Disarmament of Civilians should not be violent and chaotic

Feb 6, 2006 — Although the ruling party (NCP) has to bear the blamed for lack of seriousness in implementing the CPA, it becomes apparent that the SPLM that has been boasting to be the sole representative of the people of the Southern Sudan has failed to convince none, as of what its programs are. Loaded with the handpicked inexperienced characters, the Parliament in Juba remains simply a dysfunctional part of the so-called GSS. One necked fact is that most members of the said institution do not know their responsibilities, or else, deliberately alienated by the system. If they do, the disarmament of Civilians should not have been violent and chaotic, as it has just happened in the Lou Nuer area of Yuai.
The recent incident in Lou Nuer area is one of the series of evidences that indicates how bungling SPLM has been. To the sound minded people, disarmament should have happened after the establishment of the capable Law Enforcement Agencies such as Police, Prison, Territorial Guards, etc. Moreover, the Parliament should have enacted a law that prohibits the use of arm by an unauthorized person. When the entire population of the South feels that there is a security around them, the needs for automatic weapons would be reduced, and the government’s involvement in civil society’s life would be nothing but give and take. To be more transparent, one would need to inform the public that the atrocities committed by the SPLM led Government against Lou Nuer people, under the pretext of “Disarming Civilians” must be explain and some one must be held responsible. Failure to do that would lead into unappreciated retaliatory action against any one found associated with the SPLA behind the scene.
As the members of that victimized community, we will exercise our human rights in defending our territories, properties and vulnerable ones. If those in the government of South Sudan think that by eliminating Lou Nuer population would guarantee sovereignty to the South, they are wide of the mark. Our intelligent sources informed us that an SPLA Expedition, led by notorious George Athor, has been ordered by Riek Machaar Teny to invade Lou Nuer area within few days. Our advise must be taken seriously by any community that will allow SPLA to pass through its territory, for that would be translated into indirect support for the invading forces.
To the people of South Sudan and the International Community: historically, SPLA always provokes Nuer people, and when the Nuer retaliates, they labeled them as Nyagats (traders), Militias, Traitors, Murderers, and all nasty names that come to their heads. This time, we must make ourselves crystal clear and make everyone be mindful of the fact that SPLA does not care. Consequently, we will vigorously counteract that carelessness. If there is nastiest name on earth not put on Nuer yet, I will be the one to acquire that name in pursuit of protection and security of my people. Nuers have suffered more than they should, and it is the time for the SPLA to revisit their policies of “Dot it my way or Highway.” (End)
