Unity state to compensate farmers for rebel damage

By Bonifacio Taban Kuich

September 19, 2011 (BENTIU) – Unity state government agreed on Friday to issue compensation for the destruction of farms during conflict in Guit county between the South Sudan army (SPLA) and rebels.

The Unity state council of ministers made a resolution to compensate farms destroyed by forces loyal to renegade Gatluak Gai, while on their to way Sudan People’s Liberation Army headquarters in Guit county.

The payams [districts] of Waathnyotni and Kuer Gueyni were worst hit.

Gideon Gatpan Thoar, official spokesman of Unity state council of ministers, in an interview with Sudan Tribune on Monday said that “communities have reported a loss of new harvest amounting to 394 bags of maize” and that they will be compensated accordingly by the government of Unity state.

The council ministers also decided to deploy more forces on the border between Warrap and Unity states, in particular in Mayiandit county, which suffered a cattle rustling attack around 10 September which lead to 46 deaths according to local officials.

These are timely interventions considering a recent upsurge in violence and the ongoing problems with food security in South Sudan.

Unity state to compensate farmers for rebel damage
This decision made by Nuer People in Unity State to compensate farmers whose properties were damaged by the conflict during the SPLA and rebels of the Late Gatluak Gai in Guit County is a useless one and it should have to be condemn. I totally disagree with this proposal because that is the other way Nuer have to loot the properties in way that other communities in Unity State such as the Dinka Ruweng Community of Biemnom County, and the Dinka Panaruu Community of Panrieng can not complain.

In reality, Guit County is the place where the Late Gatluak Gai and his force hide themselves and carried attack on the SPLA. On the other hand, Guit County was the base of the Late Gatluak Gai. So, it is true that Guit County should be accused because they were supporting the Late Gatluak Gai and his forces. In this point, why do we have to compensate the people of Guit County and they are the people who allowed the Late Gatluak to dwell in their territory.

If we really need to compensate those people whose properties are totally damaged, then the first Community which can receive that compensation should be the people of Dinka Ruweng Community of Biemnom County, and the people of Dinka Panaruu Community of Panrieng County. Because, these two communities were on the horn of Unity State, and they were the first ethnic Dinka Communities who suffered a brutality action from the Arabs of the North.

On April 16, 1983, the Arabs invade the territory of Dinka Ruweng Community of Biemnom, which result in the burning of their houses, distraction of their properties and killing of the Dinka Ruweng Paramount Chief Mr CAMILO KUOT KUR KUOT in Biemnom County. On this issue, did the Unity State Government compensate the people of Dinka Ruweng Community because the lost their properties, land and even their leader? I think they didn’t. If not, then why do we have to compensate the properties that were damaged in Guit County by the rebel of the Late Gatluak Gai? Ruweng territory of Dinka Ruweng Community of Biemnom was the first to be exterminated by the Arabs in 1983 because of Oil in Ruweng land. That is why Arabs came in 1983 and destroy Ruweng land of Dinka Ruweng of Biemnom and occupied it. In this case, if the Government of Unity State need to render help to its citizens, then, they should consider the people of Dinka Ruweng Community of Biemnom because their territory was the one that Arabs invade before the SPLA started the war in Mading Bor on May 16,1983.

I have a clue about Nuer people in Unity State. Most of them are sycophants and like to invest themselves better than other people. The only different between the Dinka and Nuer is that Dinka mind about other people problems, while Nuer think of getting your own property and own it as for themselves. We can not live like this with Nuer.

For instance, On December 14, 2009, Nuer invade the Dinka Ruweng Community of Biemnom and killed people and run away with cows. Is this fair? Shame on all Nuer people. “A glutton tribe in South Sudan I have never seen in my life”

Isn’t the compensation here criminalizing the Unity state and is siding with Warrap, and isn’t it a clear admission to the guilt, and while Warrap State appears the victim, the Unity State is seen as an aggressor. However, the people of Unity State are not impressed by this move at all.

Taban should wait for 2008 sorghum ( durra ) investigation before stepping into another scandal because it might touch his tail.

This case is another way of applying favoritism system because Guit county is his native county. President Kiir should be serious with governors because their daily activities reach him in form of report.

The incident of scholarship awarded to the daughter of Unity state`s speaker is a fresh scandal and it has to be investigated.

There are many cases involving the Governor including the envirmental impact on Panaruu civilians of which oil companies are compensating locals but end up in the hand of Governor.

President need to be serious with any wrong doing individuals because humans are equals no matter of their ranking, so let us stop this state proposal for the sake of equality and good management because good governing starts with small things.
