Redistribute oil revenues to households, UN tells S. Sudan government

November 16, 2011 (JUBA) — A senior United Nations official on Monday
urged South Sudan government to develop a cash transfer system as a
mechanism for equal redistribution of the oil revenues to each
household in the country.

Lise Grande, the UN Deputy Humanitarian Coordinator for South Sudan
told the ongoing Governors’ Forum, to ensure that every citizen
benefits from the proceeds of the country’s oil resources.

“It’s important for the government to give its people living in
households across the 10 states of the country a share of the oil
money. This will give them an extra means to live decent lives,” she
said.

In recent months, there have been repeated attempts to diversify South Sudan’s economy to avoid over reliance on oil
revenues, which supports about 98 percent of the country’s economy.

Grande, however, reiterated that much as Africa’s newest nations is
still faced with enormous challenges, the onus remains on the
government to ensure that certain key issues affecting its post-war
recovery efforts are addressed.

She specifically cited the fight against corruption and insecurity, and
good governance as key areas that require address through a multiple
approach.

“For South Sudan to move forward, there is need for a vicious cycle
that will ensure good governance and accountability as part of the
development pillars within the country’s development plans,” said the
UN Deputy Humanitarian Coordinator.

Meanwhile, another UN envoy has asked the government to investigate
the circumstances under which the agency’s helicopter came under heavy
shooting from army personnel in Western Equatoria state.

Hilde F. Johnson, the Special Representative to the Secretary General
(SRSG) said the act totally contravened Chapter VII of the UN Charter
as per Resolution 1996 (2011).

“The UN strongly condemns such forms of aggression on its staffs
conducting their mandated work in the country and calls for immediate
investigations in to the incident,” Johnson told delegates at the
Governors’ Forum in Juba, the South Sudan capital.

The forum, based on the theme, “strengthening decentralized governance
in South for equitable service delivery and sustainable development,”
brought together all the Governors from the 10 South Sudan states.

Since its inception in 2006, however, the annual Governors’ Forum has
been fully supported by United Nations Development Programme (UNDP) in
collaboration with the president’s office.

    The UN has spent $100s of millions over the interim period but nothing really is achieved. Most of their staff enjoy a life of adventure in an African nation they have no real intention of helping.

    The government of RSS has ample work to do, but the UN is a corrupt enterprise which is in no position to lecture about accountability. They raise millions in the name of missions but misuse the funds

How can their wealth be redistributed to the poor citizens who don’t have ranks and they did not participated directly in the war? They will not get rich if they redistribute revenues equally. Sorry Sir, you will never get such a thing in South Sudan.

    I think the UN Humanitarian Coordinator has said the right things folks. Are you stupid as Jenubiin to accuse this UN agent of corruption while in fact she is voicing the exact crises facing Jenubiin in RSS. Absolutely, there is absolute need to redistribute the resources equitably or else don’t ask why there is a rebellion in the country. These challenges must be resolved as advocated by UN agent

The UN Humanitarian coordinator is trying to do the best by advocating for the equitable redistribution of oil revenues and wealth so that every poor jenubiin must benefits from the national resources or cake. UN has the rights to scold RSS for lack of accountability and transparency.

So they deserve to reprimand your corrupted Dinka government to reform democratically to eradicate corruption, nepotism, and dictatorship so that there must be an accountability and transparency in this corrupted systems, where theft/graft had become the habits of thieves

    This is an excellent job and I feel relieve when I see UN chiding this Dinkanized and corrupted government. UN must be delegated this responsibility to continue mount pressure on this corrupted system and autocratic regime or else rebellion must be an alternative option to resolve this crisis of corruption and dictatorship. These are thieves and not leaders to be recognized whatsoever. Kudos!

    I know few agencies Like UNWHO , UNFAO & etc, which are really corrupted System in UN Family, in UNWHO Head of mission from Somalia , Deputy from Somalia, Logistic all from Somalia & Kenya, Head of the Drivers from Uganda.
    it is clear such instutution control by people from no COUNTRY, and our Government doesn’t control DONATION

    Once in your life time be realistic and logical!The UN is corrupt, I agree! But about $ 2 billions , just for example which dissapeared and that is TWO Billions in one year; did the UN steel this money from the GOSS!     ..luxury cars,mansions, villas ..etc .Whole streets were bought; Australians were amazed!What about those arrested in different airports arrested with big bags stuffed with millions of cash!Ordinary, poor, starving and really marginalized southerners are in a desparete need for a singl penny and their demand in life are very simple and easily achieveable..peace and food!

    My point was quite simple, the UN is corrupt, so how could it lecture GoSS about accountability, $2b is dwarfed by the loss in UN corruption. This is not advocating SPLM is free of corruption.

Defending corruption is a huge insult to any Africans.The only reason behind all these wars is poverty , begining from tribal clashes to different rebillions. Only poor and hungry people could be recruited for war, because he has nothing to loose.Big fats will remain in-doors under the air condition!

    I agree! but poverty is not the only reason for wars, although its the main one, the article is about the UN telling GoSS to be more transparent & accountable.

    The message is right but the messenger is even more in need of the message, so its ironic hence my comment.

    The West always accuses African leaders of corruption but its hypocritical, as they are more corrupt. That’s my point.

    Be advise that the recent list of most corruptors in the GOSS compose of all citizens not Dinka, Nuer or Dor (Jur) all faces were all there. Again the current Kiir administration is not hold by Dinka alone though they were the most affected during our struggle against North Sudan.

    you need to delete your first comment, or at least digress the point you made about UN. It’s shallow and flaw. However, the gulf state of Qatar is distributing oil & gas revenues to its citizens. Every citizen in Qatar has income every month from the government. South Sudan can do that to its citizens. Why not?

    Corruption started during papal state in Italy, and that resulted to french Revolution 1879 than continue to the league of the nation and than UN came in. Guys read about the Roman Chatolic church and u gonna understand the word corruption well. But anyway Grande is right 100%. Let us stop corruption in RSS and redistributed the oil revenues to everybody in RSS including myself equally otherwise..

    redistribution in south sudan is needed by the south citizens but there is no goverment that can give all these services the people, we are asking united nation to intervince in implementation of these distribution, if not kiir and his leaders will consume all the revenue came from the oil in south sudan.

    Garang said long time ago before he crashed. The oil money must be used to fuel agriculture, and thrust development forward. I know that these are just abstract terms to some of us. I think we will get closer to solutions when begin to ask questions like “HOW?”

    Dear logic, the question is not really whether ROSS or the UN corrupt or not, it is rather why such sensitive issue is raised by a top UN official in public. I am raising this bearing in mind the issue of individual compensation made by some on Darfur peace talks and the devastating affects it had on the process.
