Security continues to deteriorate in W. Equatoria

Sept 27, 2005 — While the Sudanese First Vice-President, President of the southern government and Chairman of SPLM/A, Salva Kiir is inaugurating today in Juba the legislative council as well as addressing its first opening session, the security situation continues to elapse in parts of southern Sudan.

On September 25, 2005 I have highlighted the SPLM/A leadership attention to the alarming security situation in Western Equatoria, and requested that an urgent investigation committee be sent to verify and resolve the situation on the ground, but it seems that the message has not yet been received by high government officials in Juba. This demonstrates and indicates clearly that the government of southern Sudan does not have vigorous plans in place for quick combat or for quick respond to any internal or external crisis.

Once again I call on Salva Kiir, President of the southern government and Patrick Raphael, Governor of Western Equatoria to promptly intervene and send delegation to the area to resolve the dispute which erupted between the cattle owners and the local natives in Mundri on September 15, 2005. As of today, September 27, 2005 the security situation in Mundri continues to deteriorate and remains very tense, and its consequences are unpredictable. The evacuation of expatriates and foreign agencies in the area started already today, and communication through radio has proved fruitless.

As it has been pointed out enormously, there is a real security threats in various parts of the southern Sudan. And we have to remain vigilant and stirred to any disputes that might arise. As due to widespread of guns and no order enforcement on ground, we are going to witness various crisis as time elapses. But to have control of all unprecedented disputes and problems, SPLM/A has to strongly consolidate its position in order to give CPA its real path.
