The Nuer Community in the United States Calls On H.E. George W. Bush to Help Facilitate An Inclusive Reconciliation Conference For South Sudanese Factions
We, the sons and daughters of the Nuer Community, gathered in the City of Omaha, Nebraska, in the presence of the Azande, Cholo, Anuak, and Acholi community elders, today on the 30th day of April in the year of our Two Thousand and Five, and as the largest community among Sudanese Communities in the United States of America, assures the Sudanese in general that we are:
Committed to the unity of the people of South Sudan as prophesized in the Book of Isaiah 18: 1: Ah, land of whirring wings which is beyond the rivers of Ethiopia;
2: which sends ambassadors by the Nile, in vessels of papyrus upon the waters! Go, you swift messengers, to a nation, tall and smooth, to a people feared near and far, a nation mighty and conquering, whose land the rivers divide.
3: All you inhabitants of the world, you who dwell on the earth, when a signal is raised on the mountains, look! When a trumpet is blown, hear!
Concerned with recent remarks made by Sudan’s Vice President, Mr. Moses Machar at the opening session of the South-South Dialogue conference held between 18-22 of April 2005 in Nairobi Kenya, and the response by Major General Paulino Matip Nhail, Commander in Chief of South Sudan Defense Force; whereby it became apparent that there is an impending confrontation between the SSDF and the SPLA, which could slip the South into an all out civil war;
Compelled to point out the absence of a considerable cross-section of South Sudanese societies at the conference of April 18-22, and the bias demonstrated by H.E. Daniel Arop Moi for calling the people of South Sudan to joint SPLA/M without any discussion over the issues of dissension in the South;
Therefore we,
1. Rebuff the recently conducted South-South Dialogue sponsored by Moi Africa Institute for the absence of the SSDF and other major Southern Political Forces in the conference who have been deliberately denied participation.
2. Appeal to the United States of America to help facilitate an inclusive South-South reconciliation conference in Addis Ababa, Asmara, or any other neutral ground outside of Kenya.
3. Reject the so-called regional representation as a formula for formation of southern government. This formula is a wicked formula intended to bureaucratize domination of one ethnic group; it’s bad and a recipe for war. Any future government in the South should be form base on proportional representation formula.
4. Call on all the parties in South Sudan to exercise restrain and patience in these difficult times. Our people are exhausted and cannot afford another war.
Brothers and sisters Paul said in his first letter to Corinthians, chapter 11 that:
17: But in the following instructions I do not commend you, because when you come together it is not for the better but for the worse. 18: For, in the first place, when you assemble as a church, I hear that there are divisions among you; and I partly believe it, 19: for there must be factions among you in order that those who are genuine among you may be recognized. 20: When you meet together, it is not the Lord’s supper that you eat. 21: For in eating, each one goes ahead with his own meal, and one is hungry and another is drunk. 22: What! Do you not have houses to eat and drink in? Or do you despise the church of God and humiliate those who have nothing? What shall I say to you? Shall I commend you in this? No, I will not.
