Communist party warns against US plan for separate talks on Sudan conflicts
September 7, 2013 (KHARTOUM) – The Sudanese Communist Party (SCP) warned against an “American plan” aiming to hold separate talks to end conflicts in Darfur and the Two Areas, aiming to abort a comprehensive solution rebel and opposition forces demand.
The SCP political bureau claimed in a statement released Saturday that international parties led by the United States seek to impose two separate forums, the first in Arusha, northern Tanzania between the government and Darfur rebel groups while the second takes place in Addis Baba with the Sudan Peple’s Liberation Movement-North (SPLM-N) for peaceful solution to the conflict in South Kordofan and Blue Nile.
According to the opposition party, the plan provides the participation of a representative of the SPLM-N in Arusha talks and vice-versa Darfur groups will be represented in Addis Ababa process. The opposition coalition National Consensus Forces (NCF) will also be represented at the two venues.
Sudanese opposition forces demand the formation of a national government that will organise an all parties conference including rebel groups to resolve the regional conflicts and agree on constitutional principles reshaping the Sudanese state.
The outcome of the national conference will be adopted by a constituent assembly composed of all the parties and rebel groups, after what general elections would be held. This mechanism is supposed to prevent the return of Bashir’s ruling National Congress Party (NCP).
However, the Popular Congress Party (PCP) of Hassan Al-Turabi said the fate of the Islamic state should be decided after the transitional period. The Islamist opposition leader also said they would work to maintain Islamic constitution after the dismantlement of the NCP regime.
The Communist party said that the Sudanese government under international pressures, agreed to negotiate with the SPLM-N under the resolution 4026 (2012), a matter that it has been rejecting since last year.
“The National Congress Party has fully obeyed to foreign scheme”, the statement said.
The statement further said some opposition forces inside and outside the opposition NCF are supportive to political transition and reject regime change. They prefer to hold reconciliation dialogue with the regime to achieve political reforms and participate in the government, in line with this plan, it went to say.
The leftist party further called to resist this plan stressing that the will of the Sudanese people would prevail.
“This is why we stress that the solution lies in the overthrow of this regime”, said the statement, adding that this can be done despite government’s bet on its total failure.
Last June, the Sudanese opposition announced a plan to bring down Bashir’s regime within 100 days. However, due to internal divisions, lack of clear vision and unified position, the opposition failed to mobilise popular support for the plan.
The opposition and the rebel groups also disagree over different issues including the regular army which the rebels want dissolved, the regional administration and the separation between politics and religion.
