South Sudan relocates its capital from Juba to Ramciel

September 3, 2011 (JUBA) – The newly born Republic of South Sudan has finally resolved to relocate its national capital from Juba to Ramciel, in Lakes state of Greater Bahr el Ghazal region following extensive consultations with stakeholders.

The decision was reached on Friday in the Council of Ministers meeting chaired by the President Salva Kiir Mayardit. This came as a result of a report presented to the cabinet by an ad hoc committee formed several months ago to look into the issue of the capital.

The minister of information and broadcasting and official spokesman of the government, Barnaba Marial Benjamin, after the resolution was passed told the press that the decision was reached in consideration of the current situation in Juba.

He said there had been a “protracted stalemate” between the national and state governments over the status of Juba as the capital which has hampered development of the city because both investors and individuals could not find land to invest or build houses on.

Another factor he said was the decision taken by the Bari community asking the government to relocate from their land. The transitional constitution, he said, stipulates that Juba or any other location in South Sudan shall be the capital.

The ad hoc committee, chaired by the minister of National Security, Oyai Deng Ajak, former minister of Investment, held consultations with the indigenous Bari community in Juba which presented the recommendation to the committee urging that the capital should be relocated from Juba to anywhere else in South Sudan.

The Central Equatoria state government however recommended that both the national government and the state government should have continued to coexist in Juba town.

However, the national government had wanted Juba to be under the jurisdiction of the national government administratively, a demand the state government had rejected.

The state government also rejected other proposals from the national government, including an area called Gondokoro Island North of Juba town to become the new capital for the national level of government.

In 2003 before the signing of the Comprehensive Peace Agreement (CPA) the leadership of the movement chaired by late John Garang de Mabior resolved that Ramciel be the new capital for South Sudan. However, the decision was reversed after an appeal from Equatorian intellectuals and elders who wanted Juba to remain the capital.

The relationship between the national government, the state and the host community has not been smooth since 2005.

In a lengthy debate, the Council of Ministers resolved to relocate to the new capital and directed the minister of housing and physical planning to come up with modalities for the relocation process.

Ramciel or Ramkiel, which is few hundreds of kilometers away from Juba, is geographically at the center of South Sudan and is almost no man’s land. Located in the Lakes state, the area borders Jonglei state and is not fare from Central, and Eastern Equatoria states.

The size of the territory for the federal capital will be demarcated in the area and be independent territory outside the jurisdiction the state.

Marial said the process of planning, surveying and putting in place the infrastructures needed may take three to five years to complete. He added that the relocation will be gradual process implemented in stages.

    Ramciel means middle of anythiny where different things meet in dinka language.
    What I want add/tell to leaders is to make time frame to be less than two years (1.5 years).

    congratulation to the council of ministers and the whole members of SPLM, I consent with design which was make by Late Dr. John Garang in which his followers accept the capital relocation. therefore its the purpose of evolution because Juba its self can not allow the foster of the city

    However its a vivid or vital analytical thinking as the council reach to the final stage

    Great move indeed it going to be the place where Kiir or Riek will fly their arms freely in allocating of the land to follow citizen as well as contributing of it money to central budget.

    Please mr/ms reporter don’t called that place as a [bit of no man land] there are inhabitate community of the area if you don’t know that, otherwise it will hit back very badly ! which i think will not be good.

    The relocation of the Capital of independent republic of South Sudan is the most important thing I like most after independence. It is a decision in favour of all those who had experienced humiliation over lands during the last 6 years of the CPA.

    Tribes were victimized and branded as lands grabbers. I like most and am happy even if it takes century to relocate so long the decision is in place.

    Thanks Mr. President and the cabinet as well as the entire South Sudanese citizens who had constantly been advocating for such a decision to see light.

    I agree with you. The reporter shouldn’t say it is not a no man’s land. Even seasonal migrants to the area are its inhabitants. I learnt that both Dinka of Nyirol and Nuer of Nyuong from Unity state go to the area to graze their cattle. The good thing is that no community has a permanent village in the area. Some would just begin to claim it now.

    I would like to thank who ever contribute in the decision of relocating the capital from Juba to Ramcile.
    But they have to know that so many things is going to take place in the process.

    * Means that it’s true that there are some people loting and killing others for there land.
    *Means that the goverment is unable to solve the insecurity taking place in Juba,and he want to run from the eyes of Community in Juba.

    *The worst is that the next election is going to be the hottest one in terms of competition for the demands of people of southern sudan is going to be very high

    The land associated with hatred and jealousy is now gonna be with them (Equatorian). That land has killed some good number of people from Bahr el Gazelle giving a very strange name to Nuer and Dinka as land grabbers. Thank you very much leaders who brilliantly put this idea of Ramcial. I concured sincerely with Atok, this reporter miss out something and let me assure that any land in South Sudan has owners. The cattle keepers do have land reserved for their animals. So Ramcial actually has owners.

    You know, I talk bad today but what make me open my mouth is the behaviors of Bari residents of Juba toward Dinka is totally unbelievable. We buy land from them, now, tell me who took away a land from someone among Dinka officials at the gunpoint? You will not give me name I know but if you then put the name and land owner’s name too.

    This is the decision majority of South Sudanese have been waiting for.
    I whole heartedly welcome it and wish the relocation could take place within one year and not five years.
    I know most of us blame the Bari for being difficult in dealing with the government of South Sudan but I think they know what they are doing and will not regret it.

    Land issues may seem trivial to some people but it is not such a small matter to those who truly understand the value of land.

    We all know how cities expand and grow. If Juba was allowed to remain the capital, over several years probably 100 years or more, it will expand to occupy more than 40% of Bari land. I am not a Bari but we have to be realistic. Which community would want to loose 40% of it land without replacement?
    An example of such long term land issues is that of the Maasai in Kenya; the Maasai have been gradually pushed of their grazing land over time to the point that the best grazing lands are no longer theirs.

    Just take a good look at the overall size of the Bari land. It is not as large as we might think.
    Let us just relocate the capital to a less inhabited area that may not displace and put livelihoods of future generations of a particular community at risk.

    When John Garang thought of Ramciel, it was not because he was mad. He anticipated difficulties with Juba and other towns like Malakal, Rumbek, Wau, etc.

    Overall, it is a very good decision that will enable us develop more towns other than relying on what was already in place. There is no need to blame any community for trying to protect their land. The value of land is equal to the value of life and we ought to understand this fact.

    I can’t wait to relocate to the new capital.

Equatorians are really sick of all the Grabbings, rape,harrassment,uncouth behavior and all sorts of uncivilized behavior by land grabbers.no respect for the natives etc. i prefer the name of the capital to remain as RAMCIEL, symbolising the CENTRE AND UNITY of the people of south sudan.the contract of building the capital should be given to a real expertise companies in building complex capitals like London,paris, Washington DC etc.it should not be awarded to corrupt companies who will do substandard job and creating ugly capital for south sudanese. i trust madam Jemma Nunu kumba will supervise this huge project well, please give her surpport.

    you’re a wise guy, I know exactly what you’re talking about. Very few Bari intellectuals had no idea of the misery they just brought to their poor community.

    They have deepen the wound of hatred that was already existing as a result of “kokora” and for that wound to recover after the Juba is left for them one more time, will take a very long time.

    As long as they’re all happy living alone in their own state, that is all that count.
    But, Make no mistake, a lot of them are going to have a hard time in the new city.

    That is a wise idea. Let us not think its coz of hatred or foreseen conflict that the ROSS is relocating its capital. If we have to develop many cities then we need to decentralize devlopment. The Bari and the Mundari are pastoralists and so having had the issue of land grabbing in Kenya highly contentious it is wise having to uninhabitted place. Where many will share. Neither the Dinkas nor equatorians will say its its their land. all is shared. And as for those speaking bad against each other it is not the time for us to do so. But of course history will always remain. Those who caused the problems in the south are the dinkas.

    Welcome to a new city of no segregation to any tribe
    This is what I have been waiting for to hear that Ramciel is finally, considered to be our new capital. I’m gratful to the government for listening to the Bari community, who have been waging war of hatred and selfishness since 1974 to other regions. The relocation of Juba to Ramciel will bring peace of mind to many communities, that were subjected to tribal slurs, and hatred by Bari community.

    The relocation of Juba is not a choice taken by the government, nor the Southsudanese people wish to happen, but a choice made by the so call Bari, that they will be better off having no capital in their land. Well, the government has listened to you, and I hope you Bari will not go to the street of Juba shouting again that your land has been taken by Dinka and Nuer. Besides, you people of Bari has forgotten that the other communities here in the South, do have land that can accoummodate our city without tribal segregation like what you guys did, in your sluggish land.
    I’m awar and respectful to those Bari politicians, who might have tried their best to convince their community, but were turn down, due to a heavy cultivated hatred by their people. We, the people of Southsudan are not going let you down because you are the servant of our nation.

    Another thing that I would like to point out to Bari community is that, the new city is going to be in somebody’s land, but you are not going to see those communities practice what you guys did to them. You are now going to be shown of how we suppose to live as one people, and as Southsudanese without tribal hatred. I think those of you who have been moving during war time in Dinka land, and even to those who might have been working and render some relief service in our areas, may acknowledge that dinka would not go to street shouting that they don’t want people in their land. It is not in our genes to segregate others, because we know that we fought the war in order for Southsudanese to live in any part of our country without fear of segregation. So please Southsudanese, it is the time to cultivate brotherhood and nationalism.

    Again, what belong to any region, or community for that matter, belongs to all southsudanese and we should embrace love and unity among our tribes. I will see you guys in the new city soon and thanks.

    Thanks goes to the council of minsters and H.E. the President.I would like to dispute the statement that Ramciel is Almost no man Land. It belong to Yirol East of Lakes State Malek Payam. One reason is that we lakers are so accommodating this evident during the liberation we used to accommodate all freedom fighters, we used to crossed Nile River with our boats for free. If the Republic of South Sudan decide to chose Ramciel as a capital we welcome and you people will appreciate it, there would be no discrimination a certain chunks of land will be allocate to all kind of people and industry depending the modality that the gov’t will put in place. I personally Am so thankful to the committee and the decision makers. To all my fellow yirolians this is second task for us to demonstrate the culture of hospitality and respect of strangers as we always exited.

    That it! Ramciel is the capital city of South Sudan but warning to all of you! There will be much more corruption than ever, due to relocation of the government from old to the new city. Land grabbing and financial raiding is likely to occurred 85% or above and 15% of it might be left to unspoken Ministers who had no power but bodiless in the government. Mark my words as long as you keep your eyes on it and tell me what you have seen later! You might ask me how or why? You wouldn’t believe it but I will give you few examples, the transition of the Former SPLM/A Rebels to the Formal GoSS left 6% of the people whom were in the power to be millionaires and the rests of the people are getting poorer! Now we have 9% of people serving our Republic of South Sudan but for the next changes we will be having total number of 15% billionaires in our nation.
    Anyway, Ramciel is a center of all states but I was prepared for Mangala or whatever they called it to relocate the capital. The one between Bor the capital city of Jonglei and Central Equatoria’s Juba, I hope RoSS would reexamine the place that was competing with Ramciel before ending it. My concern is that Ramciel was said to be swampy area then Mangal area. Why not renaming Mangala to be Ramciel instead? If the name is the problem!

    Ramciel is great to all Southsudanese.
    Dear government,
    this is the great news I have been waiting for, and I’m moved and overjoyed to hear that Juba, is finally relocated. Most of the Southsudanese people, including the Bari community, will now have peace of mind to see Juba gone. I thank you for considering the concerns of your people especially, the community that see themselves their land taken, and those communities subjected to cruel harrassment, and were named as land grabbers.

    I personally, understand that the land belongs to the community, but the community should also be mindful that they are the government and as such, we should not be taking the government as different entity that has no room in our land. I think the issue of capital city is now put to rest, although it is going to take time and resources. Also,it is not the choice of the communities that are far from Juba to relocate the city, but the Bari community according to my understanding,failed to accommodate our capital in their land.

    My Bari people, I’m afraid that the attitude you have towards other communities is worrisome, and may make someone like me wander, of how are we going to build and be the leaders of this nation. I know you are the community that always proud of being,the only educated tribe here in the South, but a civilize society is a society that cultivate love and peace within their midst, live, and embrace their diversities. You are not to be blame because we are all subjected to hate brothers, instead of our enemy.

    See, Juba was built by colonial masters with the existence of this community, and they didn’t reject Juba being the capital of the South. The Arabs took it from those of British, and also apply the same policy of Juba being the capital of our country without objection from this community. Now that we remain as the same people, then you brothers took it as your land is being taken by other communities. This is a mazing and I don’t know how do you Bari community feel now about the relocation of Juba. What I know is that, Juba is not going to be relocated in the sky, but in certain area of certain community. But mind you brother, you are going to see the same treatment that your community did to others in Juba. I have actually applauded for the relocation because the community is going to accommodate anybody within and out of the South.

    Thanks to everyone who have commented about Ramciel, it’s true that Ramciel has it owners like anywhere in South Sudan, which it ownership belong to people of Yirol in Lake State. but the fact is that we can not refuse our capital to be in our land, because when people of South Sudan where fighting for the freedom there were no boundaries.

    Sons of different tribes or regions within South Sudan died in every town, so now good will and respect will start from the inhabiters of Ramciel. I know that land inch by inch because that is were I was raised as a kid during grazing seasons, it’s a great area everyone will love it and you will enjoy the freedom despite which state you came from as long you are a Southerner.

    I’m only afraid if investors move further and displace our people in their other grazing land site, (Cierkou) or (kiirkou) along the River Nile toward (Gudthom) but I hope there should be No issue government and state will do the assessment well. (i) Ramciel is also known as (Ayengey) or (Kur-Majokyiew) please do not worry about other names that I mention here this is how Ramciel is also known locally. and the cattle camps that exist in the area are known by different indigenous names.

    I am worry about Gatluakmanguel who also called Ngundeng, he might come back and eat people.

    Bari community need to be taken to court because Juba is not belong to them alone, where were they during the war? Was not the Government who liberated South Sudan from? Whoever claim to be a leaders of that community will be arrested and later to the supper-court.If the government is leaving, they payback for whatever the Federal spend on or within the city.


    For those who are still using Ngundeng ideologies, please be inform! Ngundeng had shameful things to be said about him. First,

    He was not a Prophet but a profit to his royalist in Nuer.
    He had many names according to his activities in many parts of South Sudan.
    He was a Cannibal animal according to Nuer man who doesn’t need to be mentioned

    The Nuer man who refused to be target by Ngundeng’s salves pointed out that. Ngundeng had no father or mother but the Devil who came out in the River Nile in a form of fish, when the Nuer boys want for fishing. They fish for so many hours and they caught nothing, when the boys get tied and ready to go back home. One of them told other guys that there was a fish ate his hook lastly, the boy convinced other friends to tried one more time! Shortly after he putted on snail body on the hook, he had thrown it into Nile River. Immediately, Ngundeng was caught. The boy was attempting to pull the Fish Ngundeng out in the river but it was difficult for him to do so, then he called his associates to pull Ngundeng on the shore. They brought it out and they were smile some of them were told to go and collect firewood in order for the young men to roast their fish.

    Unfortunately! The Fish Ngundeng changed into big snake! And the boys ran away from it, the boys thought that they were dreaming and they came back for the second times. The Snake Ngundeng light it body and become bright as well as electricity light. They ran home and they spread the news to the community, when the Nuer elders came to the place where Ngundeng was pulled. It was still there as snake with it light. People gather together around it and started asking question how did this happen? The Snake Ngundeng changed into human being and told people not to run away. All of them were shocking and scary to death except Human Ngundeng who perform such witchcraft. things “Come down, come down now!” The Human Ngundeng said. Who are you? The Nuer elders asked him. I am Nyajok_ which mean woman devil! The Human Ngundeng answer! She knew her own physical appearance as she is a hermaphrodite. (A person with both the organs of a man and a woman) Wow! Brothers and sisters of Nuer I am sorry for your Profit. Nyajok Ngundeng was not a Prohet? It was your profit to cheat people for his power but It was not a Prophet? It was a Satan?

    The Nuer man who refused to be target by Ngundeng’s salves pointed out that. They brought it out and they were smile some of them were told to go and collect firewood in order for the young men to roast their fish.

    Unfortunately! The Fish Ngundeng changed into big snake! And the boys ran away from it, the boys thought that they were dreaming and they came back for the second times. The Snake Ngundeng light it body and become bright as well as electricity light. They ran home and they spread the news to the community, when the Nuer elders came to the place where Ngundeng was pulled. It was still there as snake with it light. People gather together around it and started asking question how did this happen? The Snake Ngundeng changed into human being and told people not to run away. All of them were shocking and scary to death except Human Ngundeng who perform such witchcraft. things “Come down, come down now!” The Human Ngundeng said. Who are you? The Nuer elders asked him. I am Nyajok_ which mean woman devil! The Human Ngundeng answer! She knew her own physical appearance as she is a hermaphrodite. (A person with both the organs of a man and a woman) Wow! Brothers and sisters of Nuer I am sorry for your Profit. Nyajok Ngundeng was not a Prohet? It was your profit to cheat people for his power but It was not a Prophet? It was a Satan?

    Yes you bring some life to this debate, it’s important to know where we are heading after independence, we need to have the capital that we can be proud of in term of building one identity, culture and most of all the unity as the people of South Sudan, we should no longer be thinking as people of regions anymore because declaration of independence has brought us as one nation. I know years of hatred are been long and in this case it will take time to free ourselves from this hatred, and I think Ramciel shall be the kind of place we can think of building new nationality, I see people want to reveal their feeling about relocation due to hatred been cultivated a long time by the enemy, but I belief that people should put great degree of restraint on encouraging these feeling because they serve nothing but more hatred and negative felling on our selves.

    Just a matter of correction about that statement the write stated ” Ramciel is a no man’s land” there is no land here that has got no owner. you heard that it located in lakes state and that state has its own citizens. The point here is that Lakes citizens are hospitable and are ready to give up their land at no cost.

    My sincere fear is that this incredible gift from them might not be appreciated by those greedy ones who want to eat the whole bread without looking beside them.

    All I’m hearing is a cry of loss and regrets. You are just but exuding with so much hatred to the Bari people (don’t confuse with Equatorians). They have spoken and the govt has heard their voices. This is a done deal. Now why waste time crying over a spilt milk. I don’t think Bari ever asked for your lecture on what will happen to Juba after Ramciel. This is the only way to rid Juba of deviant characters. Wherever Banj goes all the thieves will follow.     You got right Igai, city is movable or preferably Southern Sudan city should be a movable city due to the fact that it can bring an equal development to every state as well as intermingle the tribes etc.

    However,it is more than paradoxical seeing or hearing our people rejecting DEVELOPMENT of which they fought for over 2 decades.What are the strategies of bringing the city to people?
