SPLA says rebels being re-armed in Jonglei

September 10, 2011 (JUBA) – South Sudan’s army has repeated the accusation that North Sudan – a separate country since the South seceded in July – is arming a rebel group in Jonglei state.

As part of a 2005 peace deal with Khartoum South Sudan voted to separate from the rest of Sudan earlier this year. Despite running its own affairs for the last six years, the peace agreement has not brought stability and security to the war ravaged region.

On Saturday Philip Aguer the spokesman of the SPLA – South Sudan’s former rebels who are now the official army – told Sudan Tribune that the forces of rebel leader George Athor Deng were mobilising at Phom el Zeraf in Fangak County of Jonglei state.

He said planes had been seen landing in the area and that the SPLA believes this was to deliver weapons and other supplies from Khartoum.

Athor began his rebellion after a failed bid to become Jonglei governor in elections last year. As a former general and minister in the southern government, Athor is the most senior defector currently fighting the SPLA.

Some armed groups in the fledgling country, have accepted an amnesty offer by South Sudan’s president Salva Kiir and reintegrated into the SPLA. Despite peace talks Athor has yet to come to an agreement with Juba.

Aguer said the renegade general maintains his presence in some pockets of Jonglei because his men have attacked Mogok and Ayod recently. However, the army is more capable of dealing with him, the SPLA spokesperson said.

The forces and affiliates of Athor are accused by the SPLA of arming ethnic groups in the volatile state. The SPLA say Athor is being used as a conduit for the National Congress Party, Khartoum’s ruling party, to destabilise South Sudan. Both Athor and Khartoum deny this.

Athor stop rebellion and come back so that we develop our new nation, you will never become a president of the Republic of South Sudan even if you fight for 100 years. Let the NCP that you fought for years not use you and your forces as a tool to destabilize your own people because you are going to die one day and that will be the end of the game for your people.

… and what the RoSS is doing to the Sudan? Are we not supporting Agar, Al-Hilu, Arman and hosting Darfur rebels?

People of South Sudan should expect to pay for the mistakes of their government. The Sudan is also making President Kiir cry in regional and international arenas that prices are rocket high in 5 states because the GoS is not allowing border trade and that people are starving. Isn’t that strange? What do we expect when we’re so aggressive and spare no chance to show our enmity to the Sudan.

Both RoSS and the Sudan must sit down and come to terms. They can harm each other for sure. But who will pay for that? The ordinary poor people of both countries.

Believe me we’re destined to cooperate for the mutual benefits of our people. If foreign agenda dictate on our fragile new-born state what to do with the Sudan, we all will be in more troubles and our resources and sovereignty will disappear in both Sudans.

Let the two presidents meet immediately in Juba or Khartoum and come to terms. Not the West, UN, AU or whatever will sincerely help us build a nation and lead a peaceful life with our neighbors.

The pity thing is that we all know that and the 2 presidents know much more – BUT!

I thought SPLA in its capacity as an official national army should not be nurturing public with unfolding news rather than going to the scene and bear full evidences in order to winpublic confidence.

Please Mr Col. Aguer Panyang, get your security intelligence on the ground as soon as the local people are being affected and deploy your troops there and stop shouting on the air/online.

    Hi Bush

Do you know the reasons why Athor took up the arms against the goverment he was once loyal to?.you shouldn,t tell him to stop his movement. he is fighting for his right ,and had got a lot of support from within spla/splm as well as local populations.
Long live Athor. your participation during Garang era can not be forgotten, keep on engaging the goverment of corruptees.

Stop talking in Juba, do the job that has assigned by to you.

Where are Securities agenties in South Sudan, particularly in the SPLA, as your SPLA spoke person Aguer has stated that the plane was seen as been landing in the area did you capture it.

I am so sorry to have food loving government particularly Kiir and his Cabinets who just look after money to steal but without sovling some ciritcal issues such as security and Road. how can the plane land in Jongelei State while the state is not bordering the north.

Kiir pretend himself to be a SECURITY guy during the war but now he is enggage in money traffing and he is dump enough by puting unexperience SPLA security officers to gossip about others on his behalf.

How would did Kiir appointed Mac Pual, while he is no one gossip and John LAT while he fail to show his capability during the war.

I here warned CDE Aguer to stop lie because if these are facts why did we say we have country? can you have country where plane can land without being noted by the government, if it is then we are not independent country. this is a country in this world, where the other country plane can land without permission. YOU Philip Aguer yourself, you were Security officer during the war, do you think this the way that we fought the war, if it is we would not have reach this stage.

What I know so far, the government has fail because when we always sit at Home and AWAY Hotel and had some Drinks and gots Drunks and just lough loudly to Kiir speech who is Drunk. I think Home and AWAY was not among the SPLA VISION during the war.

I don’t, but with few barrels of oil offered to the NCP you will see your hero Athor been handed down to the SPLM/A without delay. Remember that with the NCP every deal is possible and it’ll happen unless he stops going to the North.

make proper arrangement and get those who are re-arming them. As an independent country, the government should be able to monitor the territorial border and should know which aircraft is entering and leaving the country.

If this is not done soon, then Juba and the rest of us are at great risk in the air.

I feel sorry for Blue Nile and South Kordufan for not getting help they should get from their brothers South Sudanese. During our struggle, these two states stood with us firmly and that they should not carry this heavy load of theirs by themselves. And believe me that’s the way they feel untill South Sudan prove them wrong.

    Dear Readers

Mr Philip Aguer The spokeman of SPLA South Sudan Army according to his statement saying that the rebel Leader George Athor Deng were mobilising at Phom el Zeraf Fangak County of Jonglei State.

He said planes had seen landing in the area and that SPLA believes this was to deliver weapons and other supplies from Khartoum.

We can not deny this is not far from the true since Khartoum Government is become the mains enemies of South Sudan but if so such heinous crimes has been deliberating by Sudan Government to our Nation as SPLA spokeman statement as concerns and why the SPLA and the Government of South Sudan do not take action if our Intelligents having substantial evidents; in such situation because this is completely violation of Sovereignty and undermine the Independent of South Sudan.

Anyway I am not in position to critizing our Intelligency or our Army spokeman some will misinterprete my article but the fact must be point out the Spokeman Col. Philip Aguer statement is completely contrary to the National security it look like we exposing our intelligency by word saying that planes had seen landing Jonglei State in the Heart of the Republic of South Sudan is not in the border line if Khartoum Government will supplies the rebels by landing with airplanes in the heart of our Republic we the citizens of South Sudan we will have very big question to our Government.

The strange question is this how many planes had been seen landing and when if that occured after the declaration of our Independence and why not the Government of South Sudan which is having full obligation to defance the Nation do not take an action as Independent Nation. This is serious and dangerous issue regarding our security otherwise Khartoum War Planes can land in Juba International Airport.
May God bless the people of South Sudan.

Aguer Panyang, will be held accoutable for this lia, how could a plan landed on our soil with out knowledge from our air service officers, who is minister of transport in South Sudan? Is he/she doing his/her roles and responsibilities? if he/she is doing his roles, how comes for plan from different countyry landed on our soil with out interception from our security personels.

Shame on our weak goverment and shame on our pretenders PHDs holders, paper cannot qualified somebody a lone, please mr. President consider experience and intelligence more than educational qualification, educational qualification should not correct certain behavioures sometime, don’t sticks on education alone, this goverment need people who are perfessionally trained on their roles and responsibilities, not just school to ministerial position or army.
    take care.

SPLA MUST WIN THE WAR ON REBELS.

SPLA as Legitimate to Defend the South Sudan should adopt the Different mechanism of protecting the Citizen instead of speaking on Rumors of Rebel Re-grouping in Jonglei State……………………………………….
Why Should Government be Paying a lot of Money to the Army yet complaint of Rebels group here and there………….Soldier Must Deals exclusively and threat to the Country, Now Should Athor continued with his behavior yet Battalions’ are just idle in theirs Barrack playing Domino and Chase while Salaries yet there is National Duty that urgent Attention and DEFENSIVE,
These times SPLA should be forgiven if Athor still foster threat yet Army Stationed in far instead to confront and bring them to Justice together with Lam Akol who supports his groups. That just a minor pocket of rebellion which doesn’t approval from the President, Army with Army is not Genocide even if Million dies on frontline.

We Have Choppers to Attacks and bombardment the territory, Use them even if the Shout down one but had shown them Government Power.
STOP Athor and Lam Akol Atrocities now in to the people of Jonglei otherwise people will turn developed hatred to the Government.

You are just a son of bite to said like that,Athor is not armed by the Sudan’s Government.I think you are one of rebel of Gen Athor in Jonglei State. I would like to tell you this,if one has deflicated in his/her own room.Who is the one to smell it first? I think the people of Khorfulos and other areas of Jonglei State will smell it first before the South Sudan as whole. Eventually, you NOT blame the SPLA of doing the Masscres in those areas where you are hosting the rebels which belongs to Gen Athor.

SPLA is currently a national arm force and no longer a rebel, being a national army has a lot of things to do pertaining the protection of civilian. the true action they should have taken wherever insecurities arise should be to attack that problem without interfering with the civilian’s lives and properties.
I wonder when the SPLA troop were deployed in northern part of Jonglei state, they did all kind of devastation as thought they were rebel. All they did are a total crimes against Humanity of which the national community is counting one by one and this should fall upon their so called commanders.
Gen. Aguer reported that the rebels are being armed in Fangak county that means even the people in Fangak are rebel according to him, and I know very well this is what he want to tells.
All we knows is when George went to the bush he started his rebellion by killing the civilian in fangak and when SPLA were brought for rescue they did the opposite, raping women, beating up young men who are students and killing civilians at night. this are all forms of human right violation.
as a matter of fact, if SPLA fail to get rid of george’s rebels then you tell us so that we can protect ourselves from him, or is it a kind of internal policy designated to complete our people?

Aguer should stop beating the bush without seeing the scene.
