usual business will never stop. Disarmament of weapons in Lakes state, will never bring any change to these eight Counties because these Soldiers are within Rumbek. Unless, they GOSS bring a different soldiers in different places.I would love to advise my cousin in the government of Rumbek to work for improvements in the disarmament other than senselessly defending him/her in the net.See More!!!!!!!
