Sudan’s dialogue body calls to form 4-year interim cabinet
February 28, 2016 (KHARTOUM) – Governance issues committee of the National Dialogue Conference Sunday said it has recommended to from a four-year transitional government within three months after the adoption of its recommendations by the general assembly.
The head of governance issues committee Barakat Musa al-Hawati Sunday told reporters that his committee completed its work and approved its final recommendations before to submit it to the National Dialogue General Secretariat.
Al-Hawati added that the recommendations of the Committee include the nomination of a prime minister to be approved by the legislative body, adding that he will be accountable to the president who will nominate him.
The recommendations further call to form a National Reconciliation Government composed of all the political forces participating in National Dialogue and accept the recommendations.
“The cabinet will start its activities three months after the adoption of the national dialogue recommendations by the General Assembly,” he said.
The government has to implement the outcome of the dialogue conference and to achieve the constitutional reforms during the four-year term.
The transitional constitution of 2005 will remain in force during the interim period after the adoption of the agreed amendments.
Regarding the constitutional court, he said it will consist of nine judges elected by an electoral college made up of Supreme Court judges and deans of public schools of law. The nominated judges will be confirmed by the parliament.
On 18 February, the national dialogue coordination committee known as (7+7) decided to extend the political process for an unlimited time and called on the holdout groups to join the political process.
Launched on 10 October 2015 for three months, the dialogue process was initially expected to wind up on 10th January.
The opposition groups refuse to join the process and call on the government to implement a number of confidence building measures aimed to create a suitable atmosphere for dialogue.
But the government refuses their claims.
However, the President Omer al-Bashir who chairs the 7+7 committee accepted that the dialogue mechanism meets the rebel groups and the National Umma Party to discuss the needed measures before they join the internal process.
