South Sudan’s SPLM SG resigns from his ministerial position

July 18, 2011 (JUBA) – The Secretary General of the ruling party in South Sudan,
the Sudan People’s Liberation Movement (SPLM), Pagan Amum, is said to have
submitted his resignation from his ministerial position of Peace and CPA
Implementation, Sudan Tribune has learnt.

According to official sources from the SPLM who preferred anonymity because the
president has not yet approved the submission by Amum, the SPLM SG as a result
did not show up to take oath of office as a caretaker minister with the rest of
ministers last Sunday, July 10, despite his reappointment by the president to
temporarily remain as caretaker in his ministry until the new cabinet is formed.

Amum was appointed last year as the minister in the newly created portfolio of
peace ministry and recently led the SPLM delegation to the talks in the
Ethiopian capital, Addis Ababa, over the issue of Abyei.

The SPLM official further told Sudan Tribune that Amum’s resignation may further
affect his current position as the Secretary General of the party and may as
well resign from the party position.

There was no clear explanation given as to why he decided to resign at this
moment. Different speculations by officials suggest that Amum has recently
differed with his boss, the SPLM chairman, Salva Kiir Mayardit, over issues not
specified.

Others say the new government to be formed does not allow party cadres holding
positions in the party secretariat, such as Amum, to also work at the same time
as constitutional post holders in the government.

Amum recently also exchanged counter-accusations with his junior in the party,
the former federal minister of petroleum in Khartoum, Lual Achuek Deng.

The SG accused the former petroleum minister of betraying South Sudan by
illegally giving 40% of July share of the oil revenues to North Sudan despite
the ending of sharing on July 9, in accordance with the CPA. Deng reacted by
counter-accusing his senior, Amum, of embezzling three million dollars and
selling VIVACEL telephone company in South Sudan.

He also denied the sole responsibility of selling the oil, saying the process
was blessed by the president of South Sudan.

    many of splm leaders are supposed to resign because of millions squanderred. i hope they will followy the example by pagan and leave us alone.

    billions of new currency are being printed without transparency and will end up in big pockets soon threatening the worst inflation the south has ever seen before.

          Iam undelightfull, the way our leaders are rulling us....special the resignation of SG of the Splm/A Pangun Amum everybodies had already taken a lot of money since CPA and untill 9/july/2011. we know them but for Pangan is not and issued he play a great role.....

          However, I can points out that the public spiritedness of volunteers in the struggle of southern sudan death, wouned , hopeless kids and we the red army who services during war and struggle with hardship live in Ethiopia in 1980s and we are well qualify for position of leadership and ignorance may be resignation will be our chance I hope so..........

        Dear readers,

        Pagan was appointed in his current ministerial position of peace and CPA implementation mainly to oversee the implementation of the CPA. Though the biggest part of the Comperhensive Peace Agreement which is independent has been achieved; we still have pending critical issues for the minister to accomplish for instant, Abyei referendum, Popular consultations in Blue Nile and Southern Kordofan which can be resolved through dialogue with Sudan.

        No doubt that everybody is a thief and i cannot judge Pagan though i have different perception about him. The reality is that, we want all of them to go one by one for retirement. The war is over and it is time for development and you cann’t expect warriors or people who have been traumatized by war to be good managers despite the fact that they are being corrupt. I would be happy to see President Kiir approving that resignation and work hard to eliminate others gradually.

    i have been supporting you for many years because you seem to defending Southern Sudan in a good ways however, the recently accusation between and Dr. Lual A.Deng shown that, you guys on the Top leadership are cheating public services and if truly found 3 million for fraud then, I would say you have right to submit your resignation and even you should face jail because we do not dishonest leader.

    The Corruption in six years is real become concerning to all Southern Sudanese people and we are seeking way to find out from those Top including you, president himself, V.P. too and the 10 governors. The law it need to be apply to anyone who committed money fraud or wrong doing unlawful.

    Also the MP of GOSS must not own house abrod countries because this is considering a way of making exile while, cheating to lead people. If anyone bought a house in out sider nations a part from Southern Sudan nation then, this is a serious violation and that person should not serve in the MP of GOSS as well as the governorship.       I totally agree with you brother about the way those GOSS officials handling public funds after all these years. I am a diehard supporter of Pagan Amum because he has been a great fighter ever since, but I withraw my trust and support I always have on him. Pagan didn’t reply to the accusation labeled on him by the former Minister of Petroleum Dr. Lual Achuek Deng that he had sold company and divert 3 million dollars to his own personal account. Lual has replied to his accusation, but Pagan didn’t reply to his accusation, which convince me to believe that there is a foul play by those top leaders.

      Also President Kiir has accused Pagan, Deng Alor and Gier Chuong of mishandling 130 million dollars or more I forgot the figure, which the donors had gave them to transport Southerners who were stuck in the north because of transportation, but none of those accusers have failed to explain exactly what they do with that huge monies.

      The God’s people of South Sudan are always awake. We don’t have any powers to fire someone from ministerial posts but God will choose how they will keep their hands away from public money. We always blame Salva Kiir of not working hard on corruption; while he is the only one did corrupted first. No way to blame others when president himself corrupted and no one can even judge or bring him under law while he is the only super- power in the country.

      In this case Pagun should not resign from his position because every one of them has already corrupted. So, first we to see what they gonna do after independent, are they competent to building new nation or they will continue with corrupts with in next four years.

      It is indeed disgusting to see the backbone of the independence of South Sudan resigning. This is a crucial moment that his ingenuity is needed. It is as well shameful to be accused of having embezzled around 3 millions pounds all.
      However, what I do appreciate is what Mr. President said on the day of his inauguration this month, that he is not going to tolerate politicians who are egoistic. Those who desire to misuse public money and things. If that is the line Pagan has seen, then, he should immediately resign as he had done.
      However, what I do suspect is that, Pagan and his weak advisors might have planned this resignation as a way to weaken the government of Mr. Mayardit since he was a staunch and fierce supporter of SPLM and desires above all, the liberation of the people of South Sudan.
      This way, I don’t think, it is going to have any effect at all. Dr. John Garang died and there was no much effect, the same may be true for Pagan and many others. In fact theirs is a simple problem after all they would need to do something in order to be getting money because one is alive. It would have better if one is dead completely, such that he is forgotten and will not be a burden on people.
      So Mr. Pagan, consider your decision and continue working for your people.

    Is it not shameful? Why should he continue as SG of SPLM? He and all the corrupted SPLM/A leaders should leave office and brought to justice. Six years and billions of petro-Dollars and we’re speaking of building a nation?

    I have a deep feeling that America will control the future petro-Dollar and many of top names will be in trouble. We’re in the new era of colonialism - the American. Mr. VP is now in Washington making all kinds of concessions and obedience. Many heads will fall. New faces (big thieves)will be appointed by America to run the new country to the best interest of the West. Many will take weapons. Fire will be all over the place. The tragedy will continue. Our people will suffer more. Our resources will be stolen in daylight. Just recall this in few weeks from now.

    True we need to remove all corrupted leaders, but we will not accept new leadership appointed by America for American agenda.

    Is time that we pay for the mistakes of our notorious leaders?

    I call upon all Southerners to stand up against SPLM/A. I need our people to organize civil disobedience and take to the streets in an uprising to help SSLA to change this nonsense we’re living.

      It is paramount that every an verage citizens of RSS is well awared of his/her role on the challenging issues that might be affecting our road toward development, mainly massive looting of public funds.But to be honest, there is NO any single minister clean from corruption records start from the head of State up to the least portfolio ministerial as we all know the case of arthur Akuien Chol When he held finance ministerial and yet Kiir played no effective role to prosecuted him as an example of anti-corruption commission.

      Secondly, the recent exchange of an accusation between H.E Amum Okich and the pretender unionist Lual seem to have been uprooted the most hidden secrecy with in the RSS Government in Kiir was mentioned by Lual as the one who authorised him to give 48% of the July oil share to Khartoum government but Kiir didn’t cleared that statement to public which mean he was the signitory of that 48% of July oil. However, I do really appreciate Mr. Amum decision of resignition in order to safeguard his personalities before public the move will give an example to those who claim themselves to be 100% clear from corruption meanwhile their families, sons and daughters are living kingdomship live here in western countries let alone African nations.

      My biggest worried is that, our economy will be the poorest of all since all top RSS government ministers families are in foriegn countries and therefore they will be sending hard currency to them and there pop up the inflation.

      NB: It is so unfortunate that current constitution seem be Kuethpiny family and Warrap constitution but not national constitution, if so then who will question Kiir incase of being corrupt ? Good on Kiir and his poor Warrap State with no natural resources that are going to be fed on other State resources.I wish the oil rich State of unity should get united and claim finance and petroleum ministerial since they are the producers of oil and money.

    The so-called resignation of Mr. Pagan Amum is a joke because he is just a caretaker in that Ministry and also the ministry is is going to get eliminated in the coming government. Thus, what this man did is to say farewell before the common farewell to the whole ministry and to divert the attention from the questions raised by Dr. Lual Acuek on the embezzled money through the SPLM Secretariat.

    Saying that he resigned because the SPLM party’s basic rules do not allow the SG to be in the government as an executive is just superfluous justification. Didn’t he know all along the past time when he was a minister that the SPLM Basic Rules do not allow this? Why now?

    If Mr. Pagan is a courageous man as he has seemed to appear, he could have resigned from the SPLM SG though I am sensing that he will be forced to do so soon in order to allow accountability to take its proper course in accordance with the law.

      How can you correct dishonesty against your people?

      Pagan Amum poises himself dishonestly as the protector of South Sudanese interests while he was looting resources of the same vulnerable group he dishonestly claimed to protect. It was until recently when Pagan Amum attacked Dr. Lual Achuek publicly when South Sudanese became aware that Pagan Amum after all is not that special gift as he seems to be. Pagan shames were publicly exposed by Dr. Lual Achuek after he called Dr. Lual Achuek a traitor who does not have South Sudan at heart.

      There is no correction to dishonesty but to live with your head curved between your legs like a bird burying its head in the sand.

      Better for Pagan Amum to resign and go to exile to utilize his loots; he can easily get heart attack for his shame of dishonesty against people of South Sudan he claimed to protect their interests.

        To correct dishonest, every citizens must become a soldier for the nation. A soldier not only sacrifice his life for the nation, but also who’s willing to stop those who destroy the nation. Therefore, pertain to Mr.Pagan case, he can remoulds himself back to the public eye like he used to be. The best example was when he was caught and whiped in Khartoum last time, all southerners were ready for a strike to free him and Mr. Yasser Arman. If any of the Southerners knew his dark side then no one would be striking for him.

        On the other hand Mr. Nhomlawda; We must eradicate this nation of the corrupts, breed of traitors who are ready to sell the country for personal gain. If the alleged cases levelled against Mr. Pagan & Dr. Lual Achuek are proved beyond reasonable doubt then both of them deserves to resign or be forced to resign due to the outstanding findings on them and to pave the way for investigation.

    it is very disappointing when people see the truth and they try to call it something else..S.Sudan is now free..if you are accused and you think you are innocent then step foward and say I’m not ..if you are corrupt then resgin and go..I personally cannot tolerate seeing corrupt mintsers pockets getting fattended with people money while these people are ignorant, sick and hungary..what S.Sudan needs now is clean people

    I think Mr.Pagan Amum resigned simply because his ministry had expired on 9 july,2011 together with CPA,therefore he is in need of live ministry in the government of Republic of South Sudan.

    To my own point of view,let’s not mistaken him for his resignation.I hope he is still holding the SPLM-SG (position) like any other Southerner.

    I wonder when I saw that Amum had resign from his position. Mainwhile he had contribute lot in the implementation peace process.
    However, "no smoking with out fire",
    May be he got humiliation from Lual of betryal him to the public.
    Secondly, he had no patient otherwise from Salve Kiir, being caretaker does not main that had remove from his position.
    Lastly has leadership wrangling in him.

    Amum has right to resigned because the SPLM 2nd Convention and constitution resolved that SG is not allow to hold the constitution post hence he is to concentrate on the affairs of the party. Another fact is that Peace and CPA implementation affairs are diminishing as South Sudan gained it independence on 9th July.

    When you run your mouth childishly; shame is what you get.

    Pagan was a strong leader in the eyes of South Sudanese public and diplomatic community but after childishly running his mouth against Dr. Lual Achuek, a seasoned economist, Pagan got a nasty backfire for character assassinating economist Dr. Lual Achuek.

      You did a good job,you could have complete the Abyei issues before you resign.     Well; Pagan Amum resign from secretary general post; or ministerial not clear. Make a party lawful party and should avoid individual interest in the party to satisfied the Nation.

    Pagan resignation may be the sign of displeasure in the movement. Party should get well organized now not old rebellion mind anymore.

    As the country is changing now, we need more intellectual people to on SPLM party with good new Country Vision.

      He is the big fugger to start resign, SPLM Party as finished the Country. Next time Iam not going to elect Kirr because of his segartions & gradens.
